About this file
This is a Request for Quotation (RFQ) for Non-IT Goods issued by the California Department of Corrections and Rehabilitation (CDCR), with Solicitation Number SCC-4.18.2025, released on 4/18/2025 and due on 4/25/2025. The solicitation is an informal competitive procurement seeking quotations for non-information technology goods, with deliveries to be completed within 300 calendar days after receipt of order. The procurement method will award either the lowest overall bid price for all items or select the lowest bid for individual line items, with the option to award any single line item or combination of items.
The solicitation includes several unique procurement requirements and preferences, such as a 5% preference for small businesses, potential Disabled Veteran Business Enterprise (DVBE) incentives, and specific provisions around recycled content products. Notably, the department has elected to exempt DVBE program requirements while maintaining a DVBE incentive. The procurement also includes contemporary requirements such as Generative AI disclosure, compliance with the California Food Safety Act (which prohibits certain food additives starting in 2027), and Executive Order N-6-22 regarding Russia sanctions. Bidders must submit multiple mandatory documents including a Bidder Declaration, Darfur Contracting Act Certification, and other supporting forms, with failure to provide complete documentation potentially resulting in bid rejection.

A Contractor that fails to comply with the certification requirement shall, after written notice, be allowed to cure the defect.
