About this file

This is a Certificate of Substantial Completion document for a construction project at Salt Lake Community College (SLCC) in Utah. The certificate confirms that work performed under the subject contract has been reviewed and found to be substantially completed in accordance with the contract documents and DFCM General Conditions, allowing SLCC to occupy and use the project or specified area as intended. SLCC accepts the project as substantially complete and assumes full possession, responsibility for maintenance and operation, utilities, and insurance. The contractor must complete all closeout documentation requirements, including Record Drawings, Operations and Maintenance manuals, warranties, DFCM Roofing Warranty Forms, Consent of Surety, and project-specific backup documentation, prior to final payment authorization by the Owner.

A punch list of items requiring completion or correction is attached to the certificate, with twice the value of punch list work retained from project funds to ensure completion. The contractor is required to complete or correct all punch list items within a specified number of calendar days from the certificate issuance date. If items are not completed within the allotted timeframe, the Owner may seek compensation for delays and/or engage an independent contractor to complete the work at the contractor's expense using retained funds. Should retained project funds prove insufficient to cover delay or completion damages, the contractor must promptly reimburse the Owner for any balance owed.
