About this file
Summary
This is a Request for Proposals (RFP) issued by the Snyderville Basin Special Recreation District for the design, fabrication, and build-out of a mobile interpretive trailer. The District seeks a qualified firm, exhibit designer, fabricator, or team to design and construct a walk-through educational exhibit that will travel to schools, trailheads, parks, events, and community gatherings across Summit County and nearby areas. The trailer will teach outdoor stewardship, trail etiquette, conservation, recreation safety, and wildlife awareness while showcasing the Basin Recreation system. The District owns the trailer platform (a 2025 Interstate LoadRunner with interior dimensions of 20.42 feet long by 8.0 feet wide by 7.08 feet high), portable power system, and awning, which the selected firm must integrate into the design. The contractor must also install two roof-mounted ventilation fans and handle trailer pickup and return. Questions from prospective bidders are due by Tuesday, September 29th, 2026, at 5:00 p.m. MST, and proposals must be submitted by Tuesday, October 6th, 2026, at 5:00 p.m. MST via email to Contracting@basinrecreationutah.gov in two separate PDF files (Volume I for technical proposal and Volume II for pricing). No pre-proposal conference or site visit is scheduled. Award notification is anticipated for Tuesday, October 13th, 2026, with project completion required by February 28th, 2027. The contract begins upon written Notice to Proceed and concludes at final acceptance of the completed trailer, subject to a one-year warranty.
The total project budget cannot exceed $75,000, which must cover all design, fabrication, installation, transportation, and build-out costs. Pricing must be submitted in line-item (CLIN) format as lump-sum amounts for each component, including interpretive planning and design, materials, labor, and transportation. This is a best-value selection process in which technical quality, relevant experience, design approach, and project risk are weighted equally with or above fee considerations; the lowest price does not automatically win the contract. Evaluation will occur in three stages: responsiveness review, technical evaluation (worth 850 of 1,000 possible points), and fee evaluation (150 points) for proposals meeting the 510-point technical threshold. Proposals must include evidence of comparable experience with at least three similar projects, key personnel qualifications, a portfolio demonstrating creative quality and durable construction, three references, a current Utah Business License, a Workers' Compensation certificate, and proof of general commercial liability insurance. The District reserves the right to conduct interviews with selected firms, negotiate with one or more bidders, reject any or all proposals, or cancel the RFP if it serves the District's best interests.

RFP SBSRD-D-26-Q-0015 | Mobile Interpretive Trailer Page 2 of 27
1. Introduction and Background
This Request for Proposals (RFP) is issued under the Utah Procurement Code (Title 63G, Chapter
6a) and the R33 administrative rules of the Utah Administrative Code. If any provision of this RFP conflicts with the Code or the Rules, the Code or Rule controls.
The Snyderville Basin Special Recreation District (the District) is seeking a qualified firm, exhibit designer, fabricator, or team to design, build, and finish a Mobile Interpretive Trailer. The finished trailer is a walk-through exhibit that travels to schools, trailheads, parks, events, and community gatherings across Summit County and nearby areas. It teaches outdoor stewardship, trail etiquette, conservation, and recreation safety.
The District owns the trailer, the portable power system, and the awning. The selected firm builds out the trailer, installs those items, adds two (2) roof-mounted ventilation fans, and handles trailer pickup and return. The total cost cannot be more than $75,000. The full design and build requirements are in Attachment A.
This is a best-value selection. The District will award to the responsible firm whose responsive proposal gives the best overall value, using the criteria and weights in Section 6. In this RFP, “Offeror” and “firm” both mean the company, designer, or team submitting a proposal. “The
District” is the procurement unit that issues this RFP and makes the award.
2. Project Scope and Objectives
The finished trailer is a walk-through exhibit that supports both staffed events and self-guided visits. It should balance strong storytelling, durable construction, and good value within the
$75,000 budget. Accessibility matters throughout. The complete scope of work, vision, trailer specifications, and project must-haves are in Attachment A. In summary, the selected firm will:
• Build an immersive, all-ages exhibit on outdoor stewardship, trail etiquette, Leave No Trace, recreation safety, wildlife awareness, and public lands.
• Integrate the District-owned trailer, power system, and awning, and install two (2) roof-mounted ventilation fans.
• Use materials and finishes that hold up to high-elevation sun, big temperature swings, snow, moisture, dust, and road vibration.
• Keep visitor flow safe and simple inside a compact space.
• Show the full Basin Recreation system: Trails, Open Space, Parks, and Recreation programs and facilities.
• Handle trailer pickup and return.
