The County anticipates awarding a multi-year contract with annual performance reviews and potential renewals based on service quality and responsiveness.

Boulder County has established a not-to-exceed budget limit of $175,000 per year and prefers proposals with creative payment options beyond Time and Material arrangements, encouraging vendors to offer fixed-bid pricing for large effort implementations. Minimum qualifications require vendor experience with WordPress version 6.8.6 and newer (including multi-site), specific themes (Unicon and 7 themes), WP Bakery page builder, 23 specific WordPress plugins, custom child plugin development for 22 specialized functions, custom post types, source control services (preferably Beanstalkapp), code deployment services (preferably DeployBot), and project management tools like Trello. Vendors must also demonstrate expertise with specified AWS infrastructure services and deep technical proficiency in secure jump host management (Ubuntu Linux), front-end web server configuration and automation (Apache/Elastic Beanstalk), and comprehensive understanding of OS upgrade compatibility impacts on PHP and dependent services. The selected vendor will coordinate work with Boulder County IT resources and web content authors across departments and will not serve as the sole provider for web accessibility, UX/UI design, or information architecture services, though experience in these areas is preferred.

L. Summary of Deliverables

The descriptors of Creation, Enhancement and Maintenance are intentionally vague. This work includes configuration of services within AWS, custom code development in PHP, custom code development within WordPress (child themes and child plugins or fully custom plugins), configuration of third-party applications like REDCap, source code manipulation, code deployment services, system monitoring, escalation of support for after hours and security issue response - just to capture some of the more critical services. The nature of work to maintain and enhance our portfolio of websites includes accessibility enhancements to remain compliant with State and Federal Accessibility laws, security monitoring and enhancements to WordPress, WordPress themes and plugins, as well as the AWS platform and services. Other work includes training our internal teams with industry best practices for website management, content management, and keeping current with hosting best practices and services.

Additionally, awarding of this new contract should include a full technical assessment of our current workflow, hosting configuration, hosting services, WordPress configuration and WordPress customizations for optimization and ongoing ease of maintenance. Finally, consideration for large effort implementations, enhancements, or projects will be asked to be submitted as fixed bid efforts.

Boulder County acknowledges that we are looking for a comprehensive partnership with a vendor to support our web assets, but it should also be noted that the awarded vendor will not be asked to be our sole provider for any of the following:

• Web Accessibility

• UX/UI Design

• Information Architecture

Support and experience in these areas is preferred.

M. Cost and Proposed Pricing Structure:

Boulder County prefers proposals that include more creative payment options other than Time and Material. We strive to provide clear instructions in our requests for enhancements, while relying on our support vendor to fill in the gaps and ask the questions we may not know to ask.

We want to avoid ongoing costs for work that lacked details and require additional work.
