About this file

This document is an Amendment and Questions & Answers (Q&A) for Request for Quote (RFQ) No. 19GT5025Q0045 for Billboard and other Publicity Services issued by the American Embassy in Guatemala City. The amendment extends the quotation submission deadline to 09/22/2025 at 10:00 AM local Guatemala time and removes a line item for BTL (Below The Line) Activities. The RFQ seeks a contractor to provide comprehensive publicity services including media planning, creative content development, broadcast media production, market research, and evaluation across various media platforms.

The solicitation is a Lowest Price Technically Acceptable (LPTA) procurement with evaluation criteria including technical expertise, media reach, creativity, production capabilities, monitoring and reporting, project management, and past performance. Contractors are expected to provide unit pricing for services like billboards, radio spots, digital advertising, and audiovisual content, with creativity and design costs included in unit prices. The contract is indefinite-quantity, meaning estimated quantities are not guaranteed. Pricing can be quoted in US Dollars or Quetzales, and contractors must demonstrate capability to conduct audience analysis, performance monitoring, and potentially market impact studies for individual campaigns.

Q&A

RFQ 19GT5025Q0045

Guatemala – Billboard and other Publicity Services

Media Plan & Strategy

1. Is an actual media plan expected with the proposal, or should offerors only describe their approach/methodology to developing media plans once on contract?

Offers are only required to describe the methodology they will use to develop media plans once the contract is awarded. Providing a reference of previous projects is useful.

2. Should the proposal include a specific rapid-response plan now, or simply describe the contractor’s ability to provide one when requested?

Offers must describe their methodology for rapid-response planning and demonstrate their preparedness for crisis situaons, providing a reference would be ideal. A specific plan will be requested aer the contract is awarded.

3. The RFQ requests that offerors propose KPIs aligned with the objecves of the PD Secon.

Could the Embassy clarify whether the PD Secon’s specific communicaon objecves will be provided prior to award, or whether alignment will be determined collaboravely with the awardee during the planning phase?

Offers should confirm their capability to measure the effecveness of the proposed publicity materials for the requested projects or demonstrate their experience in monitoring and evaluang campaigns, supported by relevant references. Specific key performance indicators (KPIs) may be requested according to the project assigned to the contract and will be determined collaboravely aer the contract is awarded, based on the specific needs of the project.

4. Since this is a Lowest Price Technical Acceptable (LPTA) procurement, how will “effecveness in achieving communicaon objecves” be measured at the evaluaon stage (proposal narrave vs. post-award performance metrics)?

Price will be the primary factor for selecon. However, addional evaluaon criteria outlined in “Secon 4 – Evaluaon Factors” include:

• Technical Experse and Experience: Relevant experience, industry knowledge, and porolio quality.

• Media Reach and Network: Media partnerships, audience targeng, and naonwide coverage.

• Creavity and Innovaon: Use of innovave soluons and strategies.

• Producon Capabilies: High-quality producon of audiovisual content and durable materials.

• Monitoring and Reporng: Ability to provide detailed analycs and performance reports.

• Project Management and Customer Service: Strong organizaonal skills and project management capabilies.

• Past Performance and References: Posive client feedback and evidence of successful past campaigns.

5. In point 5 (Deliverables) of the Descripon/Specificaons/Work Statement it menons “Crisis Communicaon Capability: Rapid response plans and tools to address urgent messaging needs.” Does this refer only to the ability to quickly adapt placements and formats of the media plan implemented or to be implemented, or does it also include other crisis management services such as public relaons (PR) and digital listening)?

This point seeks to ensure that potenal vendors possess the ability to effecvely address crises that may arise, while also demonstrang flexibility and adaptability to respond to short-noce requests or changes that may deviate from inial plans. Proposals should detail the vendor’s approach to crisis management, preparedness, and responsiveness to evolving needs. Following the award of the contract, a specific plan may be requested and developed in coordinaon with the Embassy to address its unique requirements.

Media Channels & Placement

6. The solicitaon incorporates FAR 52.204-27 (Prohibion on a ByteDance Covered

Applicaon). To confirm, does this mean that TikTok may not be used as a social media adversing channel under this contract, and should offerors exclude TikTok from proposed publicity plaorms?

The scope of this contract is focused on delivering publicity services across various media plaorms to meet the Embassy’s objecves. While all social media plaorms may be considered for adversing purposes, any proposed use of TikTok or similar plaorms would need to comply with applicable regulaons and restricons at the me of contract execuon.

Offerors are encouraged to consider a comprehensive strategy that leverages a variety of plaorms to maximize audience reach and engagement, while remaining flexible to adapt to evolving priories and guidelines. It is important to note that offerors are not required to submit price references for specific social media plaorms, such as TikTok, as part of their proposal. Instead, this is something to consider for potenal future use, should it align with the Embassy’s objecves and comply with applicable policies during the performance period.

7. The RFQ provides unit descripons for billboards, mupis, flyers, etc., but does not define exact quanes needed for the base year. Should vendors price one unit each as shown, or is there an esmated quanty of units expected by media type?

Offerors should provide unit prices as a reference for the compeon. If pricing varies by category (e.g., urban vs. rural areas or high-traffic vs. medium-traffic locaons), offerors should specify these differences.

(a) This is an indefinite-quanty contract for the supplies or services specified and effecve for the period stated, in the Schedule. The quanes of supplies and services specified in the Schedule are esmates only and are not purchased by this contract.

8. For certain items in the pricing sheet (billboards, Mupis, Mobile billboards etc.) departments, urban and rural areas are menoned in general terms. Will the Embassy be choosing the areas for the ads or is this expected to come from the contractor, and if so, is this expected for the proposal?

The Embassy will specify the areas/departments for coverage aer the contract is awarded and define according to different projects. The awarded contractor must be able to provide expert guidance on the most effecve locaons or areas for placing publicity within the departments selected by the Embassy.

9. Since specific departments and geographical areas for ads are not provided, should the proposal include an average “country price” for those ads?

Offerors should provide unit prices for reference, specifying differences between urban and rural areas or other categories that may impact pricing, such as high-traffic vs. medium-traffic locaons.

(a) This is an indefinite-quanty contract for the supplies or services specified and effecve for the period stated, in the Schedule. The quanes of supplies and services specified in the Schedule are esmates only and are not purchased by this contract.

10. In regards the BTL (Below The Line) acvies please provide details on the organizaon of events, including the types of acvies involved, as well as the producon and distribuon of branded merchandise. Could you please provide an esmated number of promoonal items and the target reach (number of people) for BTL contact, at both the city and departmental levels?

Offerors should confirm their capability to meet these requirements and provide examples of what they can offer. Pricing details are outlined in the chart provided in the solicitaon, BTL acvies are not included.

11. In the radio secon, to have naonal coverage, you must have purchased several staons of different formats. It is possible to recommend several staons in the order of highest audience. The queson is because the format says 1 staon.

Yes, offerors may recommend mulple radio staons if they think that is the case. The reference to “1 staon” pertains to the individual price for a 30-second radio spot. If pricing varies by urban vs. rural areas or other categories, offerors should specify these differences.

(a) This is an indefinite-quanty contract for the supplies or services specified and effecve for

Schedule are esmates only and are not purchased by this contract.

Creave & Content Development

12. Will The Embassy provide final message content, or should the contractor be prepared to propose culturally adapted creave messaging?

The Embassy will provide the message content. However, offerors must include creavity, design, and producon as part of the unit price for each product category.

(a) This is an indefinite-quanty contract for the supplies or services specified and effecve for the period stated, in the Schedule. The quanes of supplies and services specified in the Schedule are esmates only and are not purchased by this contract.

13. The RFQ menons the requirement for design and creave services in addion to placement and installaon, it is also stated on the pricing sheet. Should offerors include the cost of creave material development (graphic design, layouts, adaptaon of Embassy messaging) within the unit prices in Atachment A, or will creave services be contracted separately?

Offerors must include the costs of creavity, design, and producon within the unit prices for each product category.

14. Within the pricing table, when the descripon of each item states, “Include creavity and design services” and/or “Include producon,” how is the required level of producon and creavity defined or limited for purposes of quotaon?

Producon refers to items such as 30-second radio spots and/or TV ads. Offerors should provide individual pricing for these products and detail what is included in their offer.

(a) This is an indefinite-quanty contract for the supplies or services specified and effecve for

Schedule are esmates only and are not purchased by this contract.

15. Will the Embassy provide brand/visual identy guidelines, or is the contractor expected to create these as part of deliverables?

The Embassy will provide brand guidelines when the contract is awarded.

16. In page 10, III specificaons, 3. Broadcast Media its states: “Producon of audio-visual content, including public service announcements (PSAs), interviews, and short documentaries”. Does the Embassy have specific people in mind for interviews and PSA’s or is the contractor expected to find them?

This is a reference to the types of services that may be required. Offerors should confirm their capability to meet these requirements and provide examples of what they can offer. The Embassy will provide addional guidance for each project, including on interviews, once the contract is issued.

17. What is the expected frequency for creave changes during the first year of contract?

Creave changes are expected before the product goes live. Edits will be required unl the final product meets the Embassy’s standards.

Market Research & Evaluaon

18. Is there baseline research available from the Embassy, or will contractors be expected to conduct and fund their own audience studies?

Offerors should confirm their ability to conduct audience analysis and specify the type of research they can provide as part of this contract. The Embassy may offer references if necessary, but vendors are expected to provide their own studies.