3. General Instructions and Requirements
• Submit your proposal by email by the Submission Deadline shown on the cover page. Late proposals will not be accepted.
RFP SBSRD-D-26-Q-0015 | Mobile Interpretive Trailer Page 3 of 27
• No pre-proposal conference or site visit is scheduled for this RFP. The existing trailer specifications and project parameters are in Attachment A. To view the trailer platform before you propose, ask through the Question-and-Answer process in Section 4 and the District will respond to all firms.
• This is a one-time project that runs in phases: design first, then District approval of the final design, then fabrication, build-out, and installation. The contract begins when the District issues a written Notice to Proceed and ends at final acceptance of the completed trailer, subject to the one-year warranty and any surviving terms in Attachment C. Work must be substantially complete by the date in Section 8.
• The firm may begin design once the contract is signed and the District gives written authorization. Fabrication does not start until the District approves the final design. Any work done before written authorization is at the firm’s own risk and will not be paid.
• Proposals stay valid for ninety (90) days from the deadline unless both parties agree in writing to extend.
• Do not sign Attachment C (Terms and Conditions) with your proposal. Review it before you submit. If you cannot accept a term, raise it as an Exception in Volume I (see Section 7). Raise
Terms and Conditions concerns as Exceptions, not by editing Attachment C.
• Review all RFP documents and addenda and learn all requirements. Report any error, omission, or conflict to the Point of Contact right away. The District will resolve it by written addendum.
• Under Utah Code § 63G-12-302, the District cannot contract with a firm that does not register and take part in a federal status-verification (E-Verify) system. Failure to show proof may be grounds for rejection.
• Proposals are public records under the Government Records Access and Management Act
(GRAMA), Utah Code § 63G-2-101 et seq. Clearly mark any part you claim as protected, with a concise statement of the reasons under Utah Code § 63G-2-309(1). If your proposal contains protected information, submit two versions: a public “Redacted Version” with the protected information removed, and a “Protected Business Confidential” version for evaluation. Pricing may not be marked confidential and will be treated as public. An entire proposal cannot be marked protected. Submitted materials become District property.
• The District may reject any or all proposals, waive minor errors, ask for clarification, negotiate with one or more firms, or cancel this RFP if doing so serves its best interest. This RFP does not commit the District to make an award or to pay any proposal costs.
4. Requests for Information, Communication, and Addenda
• Send all questions and communications about this RFP to the District Point of Contact, Alex
Bedrosian, Project Planning Supervisor, at Contracting@basinrecreationutah.gov.
• Do not contact District Board members, employees, evaluation committee members, or agents about this RFP except through Point of Contact, and do not offer any gift. Unauthorized
RFP SBSRD-D-26-Q-0015 | Mobile Interpretive Trailer Page 4 of 27 contact may lead to disqualification. This applies before the RFP is issued, while proposals are prepared, and through award.
• Submit questions in writing by the Deadline for Questions on the cover page. Questions are encouraged, including questions that point out any ambiguity, inconsistency, scope exception, or error in this RFP. Later questions may not be answered.
• The District will post answers in the U3P / Bonfire platform and email them to firms on the plan holder list. Questions may be answered individually or compiled into one document.
• The District makes changes only by written addendum. An addendum may change any requirement of this RFP. Each addendum becomes part of this RFP, and it is each firm’s responsibility to submit a proposal that meets the RFP, including any requirement added by an answered question or an addendum. Acknowledge each addendum in your proposal.
5. Firm Qualifications
The District will award to a responsible firm with experience, personnel, and licensing to design and build a durable interpretive exhibit. Show the following in Volume I of your proposal.
• Relevant experience. Comparable interpretive or exhibit design, environmental graphics, and exhibit fabrication, including at least three (3) comparable projects, with enough detail to judge scope and quality.
• Key personnel and partners. The people who will design and build this project, including subconsultants and fabrication partners, and their roles.
• Portfolio. Finished work that shows creative quality and durable construction.
• References. Three (3) references for comparable projects, with current contact information.
• Licensing and insurance. A current Utah Business License and a Workers’ Compensation certificate, and proof of general commercial liability insurance, or a statement that you will provide it before contract execution, meeting Attachment C.
5.1 Mandatory Minimum Requirements
Each firm must show it meets every requirement below, in a short point-by-point response in
Volume I, in the order listed. These items are non-negotiable. If the District determines at any time that a proposal does not meet one of these requirements, the proposal will be found non-responsive and removed from further consideration.
• Submit a complete proposal, Volume I (Technical) and Volume II (Pricing), by the deadline and in the required format.
• The total proposed price is $75,000 or less.
