About this file

This document is an Amendment (SF-30) to a Solicitation (19P05024Q0019) for the Carpentry Shop Refurbishment at the U.S. Embassy in Lisbon, Portugal. The amendment provides answers to questions submitted by interested vendors and posts pictures related to the project.

Key details include:

  • Acceptable refrigerator and air compressor specifications, including minimum capacities and features
  • Clarification that the existing varnished concrete ceiling does not require painting, only a new varnish coat after the work is complete
  • Requirement to replace the door and potentially the roof for the compressor/HVAC space, even though these are not explicitly listed in the Bill of Quantities
  • Preferred grey color for the epoxy flooring, and maximum 200kg load capacity for the wood storage shelving
  • Specifications for a flammable storage cabinet and standard carpentry workbenches
  • Confirmation that the plywood rack is considered part of the shelving system in the Bill of Quantities.

QUESTIONS AND ANSWERS

Question 1: The data sheet for the refrigerator is missing. Can you provide it? Or is it allowed to choose the model from the market?

Answer:

Any reputable brand is acceptable as long as the following criteria are met:

• Energy efficiency level A

• Two doors equipment (deep freezer and refrigerator) with separate control

• Minimum capacity 380l

• Stainless steel finish

Example of a potential equipment: Samsung RB38A7B6AS9 (https://www.manua.ls/samsung/rb38a7b6as9/specifications)

Question 2: The data sheets for the air compressor and the racks are missing. Can you provide it?

Answer:

Part 1 A reputable brand that meets the following criteria:

• Minimum Tank Capacity 270l

• Three phases 400V/AC

• Air dehumidifier unit

• Maximum air pressure 10bar

• Separate box for control unit

• Example is the ABT300-1030FIAC

• Separate EMERGENCY STOP button

Part 2 A picture of a plywood rack was already supplied as an example. For the NE corner of the carpentry shop where racks have been requested (denoted by #11 in the furnishings plan), we leave it to vendors to provide some kind of combination of racks, shelving, and cabinetry deemed appropriate for the storage needs of a professional carpentry shop.

Question 3: The carpentry ceiling is finished with varnish over concrete. The ceiling painting is still to consider a painting?

Answer:

No color painting shall be applied to the ceiling. The ceiling shall remain with a varnish finishing.

Since the execution of the required works on the ceiling will most probably end up scratching and damaging the varnish coat, a new coating shall be required once all the work in the ceiling is done.

Question 4: “Preparation of framed concrete platform outside the shop to accommodate Air compressor and Condenser unit”: Regarding this space attached to the Carpentry on the outside, it was discussed on the site visit that the front door of this space should be replaced but this requirement is not included in the Bill of Quantity.

There is a similar situation about the roof in the same space. It was not clear after the visit if the roof is supposed to be replaced or not. If it is, it should also be considered in one of the articles in the Bill of Quantity.

Answer:

Part 1 of the question:

For the door of the compressor room the answer is that it must be replaced even though it is not mentioned specifically in the BOQ, we consider it is part of windows and doors of the carpentry. The philosophy here is to be consistent and ensure aesthetics.

Additional relevant information regarding this door is:

• Same material and style of the main carpentry entrance door.

• More than 50% of the door must be made of a “angled blade-like “grille (Image 1) to allow air flow.

• To allow an easy access for maintenance tasks on the air compressor, the door shall either be as wide as the room or be made of two symmetric or asymmetric swing parts.

• Door must have a key lock.

Image 1

Also, the doors of the suction unit Identified in Image 2, shall be replaced with the same system if not supplied as part of the extraction unit.

Part 2 of the question:

The existing roof structure on top of the compressor shed is not in suitable condition to house the new compressor and/or HVAC unit. Its replacement should be captured as part of the “preparation of framed concrete platform” in the bill of quantities supplied.

Regardless of the solution chosen, the roof shall have thermal insulation and adequate finishing accessories.

Question 5: The repair and painting of the space for AC and Compressor, referred in the visit, is not in the BOQ. Should it be quoted separately?

Answer:

See part 2 of the Answer to question 4

Question 6: Also, the door for that space is going to be replaced. Is it aluminum? Does it need grill for ventilation? Should it be quoted separately?

See part 1 of the Answer to question 4.

Question 7: “Apply 2 coats of Industrial Epoxy flooring resin (Colors to be picked up by the Project Manager)”: Prior to these coats, should there be a primer coat with the purpose of waterproofing the base?

Answer:

Applying a waterproofing primer base in epoxy flooring is mostly recommended when there is a high likelihood of water infiltration between floors, since epoxy resin is not 100% waterproof. Since it is not the case here, it doesn’t seem necessary. More relevant is using all the manufacturer’s recommended techniques and products that guarantee a strong and even epoxy resin job.

The preferred color here is grey.

Question 8: “Supply and install a shelving system to accommodate wooden material, see drawing # CA01-CA05-CA06 for references”: We would like to know what is the expected load to bear by this shelving system so it’s execution can be adapted to its final use?

Please see Part 2 of question 4. The maximum load for each shelf storing wood is 200kg

Question 9: “Supply, delivering and install a fixe exposure storage cabinet size 90x 200 x 60 cm.”: We would like a clarification on this piece since what is described is not clear. For instance, do you have a preference for the material?

Answer: Meets NFPA, IFC and OSHA standards.

Example of a similar product can be seen at https://www.uline.com/Product/Detail/H-1564M- Y/Safety-Storage/Standard-Flammable-Storage-Cabinet-Manual-Doors-Yellow-45- Gallon?pricode=WA9236&gadtype=pla&id=H-1564M- Y&gad_source=1&gclid=EAIaIQobChMInbr67vOPhgMV4ElHAR35zQUcEAQYASABEgIAfPD_BwE

Question 10: Regarding the “heavy duty worktable with the work bench” and the #worktable to hold drill and grinder#, What is the thickness required for these pieces? Especially regarding the tables’ top?

Answer: Standard carpentry bench with vices with an approximately 13cm top.

Question 11: There is a data sheet 7 Plywood Rack, but it is not mentioned on bill of quantity. Should it be quoted?

Answer: The plywood rack mentioned is considered a part of the” shelving system to accommodate wooden materials” in the bill of quantities.
