SECTION A - SOLICITATION/CONTRACT FORM

The following have been added by full text:

AMENDMENT 0002

Question 11.

Is this Solicitation a recompete of a current or expired contract and if so, who is the incumbent and contract/task order number?

Answer 11.

The requirements under this solicitation are currently being performed by QED under MAC IDIQ Contract No.

N6554013D0009, Task Order No. N6449817FHB35.

Question 12.

Section B, page 3, CLIN 0001: Please confirm that all issued Task Orders will be the Level of Effort (LOE) Type vice Completion Type.

Answer 12.

All Task Orders will be Level‐of‐Effort type.

Question 13.

Section C, page 32‐33, 11.0 Place of Performance, Labor Man‐Hours Table: The majority of the shipboard blue collar labor categories (from Electrician through Machinist, Maintenance with the exception of Clerk, Word Processor, Material Coordinator, Warehouse Specialist, and Drafter/CAD Operator) are assigned to Contractor Site.

Shipboard work is accomplished at a Government Site, namely the ship. Recommend reconsider how the blue collar including the (4) HVAC Mechanic man‐hours are assigned to either Government or Contractor site.

Answer 13.

The Government concurs that the work will be performed at a Government Site. However, the Government also recognizes that since these employees will not necessarily be working full‐time at the Government location, Contractors will be allocating Overhead in accordance with their established accounting policy and procedures and/or disclosure statement. For some Contractors this will mean that those employees will still have their designated space at the Contractor’s location during the time employees temporarily work at the Government Site, and therefore, the Contractor Site Overhead rate would be allocated to those labor hours incurred.

Additionally, no pricing is requested at this time.

Question 14.

Section C, page 45, Clause C‐211‐H010 TUG AND PILOT SERVICES (NAVSEA) (OCT 2018): Please confirm that this clause is applicable to this Solicitation.

Answer 14.

Please see Amendment No. N6449820R40230002. NAVSEA Clause C‐211‐H010 has been removed.

Question 15.

Section L, Page 125, L.2 Proposal Format: “Proposals shall be prepared on standard 8‐1/2” by 11’ paper, set at single‐spaced with 1” width spacing, 0” left and right indent and a single blank line before and after each paragraph. The font shall be Times New Roman with a font size of 12 throughout the document.” The majority of NSWCPD blue collar type Solicitations permit a “no smaller that 8‐point size for embedded graphics (e.g., tables, figures, illustrations)”. Since the Technical Proposal is page‐constrained, please consider the use of no smaller that 8‐point size for embedded graphics.

Answer 15.

Please see Amendment No. N6449820R40230002. A font size of no smaller than 8‐point may be used for embedded graphics (e.g., tables, figures, illustrations).

Question 16.

Section L, page 131, CLAUSES INCORPORATED BY REFERENCE: Please confirm that Clause 252.215‐7009 is applicable to this Solicitation.

Answer 16.

Please see Amendment No. N6449820R40230002. DFARS 252.215‐7009 has been removed.

Question 17.

Page 2 of 139 states that the Government intends to award a MAC IDIQ. How many awards does the Government intend to make? Is there a ceiling on the number of awards?

Answer 17.

Per Section M, Class Deviation 2018‐O0006, Evaluation Factors for Certain Multiple‐Award Task‐or‐Delivery‐Order Contract dated 13 December 2017, the Government intends to make an award to each and all qualifying offerors.

Question 18.

Page 125 of 139 states that due to COVID‐19 restrictions, electronic delivery of proposals is required. However, the table in section L.3 dictates the number of hard copies offerors are to prepare. Please confirm offerors should disregard the hard copy quantities listed in Section L.3.

Answer 18.

Please see Amendment No. N6449820R40230002. The “Copies” column has been removed.

Question 19.

Page 124 of 139, Section L, states: “Proposals shall be submitted as two separate documents, as follows:

Solicitation, Offer and Award Document (SF‐33) AND Technical Proposal.” However, page 126 of 139, Section L.3, states: “The proposal shall contain four (4) separate volumes … I. Proposal Documents; II. Factor 1 – Technical; III.

Factor 2 – Past Performance; IV. Factor 3 – Quality Assurance.” Please clarify whether the Government is requesting four separate volumes (files) or two.

Answer 19.

Please see Amendment No. N6449820R40230002. Offerors shall submit four separate volumes.

Question 20.

Page 125 of 139, Section L.2.1, states that a Glossary of abbreviations and acronyms is excluded from page count. Is a Glossary of Abbreviations and Acronyms required, or optional at the discretion of the offeror?

Answer 20.

A Glossary of Abbreviations and Acronyms is optional at the discretion of the offeror.

Question 21.

Page 125 of 139, Section L.2.1, states that a Proposal Cross‐Reference Table is excluded from page count. Is a Proposal Cross‐Reference Table required, or optional at the discretion of the offeror?

Answer 21.

A Proposal Cross‐Reference Table is optional at the discretion of the offeror.

Question 22.

Page 125 of 139, Section L.2, sets margin and font size requirements. Would the Government allow the use of 10 point Times New Roman font in tables/charts?

Answer 22.

Please see Question 15 and Answer 15.

Question 23.

Page 125 of 139, Section L.2.1, states that Subcontracting/Teaming/Consulting Agreements are excluded from page count. Are offerors required to submit v Subcontracting/Teaming/Consulting Agreements as part of their proposal? If so, which proposal volume/file should they be part of?

Answer 23.

Subcontracting/Teaming/Consulting Agreements, letters of intent of key personnel, if applicable, are required and shall be included in the Technical Proposal.

Question 24.

Page 125 of 139, Section L.2.1, states that letters of intent for key personnel are excluded from page count. Are letters of intent required for all proposal key personnel, or just those not presently employed by the offeror or a subcontractor?

Answer 24.

Letters of intent for key personnel are only required for personnel not presently employed by the offeror or a proposed subcontractor.

Question 25.

Table 11.3 lists two labor categories as 100% government site and multiple others as 5%. 6.1.2 states “At the NSWCPD location, the Government will provide laboratory space that includes desks and phones, fax machines, and Navy Marine Corps Intranet hardwire access for up to one (1) Contractor personnel under this Contract.”

Please clarify which labor category is assigned to 6.1.2 and where the government site will be for the other labor categories that state a percentage of government site presence.

Answer 25.

Please see Amendment No. N6449820R40230002. Paragraph 6.1.2 has been removed. Individual task orders will specify how many Government site personnel are required and whether space will be provided. Offerors are to propose the labor categories listed in table 11.3. No pricing is required at this time.