• The firm can provide, before contract execution, a current Utah Business License, a Workers’
Compensation certificate, and commercial general liability insurance meeting Attachment C.
RFP SBSRD-D-26-Q-0015 | Mobile Interpretive Trailer Page 5 of 27
• The proposal uses the District-owned trailer, power system, and awning, and includes installation of two (2) roof-mounted ventilation fans. It does not require the District to buy a different trailer platform.
• The firm is not currently debarred, suspended, or proposed for debarment by any government entity.
6. Evaluation Process
The District uses a best-value process. Experience, design, and approach are scored first, separately from price. Price is open and scored only for proposals that pass the technical threshold. Award goes to the proposal that offers the best overall value, not simply the lowest price.
6.1 Evaluation Committee
A Selection Review Committee of at least three District-appointed members will evaluate proposals. Each member will be familiar with the work and free of conflicts of interest.
6.2 Criteria and Weights
Proposals are scored on four criteria, broken into the sub-lines shown. The total possible score is
1,000 points: 850 technical and 150 fee. Only proposals that score at least 510 of the 850 technical points (60 percent) move on to Stage 3 and have their fee opened and scored. If fewer than two proposals reach 510 points, the District may still open and score the fee of the highest-scoring proposals that remain.
• Experience and Qualifications (350 points)
◦ Comparable experience, including three (3) similar completed projects (200 points)
◦ Key personnel, fabrication partners, and portfolio (150 points)
• Interpretive and Creative Design Approach (300 points)
◦ Themes, storytelling, and visitor experience (200 points)
◦ Concept design and Basin Recreation system representation (100 points)
• Project Approach, Durability, and Schedule (200 points)
◦ Fabrication methods, materials, and durability (125 points)
◦ Asset integration, accessibility, and schedule (75 points)
• Fee / Value Within Budget (150 points)
Total: 1,000 points
6.3 Stage 1: Responsiveness Review
The District first checks each proposal for completeness and for the Mandatory Minimum
Requirements in Section 5.1. A proposal that is missing required items, that includes pricing in
Volume I, that fails to meet a Mandatory Minimum Requirement, or that departs from the required format in a way that matters may be found non-responsive and set aside.
RFP SBSRD-D-26-Q-0015 | Mobile Interpretive Trailer Page 6 of 27
6.4 Stage 2: Technical Evaluation
The committee scores the technical sub-lines in Section 6.2, worth 850 of the 1,000 points. Each sub-line is scored from 0 to 5 using the scale below and then converted to weighted points with this formula:
Sub-line points = (score ÷ 5) × the sub-line’s weight.
For example, a Themes and storytelling score of 4 earns (4 ÷ 5) × 200 = 160 points. The committee reaches one score per sub-line by averaging the members’ scores. Only proposals that score at least 510 of the 850 technical points have their fee opened and scored.
Scoring scale
• 5 – Excellent: Goes beyond what we asked, in a clear and useful way.
• 4 – Good: Fully meets what we asked and adds strengths that lower risk or add value.
• 3 – Satisfactory: Meets the minimum acceptably.
• 2 – Marginal: Partly meets it, with weaknesses, gaps, or risks.
• 1 – Poor: Does not meet it well.
• 0 – Non-Responsive: Does not address it, or the information is missing.
6.5 Stage 3: Fee / Value Within Budget
The District opens the fee only for proposals that clear the 510-point technical threshold. Because the budget is capped at $75,000, the fee score rewards good value within the cap, not the lowest price. Each conforming fee proposal is scored 0 to 5 and converted to the 150-point weight:
Fee points = (score ÷ 5) × 150.
Under Utah Code § 63G-6a-707(7), the cost proposal is evaluated separately from the technical proposal and must be submitted separately, in Volume II. Technical merit decides this award. Fee is scored and added to the total, but the District reserves the right to set the fee score aside and award to the firm it judges best suited to do the work based on the technical proposal, even if another firm scores higher on fee or on total points. The District will explain the reason for any such award in a written trade-off analysis.
6.6 Interviews and Presentations
If it is in the District’s best interest, the District may hold interviews or presentations with firms that meet the Mandatory Minimum Requirements and the minimum technical score. The District will set the date, time, and procedure and notify eligible firms. Anything a firm states in an interview becomes part of its proposal, must be consistent with the original proposal, and may be used only to clarify or fill gaps. Interviews and presentations are at the firm’s expense and carry no separate points. The District also reserves the right to reopen this solicitation, or create a new one, if it determines there may be more competition than when this RFP was first posted.
