About this file
This is an affirmation document regarding Utah Government Records Access and Management Act (GRAMA) compliance submitted by the Salt Lake City Corporation Department of Airports in connection with a bond underwriting services solicitation for Salt Lake City International Airport. The document establishes the respondent's understanding and acknowledgment of GRAMA requirements governing the classification and disclosure of records submitted to public entities in Utah under Chapter 2, Title 63G, Utah Code. Respondents are required to sign the affirmation, confirming their comprehension of confidentiality claim procedures and their obligations throughout the procurement process.
The affirmation specifies that the burden of claiming exemptions from disclosure of confidential business information rests solely with the respondent, and only materials such as trade secrets, pricing, and non-public financial information should be marked as confidential. Respondents must submit a written claim of exemption at the time of proposal submission, including a concise statement of reasons supporting confidentiality, a redacted version of the proposal, and an unredacted version for internal review. The document clarifies that confidentiality claims do not guarantee protected status, the City will notify respondents of disclosure requests, and respondents may pursue appropriate actions at their own expense to prevent disclosure. By signing, respondents waive any claims against the City related to disclosure of materials required by GRAMA.
