About this file
This document is a Request for Proposal (RFP #3858) issued by the Eastern Municipal Water District (EMWD) for tank-related construction services. The RFP involves work on four specific tanks: Benton Tank, Oliver Tank, Quail Valley I Tank, and Quail Valley II Tank. Proposers are required to submit detailed pricing, project completion timeframes, and comprehensive documentation including business information, references, subcontractor lists, insurance affidavits, and compliance forms. The proposal requires compliance with various California Air Resources Board (CARB) regulations for on-road and off-road vehicles, including emissions and inspection requirements.
The pricing form allows proposers to submit individual prices for each tank project, with a total project price and days to complete. The district encourages early payment discounts and will include such offers in evaluation criteria. Proposers must include all associated costs in their pricing, including labor, equipment, materials, transportation, overhead, travel, profit, insurance, taxes, and licenses. Additional requirements include providing Cal/OSHA compliance history, proof of contractor's licensing, and detailed business references with projects of similar scope and complexity. Proposers must also complete multiple mobile source acknowledgment forms demonstrating understanding and commitment to various environmental and vehicle emissions regulations.