6.7 Basis of Award
RFP SBSRD-D-26-Q-0015 | Mobile Interpretive Trailer Page 7 of 27
Award will be made to the responsible firm whose responsive proposal earns the highest total score and represents the best overall value to the District within the $75,000 cap. Best value means the District weighs technical quality, relevant experience, design, approach, and project risk together with fee. The technical proposal is the deciding factor. A strong technical proposal can outweigh a lower price, and the lowest price does not win by default. The District may award to a higher-priced firm, or to a firm with a lower total score, when its technical proposal is stronger or its risk is lower, and will document the basis in a written trade-off analysis. It is anticipated that this
RFP will result in a single contract award.
6.8 Tie-Breaker
If two proposals have the same total score, the District will give preference to the proposal that shows stronger directly relevant interpretive and fabrication experience and lower project risk.
6.9 Compliance with the Utah Procurement Code
This evaluation process complies with Utah Code § 63G-6a-707(2) and (4). The committee evaluates proposals strictly in accordance with the process described in this RFP and uses no criteria that are not described here. The District commits that all evaluation criteria, weights, and scoring methods are published in this RFP; that no additional or undisclosed criteria will be used;
that the committee will follow the stages and scoring method exactly as written; that any award to a higher-priced proposal will be justified in a written trade-off analysis; and that the process will stay transparent and defensible throughout.
7. Submission Guidelines
Address every item below. If you cannot provide something, say so and explain why. A proposal that omits required information, or leaves out requested items without explanation, may be found non-responsive and may not be evaluated. Submit your proposal in two separate files. Keep all price information out of Volume I so the District can score quality and approach on their own merits.
Volume I: Technical Proposal (no pricing)
Include the following in order:
• Title page. RFP title and number; your firm’s legal name; local office address; primary contact
(name, title, phone, email); and the submittal date.
• Firm qualifications, experience, and portfolio. Your experience with comparable interpretive or exhibit design, environmental graphics, and exhibit fabrication, including at least three (3) comparable projects; key personnel, subconsultants, and fabrication partners and their roles; and a portfolio of finished work that shows creative quality and durable construction.
• Interpretive and creative design approach. Your proposed themes and storytelling; how the design creates an immersive, all-ages experience tied to outdoor stewardship, trail etiquette, Leave No Trace, recreation safety, wildlife awareness, and public lands; early concept
RFP SBSRD-D-26-Q-0015 | Mobile Interpretive Trailer Page 8 of 27 thinking for interior and exterior design, visitor flow, graphics and branding, interactive elements, and lighting (conceptual at this stage; full design comes after award); and how the design represents the Basin Recreation system (Trails, Open Space, Parks, and Recreation).
• Project approach, durability, and schedule. Your build methods; material choices for high-elevation sun, temperature swings, snow, moisture, dust, and road vibration; ease of maintenance and modular or replaceable parts for future updates; integration of the District-owned trailer, power system, and awning; installation of the two ventilation fans; ADA and accessibility within the trailer’s limits; and a schedule with design milestones, District review points, fabrication, installation, and pickup and return that meets the date in Section 8.
• References. Three (3) comparable projects with current contact information.
• License and insurance. A current Utah Business License and a Workers’ Compensation certificate, and proof of commercial general liability insurance, or a statement that you will provide it before contract execution.
• Exceptions. State up front any RFP requirement or Attachment C term you cannot or will not meet. Identify each one, explain why, and propose an alternative. Anything you do not list is treated as accepted, and undisclosed exceptions may be grounds for rejection. Raise any
Terms and Conditions concerns here, not by editing Attachment C.
Volume II: Pricing Proposal
• Fee proposal. Submit the completed Attachment B (Fee / Budget Proposal) in the line-item
(CLIN) format, with a total not to exceed $75,000. Price each CLIN as a lump sum that covers all design, fabrication, installation, transportation, and other costs. A narrative or tabular breakdown and a materials list are for comparison only and do not change the lump-sum price. Pricing that is not in the CLIN format, or that exceeds the cap, may be found non-responsive. Do not put any pricing in Volume I.
Common mistakes to avoid
Smaller firms most often lose points or get rejected for these. Check each one before you send your proposal.
• Putting any price in Volume I. Keep all pricing in Volume II.
• Skipping the CLIN format, leaving line items blank, or going over the $75,000 cap.
• Missing the Workers’ Compensation certificate or Utah Business License.
• Leaving out the three references or their current contact information.
• Emailing after the deadline or sending the wrong file type. Send early and confirm the files open.
8. Timeline
The dates below are the District’s plan and may change by written addendum.
