About this file
This is a questionnaire document for lien satisfaction and recording services issued by the New Jersey Housing and Mortgage Finance Agency (NJHMFA) for the New Jersey Homeowner Assistance Fund (ERMA) program. The questionnaire is designed to evaluate vendor qualifications and capabilities to create, complete, sign, record, and distribute lien satisfactions for ERMA mortgages upon the expiration of their three-year terms. Prospective vendors must demonstrate experience working with state or federal homeowner assistance programs, provide information on team size and daily/weekly/monthly discharge capacity, and explain their scalability to accommodate fluctuating program volumes. Vendors are required to confirm possession of all necessary technology and resources to execute electronic lien releases on day one of the project, or provide expected timelines for technology implementation.
Vendors must confirm their ability to utilize NJHMFA-provided invoice templates, establish hours of operation with a designated single point of contact for the agency, and demonstrate capability to communicate directly with homeowners when necessary. The questionnaire assesses vendor familiarity with the HOTB software currently used by NJ ERMA and requires vendors to disclose any minimum file volume requirements for contract consideration. The NJHMFA anticipates that each contracted provider will receive at least ten percent of total program volume, and vendors should identify whether they have specific volume thresholds that would affect their participation in the contract opportunity.
