About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity 19MX5326Q0033 concerning Preventive Maintenance Service for a Photovoltaic System. The document addresses six technical questions raised by potential contractors regarding system specifications, operational constraints, and compliance requirements.
Key clarifications include: permanent onsite storage of water treatment and cleaning equipment is prohibited, though temporary storage during maintenance operations is permitted; cellular phones and connected electronic devices are generally not allowed but may be authorized on a case-by-case basis through the RSO office; no battery energy storage systems or battery banks are integrated with the solar photovoltaic system, as all generated power is consumed immediately; the Government utilizes SMA Power Plant Manager, SMA Hybrid Controller, Wago PFC200, and Data Manager L (ennexOS software) for system control, with contractors receiving the same access level as the facilities team; no security clearance is required for contractor personnel, though technicians may be vetted by the local RSO office; and CMMC2 compliance is not required for contract performance.

19MX5326Q0033 Preventive Maintenance Service for
Photovoltaic System
Q&A
Technical Questions
Q1. Will the Contractor be permitted to store the water treatment system and associated equipment used for solar panel cleaning onsite?
Permanent storage of tools and equipment is not permitted. During maintenance procedures, equipment may be stored onsite until the scheduled operations are completed. Afterwards, the contractor is expected to remove all proprietary equipment from the premises.
Q2. Will contractor personnel be authorized to bring and use cellphones and other connected electronic devices while onsite?
Cellphones and electronics are not normally permitted, but access for specific tasks can be requested to the RSO office on a case-by-case basis.
Q3. Are there any battery energy storage systems (BESS) or battery banks integrated with the solar photovoltaic system?
No batteries or energy storage systems are installed. All PV power is consumed as it is generated.
Q4. Does the Government currently utilize a solar monitoring platform or software associated with this system? If so, will the Contractor be provided with the necessary access credentials and permissions to support contract performance?
The control software used is “SMA Power Plant Manager. SMA Hybrid
Controller. Wago PFC200. Data Manager L (ennexOS software)”.
The contractor will have the same access as the facilities team.
Q5. What clearance would be required of the actual contractor's crew?
No clearance is required; however, technicians may be vetted by the local
RSO office.
Q6. Is CMMC2 compliance required?
Not required.
