Summary of Contract Documents
This is a specifications and approved drawings document prepared by the State of Utah's Division of Facilities Construction and Management (DFCM) for the Brigham Regional Center Exterior Disconnects and Electrical Upgrades project (Project #26353310), reviewed for code compliance on May 11, 2026. The project involves the redesigned installation of a new exterior disconnect and meter at the Brigham Regional Center facility. The work encompasses electrical infrastructure upgrades including low-voltage and control-voltage electrical power conductors and cables, raceways and boxes for electrical systems, grounding and bonding systems, hangers and supports, vibration and seismic controls, identification systems, selective demolition of existing components, and miscellaneous cast-in-place concrete work. The contract requires full compliance with ACI 301 standards for concrete, NFPA 70 (National Electrical Code) requirements, and various ASTM and UL standards for electrical materials and installation. Work must accommodate full owner occupancy during construction, maintain weathertight conditions, coordinate operations to minimize disruption, and comply with nonsmoking policies and controlled substance restrictions. The construction cost estimate is $122,000.00, and this is an invitational bid limited to five specifically named electrical contractors: BML, Electric Works, Kendrick Electrical, Luminary Electric, and Paragon Electric.
The specifications require comprehensive submittal procedures including shop drawings, product data, samples, and closeout documentation submitted for architect approval prior to installation. All electrical conductors must be copper with THHN-2/THWN-2 insulation for feeders and branch circuits, and connections must comply with UL 486A-486B torque specifications. The contractor must maintain complete record documents throughout construction, provide operation and maintenance manuals organized by system, and conduct training for owner personnel on equipment operation and maintenance. Waste management must comply with ASTM E 1609 standards with documented recycling and disposal procedures. Final completion requires demonstration of all systems, submittal of record drawings as corrected digital files, and warranty documentation organized according to the project manual table of contents.
