About this file
This is a Questions and Answers document for solicitation 19MX5326Q0043 concerning anti-climb bi-folding gate preventive maintenance services for an Embassy facility.
The document addresses technical specifications and contractual responsibilities for the gate system and related services. Electrically operated bi-folding gates operate at normal speed only without emergency speed capability and use backup generator power with approximately 15 seconds lag time to activation; no generator systems are included in the technical scope. The gates do not have warranty coverage. The contractor is not responsible for providing proprietary software tools or licenses, as the government will not furnish these items. For preventive maintenance consumables, the government supplies hose, oil, fluids, and filters as required, while the contractor must supply all other additional consumable parts needed for preventive maintenance; repair supplies resulting from damage beyond normal wear and tear remain outside the contractor's responsibility. The contract is structured as a preventive maintenance agreement with repairs quoted and procured separately. Vendors may maintain a limited inventory of spare parts on site. Labor rate pricing should reflect only the hourly rate per year with the "Total" field left blank or marked "N/A," as no estimated repair hours are provided for evaluation purposes. The existing gates received recent maintenance from the current builder, with cycle counter data available for vendor assessment; minor dents and scratches will be addressed through painting only, and post-modification misalignment exists on one gate unit (MCAP).

Q7 RFP Section 8.1 and Section 8.2. The asset inventory in Attachment B lists only bi-folding gates, control panels, and gate backup UPS units. Q8 RFP Section 10 - Software, Licenses and Passwords states that copies of software and licenses needed to control or adjust the module must be given to post. Is the contractor expected to purchase new software licenses within the fixed-price base rate, or will the Embassy provide existing proprietary software tools to our technicians on-site?
A8 The government or embassy will not provide any proprietary software or tool.
Q9 RFP Section 1.6 - Pricing and Section 7.2 - Inventory, and Attachment A -indicate parts and materials must be built into the contractor's loaded rates, while Attachment A states that fluids, filters, and parts are provided at the expense of the U.S. Government. Please clarify which party is financially responsible for sourcing baseline preventive maintenance consumables.

A10 The 'Total' column in Section 1.7.1 does not require a calculated amount. Offerors shall provide only their current labor hour rate per year. No estimated repair hours are provided, as repairs are outside the scope of this Preventive Maintenance contract and will be quoted and procured separately per Section 7.3. Offerors should enter 'N/A' or leave the Total field blank.