19. The RFQ menons monitoring, evaluaon, and in certain cases, market studies to assess campaign effecveness. Should offerors include the costs of market research and audience analysis in their unit prices in Atachment A, or will such studies be separately scoped and funded when required?

Monitoring and evaluaon should be included in the overall contract price. Offerors must confirm their capability to conduct evaluaons, including methodology for measuring KPIs and providing performance reports. For individual products, a short performance report may suffice. Market studies or research may be requested if the contract is used for a single campaign. Offerors must confirm their capability to conduct such studies and allocate funds from the contract budget for this purpose.

20. If the budget is allocated for a single major campaign, will contractors be expected to conduct a full-market impact study at their own cost?

If the contract is used for a single campaign, the contractor will be required to conduct a market impact study using funds from the contract budget. Offerors must confirm their capability to perform this study during the bidding process.

Communicaon & Reporng

21. Can you clarify what expectaons the Embassy has for communicaon frequency and reporng with the Public Diplomacy Secon?

Communicaon may be on an as-needed basis as needs arise. For contracts involving mulple services/products, meengs will be scheduled as required. For single campaigns, the contractor should propose a meline in coordinaon with the Embassy. Reports are expected for each service/product and must be delivered upon compleon or when the product goes live.

22. The RFQ states no more than one customer complaint per month. What mechanism will the Embassy use to formally record and track “complaints”?

Refer to page 3 – I. Quality Assurance and Surveillance Plan (QASP). Customer complaints will be formally recorded through direct communicaon from the Contracng Officer’s Representave (COR) or the designated Point of Contact (POC) to the Contracng Officer (CO).

Each complaint will be documented in detail, including the nature of the issue, the date of occurrence, and any correcve acons taken. Complaints will be maintained as part of the official contract file, and repeated or unresolved issues may be addressed through formal contractual remedies, including issuance of a Cure Noce or other acons as prescribed under the Federal Acquision Regulaon (FAR).

23. Aside from the Project Manager role menoned in the solicitaon, is there a defined service structure to handle these requirements, with roles and responsibilies established for each funcon within the contract?

Yes, aside from the Project Manager role menoned in the solicitaon, the service structure for handling these requirements is expected to be proposed by the contractor as part of their technical proposal. While the solicitaon does not explicitly define roles and responsibilies for each funcon within the contract, it is ancipated that the contractor will provide a detailed organizaonal structure tailored to the scope of work. This structure should ensure efficient delivery of services across all required areas, including outdoor publicity, digital adversing, broadcast media, print media, and audiovisual producon.

Administrave Quesons

24. Is this a new requirement or is there an incumbent, and if so, can they bid on the RFQ?

There is no previous contract associated with this solicitaon.

25. The RFQ does not menon a page limit for the proposal, we just want to confirm that this is the case.

There are no specific page limits or font/formang requirements for this solicitaon.

26. Is a screenshot of acve SAM registraon sufficient, or do you require a formal cerficate atached?

A screenshot of Acve SAM Registraon is sufficient.

27. The RFQ references IRS Form W-14 (FAR 52.229-11). Can you confirm that this form is only required if the prime contractor is a foreign enty, and is not applicable if the offeror is a U.S. company?

Refer to page No. 15 – 52.229-12 Tax on Certain Foreign Procurements – Noce and Representaon (Feb 2021). Correct, this form is only required if the prime contractor is a foreign enty and is not applicable if the offeror is a U.S. company.

28. The RFQ requires pricing to be submited using Atachment A (Pricing Spreadsheet), but states submissions should be in PDF format. Should offerors submit pricing in a separate Excel file, or should it be included within the same PDF as the technical narrave?

Offerors must submit pricing using Atachment A (Pricing Spreadsheet) as a separate Excel file in addion to the proposal in PDF format.

29. The RFQ states VAT must be priced separately. Should it be included as a single CLIN at the end of the pricing spreadsheet or where should it be included?

Refer to page 6 – III. Value Added Tax.

30. Will payments be milestone-based (per deliverable) or monthly/quarterly?

Refer to page 20 – 652.232-70 – Payment Schedule and Invoice Submission (Fixed-Price)

31. We want to confirm that pricing must be quoted in Dollars (USD) and not Quetzales (GTQ)?

All prices can be in US Dollar or Quetzales, depending on the Contractor’s capacity to invoice and receive payments in the currency quoted.

32. ADDENDUM TO 52.212-1, A.2, 2 states “Evidence that the offeror/quoter operates an established business with a permanent address and telephone lisng; in Guatemala or plans to establish an office within 30 days of contract award.” What evidence is needed to show an established business in Guatemala, just a lease/telephone contract or also a commercial license (“SAT” number or “Patente de Comercio”)?

This does not restrict compeon as you may choose to either establish a presence or work through a local partner.
