About this file
This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) from the Department of Veterans Affairs for the Fresno VA Medical Center. The procurement involves replacing and installing a Generators Control System using Thomson Technology Power Systems equipment, with a total estimated value under $250,000. The specific requirements include supplying 5 PGC V2.2 controllers, 1 new Panel PC HMI, firmware upgrades, software configurations, and 7 days of on-site service and installation by an authorized Thomson Power Systems technician.
The justification emphasizes that Thomson Power Systems is the only compatible vendor, as their equipment is proprietary and essential for the existing power generators. The current generator controllers are end-of-life and beyond repair, requiring like-for-like replacements. The procurement will be a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside using the NCO-21 MACC Group 2 IDIQ Suite, with an effective date of 11/15/2024 and a planned procurement date of 8/14/2025.

A Thomson's Technology Power Systems-approved vendor must install and service all Generator Controls System replacement equipment needed.
2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is a partial brand name to procure Thomson Power System Equipment. No other products are acceptable currently.
Thomson Power Systems Equipment is the only brand name equipment that is compatible with the existing power generators and related power systems. The current generator controllers are at the end of life and are beyond repair. Replacements must be like-for-like items that are available from a single source, whose equipment is proprietary in nature. The VA requires Thomson Power Systems generator controllers and authorized installation technicians by the manufacturer.
Multiple generators currently installed and in use at Fresno VA Medical Center only function on proprietary power generator controllers that are solely sourced and manufactured by Thomson Power Systems outside of the United States.
Therefore, by installing equipment or products from a different manufacturer, the system will not function or be compatible. New components and replacement equipment must be able to tie into the existing and operational system, including the use of software. At this time, there are no brand names domestically or at all whose products are fully compatible with the existing Thomson Power systems equipment currently installed at the Fresno VA Medical Center.
3. Description of market research conducted and results or statement why it was not conducted:
Based on the market research conducted, two or more DSBS verified and capable SDVOSBs or VOSBs were identified and appear to be capable of performing the requirement, therefore, the VA Rule of Two will be met The procurement method that will be used to fulfill this project will be a total SDVOSB set-aside on the NCO-21 MACC Group 2 IDIQ Suite.
4. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief
