About this file
This document is a Questions, Errors and Clarifications response issued by the Oregon Child Nutrition Coalition (OCNC) for the Economy RFP 2026-28 regarding USDA commodity diversion processing services. The RFP solicits proposals from food manufacturers to convert USDA donated commodities into processed food products for school nutrition programs serving approximately 180,000 students across 90 school districts. Proposers may submit pricing for up to 20 products per submission form, with the option to duplicate forms for additional products. The solicitation required submission of errors and clarifications by December 2, 2025, with responses to questions provided by December 9, 2025. Final proposals are due electronically by December 18, 2025, at 2:00 p.m. PST. Notification of intent to award is scheduled for January 8, 2026, with a protest period ending January 16, 2026. The contract term covers the 2026-27 school year with an optional one-year renewal through 2027-28, with pricing increases for renewal terms subject to specified conditions outlined on page 8 of the RFP.
Vendors may submit pricing through three distinct models: Cash Rebate, Fee for Service, and Net Off Invoice. The current distributor partner for SY25/26 is Sysco, though the RFP also includes options for direct delivery to districts. Proposers must submit comprehensive product documentation separately, including nutrition facts labels, ingredient statements, and CN labels or product fact sheets for each product. Pricing submissions must account for shipping charges to zip code 97070 per case and identify cost per portion, calculated in minimum increments of 0.25 for credited components. Products are evaluated based on descriptions, pricing, and compliance with requirements. Proposers are not required to submit insurance documentation with their bids; compliance is indicated through signature of the RFP assurances. The OCNC reserves the right to reject all bids, waive irregularities, combine product scores by manufacturer, or cancel the RFP if deemed in the best interests of its members.

REQUEST FOR PROPOSAL
Economy RFP 2026-28 FOR COMMODITY DIVERSION PROCESSING 2 - 1: Questions, Errors and Clarifications
December 9, 2025
Question 1 Who will be your distributor partner/s for SY25/26 for the Select Commodity RFP?
Answer 1 OCNC’s currently awarded distributor is Sysco. This RFP also includes options for Direct Delivery to districts.
Question 2 On the RFP, it states that the entirety of the document needs to be uploaded/sent, and I am wondering if that means all the directions as well, or just the attachments that need signatures in the file?
Answer 2 The proposal should include all pages of the Request for Proposal/Instructions document.
Question 3 Will samples be needed?
Answer 3 The Economy RFP does not request samples of proposed products.
Question 4 If choosing to renew this RFP for SY27-28, will you be reaching out with a renewal pricing request?
Answer 4 The RFP indicates conditions surrounding price increases in the case the awarded items are renewed for an additional year; item 7. On page 8, Pricing - Term of Contract
Question 5 When is the latest an addenda could be issued?
Answer 5 Any Addenda will be issued by midnight, December 9, 2025; per the Timeline included in the RFP document.
Question 6 The price forms have a column titled "Portion Count for Entrees". Our products are only measured by weight, and do not have a specific count per portion. Are we able to leave this column blank?
Answer 6 Cost per portion is a consideration of award (p. 13), and an absence of this information would not allow scoring to be applied for this factor. It would be up to the proposer to identify the number of portions included per case for the proposed product(s).
Question 7 If the pricing spreadsheets (Attachments I-K) don’t include all of the needed crediting values for our products, can additional values be added? If not, how would you like us to complete those sections of the pricing spreadsheets?
Answer 7 Attachments I, J, and K include three (3) columns for crediting information to be listed in a minimum of 0.25 increments of credited components. If the proposed product contains more than three credited components, indicate the highest three components (e.g. Meat/Meat Alt., Grain, Vegetable, etc.), in 0.25 increments, in the provided columns.
Question 8 Attachment J asks for “Shipping to Zip code 97070 per case” for Column T – could you please clarify what information we are meant to include in this column, if any at all?
Answer 8 This column is to identify any additional shipping charges that may factor into the pricing.
