AMENDMENT 0001

Question 1.

Page 124, Section L, paragraph 1, states that Proposals shall be submitted as two separate documents: Solicitation, offer and award‐ 1 original, Technical Proposal – 1 original and 2 copies. Page 125, Section L.2.2 states there will be no hand deliveries and electronic delivery of Proposals shall be uploaded to DOD Safe. Can you please clarify that no hard copy production will be required, and that this will strictly be an electronic submission?

Answer 1.

Please see Amendment No. N6449820R40230001. Offerors shall submit 1 electronic copy of all proposal documents. No hard copy of the proposal is required.

Question 2.

Offeror requests a two‐week extension of time to submit due to impacts from COVID‐19 and the Memorial Day Holiday.

Answer 2.

Please see Amendment No. N6449820R40230001. The solicitation closing date has been extended from 2:00pm on 16 Jun 2020 to 2:00pm on 30 Jun 2020.

Question 3.

Page 3, Section B, Item 0001 states “NO PRICING REQUIRED AT THIS TIME.” Page 5, Section B‐216‐H006 FEE TABLE (NAVSEA) (MAR 2019) requires cost input to calculate fee hour and loaded fee per hour. It also discusses inconsistency with CLIN pricing and CLIN pricing shall take precedence.

As no pricing is required per Item 0001, how can the contractor develop the FEE TABLE in Section B‐216‐H006?

Answer 3.

Offerors are not required to fill in clause B‐216‐H006 at this time

Question 4.

Page 32, Section 11.2 states “Contractors are to propose in the labor categories/hour estimates provided in the Level of Effort.”

Can the Government please explain what is required as Item 0001 in Section B states “NO PRICING REQUIRED AT

THIS TIME?

Answer 4.

No pricing is required at this time; however, Offerors shall provide resumes for Key Personnel as specified in Section L.

Question 5.

FAR 52.222‐2 states “the overtime premium cost does not exceed $0.” Page 32, Paragraph 11.0. PERSONNEL states “Clause 52.222‐2 “Payment for Overtime Premiums” will be provided for the dollar amount of overtime premium or will state “zero” if not provided. The solicitation level of effort table provided page 39, Section 11.3, includes Overtime Hours. Page 32, Section 11.0 states “the Contracting Officer is required to approve the performance of overtime prior to the actual performance of overtime.” Page 3, Item 0001 in Section B of the solicitation states “NO PRICING REQUIRED AT THIS TIME.” Additionally, Page 32, Section 11.0 states the Government and prime contractor will negotiate overtime premium and that the prime contractor’s overtime premium shall equal unburdened premium OT labor costs plus the subcontractors’ fully‐burdened premium OT Labor costs.

Can the government provide clear guidance on the pricing of overtime? Is the Government restricting prime contract normal burdening of OT to produce a fully burdened OT rate? Is the Government restriction normal burdening of subcontract rates?

Answer 5.

Please see Amendment No. N6449820R40230001. No Overtime pricing is required at this time. Overtime will be negotiated at the Task Order level.

Question 6.

Page 33, Section 11.4 Key Personnel discusses FAR 52.237‐3. This clause is not included in the appropriate section of this solicitation.

Can the Government please insert the clause into the solicitation?

Answer 6.

Clause 52.237‐3 is included by reference in Section I.

Question 7.

Page 73, G‐216‐H‐003 ORDERING PROCESS FOR MULTIPLE AWARD CONTRACTS (MACS) (NAVSEA) (MAY 2019). This process does not contain information covering the negotiation of overtime premiums found in Page 32, Section 11.0 PERSONNEL nor does in contain information covering the Contracting Officer approval of individual purchases by the contractor.

Can the Government please explain how each of the above noted requirements are incorporated into Page 73, G‐ 216‐H‐003 ORDERING PROCESS? Does task order award satisfy the noted requirements? Or are these requirements handled is separate processes?

Answer 7.

Overtime premiums will be negotiated at the task order level. Individual Task Orders will specify whether Contracting Officer approval is required for purchases.

Question 8.

Page 3, ITEM 0002 states “FFP” in Section B. Page 78, G‐232‐H002 PAYMENT INSTRUCTIONS AND CONTRACT TYPE SUMMARY FOR PAYMENT OFFICE (NAVSEA) (JUN 2018) table shows Item 0002 as “CR”

Can the Government please clarify the contract type for ITEM 0002?

Answer 8.

CLIN 0002 is not separately priced (NSP). The cost for CLIN 0002 shall be included in the cost for CLIN 0001 which is cost reimbursable (CR).

Question 9.

Solicitation includes DFARS 252.237‐7023 and 252.237‐7034. These clauses require a written “Mission‐Essential Contractor Services Plan” based of the Government’s provided requirements. DFARS 252.237‐7023 states the requirements as “to be identified through issuance of technical instructions.” The DFARS 252.237‐7024 section (b) is blank – no attachment or date provided.

Can the Government please explain the specific mission essential requirements? As this can affect pricing, will the technical instructions be provided during the ordering process? Will the above noted plan be required with contractor’s proposal? If not issued during the ordering process, can the Government provide information on the process?

Answer 9.

Offeror’s are not required to submit a Mission Essential Contractor Services Plan with the proposal. If specific functions are determined to be mission essential functions, the Contracting Officer will notify the Offeror through issuance of technical instructions. If the continuation of mission essential functions results in an increase to the task order price, an equitable adjustment may be made a later date in accordance with DFARS 252.237‐7023.

Question 10.

Can the Government please clarify the document submission quantities under Section L INSTRUCTION TO OFFERERS given the electronic submission requirement contained in Section L.2.2?

L.3.3. VOLUME III: FACTOR 2 – PAST PERFORMANCE

The Government will evaluate the Past Performance for each offeror. The past performance evaluation factor assesses the degree of confidence the Government has in an Offeror’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance.

List up to five (5) relevant contracts performed within the last 5 years, whether completed or not, including Federal, State and Local Government and private sector contracts.

For evaluation of Past Performance, the Government may use information from any sources available to it including, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), and Electronic Subcontract Reporting System (eSRS). The Government may review relevant past performance information from other sources. Offerors should provide relevant past performance information for similar or related work that has taken place during the last five years. Each Offeror has the opportunity to provide in its proposal any information regarding its past performance of contracts similar to the Government's requirement that it would like the Government to consider. This includes information that the Offeror considers essential to the Government's evaluation or explanatory information of poor performance.

Offerors should provide the following information:

4. Brief description of the scope of work

5. Contract type

In the event the Navy cannot obtain adequate past performance information from PPIRS regarding a particular offeror, the Navy may review other relevant past performance information from sources other than those identified by the offeror.
