About this file
This procurement specification outlines requirements for a 1.5-ton modular refrigeration system (MRS) to be installed aboard Navy ships. Key components include a modular refrigeration unit, control panel, condenser, and associated piping, wiring and mounting hardware. The MRS must maintain temperatures between -3°F and 41°F in both chill and freeze modes. Components will interface with shipboard chilled water, refrigerant, condensate drain, electrical power and data systems. The specification defines detailed performance, design, testing and documentation requirements. Offerors must submit proposals to the Naval Sea Systems Command by March 6, 2024 in response to solicitation N64498-24-R-4057.

4 TESTING AND QUALITY ASSURANCE
28 Jan 2019
4.1 Responsibility for Inspection. The Seller is responsible for the performance of all examinations and tests as specified in this specification. Except as otherwise specified in the purchase order, the Seller may use his own or any other facilities for the performance of the inspection requirements specified in this specification. The Buyer reserves the right to perform any of the inspections set forth in this specification where such inspections are deemed necessary to ensure supplies and services conform with prescribed requirements.
(a) The Seller shall utilize for the performance of required Nondestructive Testing (NDT) only personnel who are currently certified in accordance with NAVSEA Technical Publication
T9074-AS-GIB-010/271 DATED 30 April 1997 and Recommended Practice No. ASNT-TC-1A.
NDT includes radiography, magnetic particle, liquid penetrant, eddy current, ultrasonic inspections and visual inspections. This requirement applies to the Seller and not to Suppliers to the Seller of materials, components, or equipment for the modular refrigeration systems.
(b) Certification of Level III (NDT Examiner) personnel shall be based on (1) successful completion of appropriate American Society for Nondestructive Testing Level III Examinations and (2) successful completion of specific and practical examinations based on NAVSEA
Technical Publication T9074-AS-GIB-010/271 and associated fabrication documents.
Examinations may be developed and administered by the Seller or by an outside agent designated in the Seller’s written practice. If NDT personnel are qualified to the MIL-STD-271F requirements, then their qualifications will be satisfactory until the qualifications expire in accordance with the re-qualification periodicity of MIL-STD-271F. At the time their qualifications expire, they will be required to re-qualify to the requirements stated herein.
Documentation pertaining to the qualification and certification of NDT personnel shall be available to the Buyer for review upon request.
4.1.1 Responsibility for Compliance. The inspection set forth in this specification shall become a part of the Seller’s overall inspection system or quality program. The absence of any inspection requirements in this specification shall not relieve the Seller of the responsibility of ensuring that all products or supplies submitted to the Buyer for acceptance comply with all requirements of the purchase order. Sampling inspection, where permitted by this specification, as part of the manufacturing operations, is an acceptable practice to ascertain conformance to requirements. However, this does not authorize submission of known defective material, either indicated or actual, nor does it commit the Buyer to accept defective material.
4.1.2 Quality Program Requirements. The Seller shall provide, maintain, and implement a quality program acceptable to the Buyer for all equipment and services required by this specification. The program shall be in accordance with MIL-I-45208A or ANSI/ASQC Q9001-
1994, “American National Standard, Quality Systems-Model for Quality Assurance in Design, Development, Production, Installation and Servicing”. The quality program shall be described in sufficient depth to ensure that the technical and quality requirements of MIL-I-45208A or
Q9001-1994 will be met. The Seller shall notify the Buyer of any changes in his quality system.
Conformance with these requirements shall not be construed as relieving the Seller of final responsibility to furnish equipment and services meeting specification requirements. Use of a material review board requires the written approval of the Buyer.
28 Jan 2019
4.2 Quality Conformance Inspections and Tests. All components of the modular refrigeration systems shall be selected for inspection and test unless waived by the Buyer. The first article and production tests shall be conducted as listed in Table VII.
4.2.1 First Article Tests. Tests that are performed on the first unit of each item manufactured, with the intention of demonstrating that the equipment meets required design characteristics. For prior qualification, the Contractor may submit data from form, fit, and functionally equivalent equipment either approved by the Navy Technical Authority or from other Navy ship programs that have received Navy Technical Authority concurrence.
4.2.2 Production Tests. Tests that are performed on every item manufactured, with the intention of demonstrating acceptable fabrication of the item.