Question 9 Regarding item 14 on page 9 – Insurance Requirement – do you need a copy of the full policy, or just the workers’ compensation?
Answer 9 The proposer is not required to submit this information as a component of their respective proposal. By signing the assurances in the RFP, the proposer is indicating compliance with this provision in the terms and conditions.
Question 10 For the 20 item max per form, would you like us to duplicate the form and insert as a separate tab in the same excel file, or create multiple excel files
Answer 10 Please duplicate the file itself. You may rename the file to indicate pages (e.g. “1 - 1 Att I - REBATE Price Page
Economy RFP 2026-28 1 of 2”, “1 - 1 Att I - REBATE Price Page Economy RFP 2026-28 2 of 2”, etc.), be sure file names for the pricing page include the pricing type (Rebate, Net off Invoice, Fee For Service)
Question 11 For the product information, we understand you would like one pdf file per product, however, would you like all pages for the product information in the one pdf file (so for example a product information pdf file, would have 2-3 pages including all of the required information: Nutrition Facts Label, Ingredient Statement and CN Label or PFS) or would you like 2-3 separate PDF files for each product?
Answer 11 We would prefer to receive the components for each product separately. This will help the OCNC team in verifying that the necessary information has been provided and what information detail was submitted.
Question 12 Attachment J asks for “Shipping to Zip code 97070 per case” for Column T – could you please clarify what information we are meant to include in this column, if any at all?
Answer 12 This column is to identify any additional shipping charges that may factor into the pricing.
Question 13 I have seen this bid titled both Economy RFP 2026-28 and Economy RFP 2026-27 – could you please confirm the title of this bid?
Answer 13 The Request for Proposals is specifically: Economy RFP 2026-27, and included in the RFP is an optional one-year renewal. Either term you have referenced is acceptable.
Question 14 Given that the SY26-27 SEPDS hasn’t come out – how would you like us to enter the Value of Donated Foods
Column, the Value of Donated Food Per Pound, the Total Pounds Donated Food Per Case and other information related to the SEPDS?
Answer 14 Pricing submission Attachments, I, J, K indicate a value as of November 13, 2025 (note the original Rebate-Att. I, indicate 11/15 and has been revised)
Question 15 I have the Bidders Federal ID, but I am not sure about a State Identification number. This is a WA based company that does have a resale number.
Answer 15 The State Identification Number can be provided if available, but is not required. Absence of the State ID (or registry number) is not a factor for disqualification.
Question 16 Page 7, in the Preparation of Economy RFP (eRFP) Bid Submission section, it states that signatures must be present on submitted bid documents to be considered. Do the pricing spreadsheets require signatures too?
Answer 16 Signatures are not required on the pricing sheets. Signatures areas are indicated by a representative signature line throughout the RFP and attachments.
Question 17 Does Q&A responses need to be included in the acknowledgement and the submission response?
Answer 17 While not a requirement of the submission, recognition of review of the Q&A may be indicated on the Addendum attachment.
Question 18 Pages 24 & 26, Attachments M and N give the option for multiple authorized representatives to sign the documents.
Are you requiring more than one authorized representative to sign or is one signature acceptable for the bid submission?
Answer 18 Multiple lines are indicated here to allow for those organizations that may require multiple signatures in obligation to their response to this opportunity. Whomever signs for the submission should have authority to enter into the agreement, if awarded.
Question 19 Bid Submission, Page 7, SEPDS: It states multiple products to be included on each page; however, the example noted shows “5551122 Pepperoni pizza 16”, ABC Company, SEPDS”. It is understood that the request is for multiple products to be included per SEPDS page; however, can you please confirm if the SEPDS information needs to be provided with each product nutrition file or if a single SEPDS file will be acceptable?
Answer 19 A single SEPDS document is acceptable. The file should be clearly named to indicate the resource as an SEPDS and contains multiple items.
