About this file
This document is a Certification form from Lubbock County regarding energy companies and firearm entities or trade associations. The form requires vendors to certify their compliance with Texas Government Code Sections 2274.002 and 809.001(1), which prohibit boycotting energy companies and discriminating against firearm entities or trade associations. Vendors must declare whether they are exempt from these certification requirements based on specific criteria, such as being a sole proprietorship, non-profit entity, or having fewer than 10 full-time employees with a contract value under $100,000.
For vendors not exempt, the certification mandates that they verify they do not and will not boycott energy companies without an ordinary business purpose or discriminate against firearm entities. Discrimination is defined as refusing to engage in trade, refraining from or terminating existing business relationships solely based on an entity's status as a firearm-related organization. The form provides exceptions for established merchant policies, compliance with laws or regulations, and traditional business reasons for declining to do business with such entities.
