DESCRIPTION OF WORK
The objective of this contract is to perform maintenance and improvements on 13 bridges throughout Modoc National Forest. Work will include work on approaches (roadway, embankments, drainage features), channels, substructures (abutments, piers, etc.), superstructures (girders, diaphragms, end walls, bearing devices, etc.), decks (slab, curbs, etc.), wearing surfaces (running planks, etc.), and traffic safety features (bridge railings, approach railings, signing, etc.). Contractor shall furnish all labor, materials, equipment, mobilization, and other incidentals necessary to complete the specified work.
Unless otherwise noted or agreed upon, all bridges are expected to be in a condition consistent with the following listed requirements at the end of contract work. Contractors are strongly encouraged to visit each site before placing bids to develop a comprehensive work item list to meet requirements and specifications. Many bridges may not need any work to meet some of the requirements. Some specific work items for each bridge and relevant specifications are listed in the pages below. Note that the bridge work items tables contain a general list of notable predicted needs for each bridge and most relevant specification sections, however, this list does not constitute a comprehensive list of work to be performed as a part of this contract nor a comprehensive list of specification sections relevant to that work. Items listed in the tables below are required to be completed as well as any addition items to meet the following requirements.
Requirements:
1. Each bridge approach shall have appropriate drainage features directing water such that it exits the roadway prior to reaching the bridge. Drainage shall not be directed at bridge abutments. (See Rolling Dip Details, Page 2 of Drawings)
2. All approaches shall be paved (HMA: PG 64-28 binder w/ ½” minus aggregate; minimum 2-inch depth.) for a minimum distance of 50’. Pavement shall cover the entire width of the roadway. Abrupt edges on shoulders shall be minimized and aggregate shall be placed on shoulders as necessary to prevent abrupt drops. Transition from unpaved to paved shall be smooth. If necessary, aggregate shall be placed on unpaved portion of roadway prior to pavement to smooth transition. (See Surfacing Details, Page 3 of Drawings)
3. All approaches shall be cleared and brushed for a distance of 500 feet on each side of bridge. All conifers, hardwoods and brush within 4 feet of the roadbed shall be removed.
Branches on remaining conifers shall be trimmed from ground level to a minimum clearing height of 14 feet above the roadbed or to a limit of 60% of the tree’s height, whichever is less. Limbs of vegetation shall be cut to not protrude within the clearing limits. All trees and brush on bridge embankments shall be removed. (See Brushing & Clearing Details, Page 4 of Drawings)
4. All embankments shall be stable and all fill shall be repaired as necessary. Where erosion is occurring, riprap or other stabilization features shall be placed. (See Approach Embankment Details, Page 5 of Drawings)
5. All piers and abutments within the high-water line shall be protected with riprap. Class 5 riprap shall be used for piers and abutments that are likely to experience water contact on an annual basis. Class 4 riprap shall be used where contact with water is unlikely to occur.
(See Abutment and Pier Armoring Details, Page 6 of Drawings)
6. All concrete members shall be patched and repaired in all locations where scaling, spalling, delamination or other damage has occurred.
7. All bridge hardware (including running plates) shall be tightened and replaced as necessary. Loose or failed lag screws should be replaced with drilling and installing thru-bolts, nuts, and washers. Longer and/or thicker diameter lag screws and/or thru bolts with T-nuts to prevent loosening shall be used. When prepping/drilling/pre-drilling wood, apply copper naphthenate to newly exposed wood prior to hardware installation. Running plates shall be repaired and irreparable sections replaced.
8. All bridge members including surfaces, bearing devices and joints shall be clean and clear of bird nests, wasp nests, and other debris. All concrete decks shall have been mechanically swept and structures shall have been power washed. Wooden decks shall be manually swept.
9. Upon completion of work, all bridges shall have appropriate signage, including object markers and warning signage.
10. All hazard trees shall be removed from the channel. A hazard tree shall be considered any dead or dying tree within one and a half tree lengths of the bridge structure or any live tree within one tree-length of the structure. Trees to be felled shall be approved by FS representative prior to felling.
11. Option item: All bridges shall have guard rails, approach rails, and proper rail end treatments that meet current codes requirements unless otherwise specified Any features not replaced in-kind shall be designed and installed such that no additional dead load is added to bridge.

SITE VISITS
All bidders are strongly encouraged to conduct site visits to all bridges prior to entering bids to best assess the nature and condition of the work necessary to fulfill contract obligations. All sites are accessible without prior approval or coordination; however accessibility may be dependent on weather conditions. Questions or requests for clarifications may be sent to Roxanne Reimer (Roxanne.reimer@usda.gov) or Chris Bielecki (Christopher.s.bielecki@usda.gov).
GOVERNMENT PROVIDED MATERIALS
Maps have been attached showing material sources on the forest. The contractor may choose to use these materials or may provide their own. Contractor shall coordinate with forest service staff prior to pulling materials from government-owned pits.
WILDLIFE CONSERVATION MEASURES
All bridge members including surfaces, bearing devices and joints shall be clean and clear of bird nests, wasp nests, and other debris. All previously painted members shall be repainted.
o Be sure to remove nests outside of the nesting period of March through September.
o Remove old nests and any traces of mud. Since old nests can be reused, remove any potential nests before the birds arrive from winter migration.
o Place physical barriers on potential nesting sites to prevent birds from nesting. You may use products such as coroplast, polytetrafluoroethylene (Teflon), Bird Slide™, plexiglass, plastic sheeting, or silicon-based paint coated to the surface. Physical barriers may be a permanent deterrent in preventing birds from nesting in nuisance locations. These barriers must be removed at completion of project.
Goshawk Conservation Measure: This measure applies to Ash Creek Lower, Ash Creek Upper, East Creek, Parker Creek and Lassen Creek Bridges. For these bridges, the work should be conducted outside of the nesting period. The nesting period is from April 1 to August 1.
Aquatic Species Conservation Measure: This measure applies to in-water work at Bark Springs, Ash Creek Upper, and Ash Creek Lower Bridges. Work needs to be completed during low water (August through October). Work area should be isolated to protect from debris and sediment entering the streamflow. Isolation can be accomplished by a block sein or sediment fencing.
Rock and gravel fill which is placed below the Ordinary High-Water line or as shoreline riprap should be clean and free of fines.
BOTANY MITIGATION MEASURES
Prior to arriving on each site, all contractor equipment and vehicles must be washed to ensure they are free of any weeds or other debris including invasive species (IS) propagules.
Prior to work on site, FS Botany personnel will flag occurrences of rhizomatous/sprouting IS, like CIAR4 and knapweed species, to prevent proliferation of subpopulations on site or spread between sites. Contractor shall avoid flagged locations.
OTHER REQUIREMENTS
Road closures: Generally, closures should be less than 4 hours to facilitate daily traffic. Longer closures can be coordinated with prior coordination with the Forest Service. The submitted work schedule (below) will be used by the Forest Service to provide public information and media releases prior to the beginning of the work.
Temporary Traffic Control: For public notification and safety, temporary signage and other measures as necessary shall be implemented at each work site in accordance with the current FHWA Manual on Uniform Traffic Control Devices.
SCHEDULE
Period of performance shall be 365 days from notice to proceed. Contractor is required to propose a detailed schedule of work to be approved by a Forest Service representative. Any changes to the approved schedule must be discussed and approved by representative.
SPECIFICATIONS
The Forest Service has adopted the FP-14 (https://highways.dot.gov/sites/fhwa.dot.gov/files/docs/federal-lands/specs/12851/fp14.pdf) for construction of National Forest System Roads and all relevant specifications from the FP-14 shall be met, excepting any changes as noted in the attached Forest Service Supplemental Specifications (FSSS, attached). The FSSS take precedence over the FP-14.
