DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

I. Project Overview

The Public Diplomacy (PD) section of the U.S. Embassy in Guatemala seeks to advance U.S. foreign policy objectives by delivering impactful, timely messaging across Guatemalan audiences. Through targeted, high-impact publicity and marketing services, this contract will strengthen bilateral cooperation, counter malign foreign influence, counter transnational criminal organizations, and deter illegal immigration. In alignment with President Trump’s America First policy, these efforts will protect U.S. national security, promote lawful migration pathways, safeguard economic interests, and highlight the mutual benefits of strong U.S.–Guatemala partnerships.

II. Objectives The primary objectives of this contract are:

• To provide a robust framework for strategic communication and publicity pieces or spaces across multiple media platforms.

• To maximize visibility and engagement through innovative publicity or marketing solutions.

• To deliver tailored publicity pieces to specific demographics and geographic regions.

• To complement other communication efforts, ensuring a cohesive and integrated approach.

• To address immediate public messaging needs in response to emerging priorities or crises.

III. Specifications

The contractor will provide services to publish messages across multiple media platforms, ensuring flexibility to adapt to the Mission’s evolving communication needs.

1. Outdoor Publicity:

• Placement of content in high-traffic areas such as billboards, transit areas, digital screens, and other outdoor advertising spaces.

• Innovative outdoor marketing solutions, including experiential marketing tactics to maximize visibility and engagement.

2. New Media and Digital Platforms:

• Place tailored digital publicity content across web-based platforms and social media, including banner ads, sponsored posts, and search engine marketing, in alignment with specific requests from the Public Diplomacy Section to ensure effective audience engagement and outreach.

• Utilization of programmatic advertising to target specific demographics and geographic regions.

• Support for influencer partnerships and collaborations to amplify messaging.

3. Broadcast Media:

• Placement of advertisements on television and radio stations with high audience reach.

• Production of audio-visual content, including public service announcements (PSAs), interviews, and short documentaries.

• Strategic partnerships with broadcasters to ensure prime placement and maximum exposure.

4. Print Media:

• Placement of advertisements in newspapers, magazines, and other print publications with significant circulation.

• Development of editorial content, advertorials, and sponsored articles to complement advertising efforts.

5. Below-the-Line (BTL) Marketing:

• Execution of targeted BTL campaigns, including direct mail, brochures, flyers, and promotional materials.

• Organization of events, activations, and community outreach initiatives to engage audiences directly.

• Distribution of branded merchandise and giveaways to reinforce messaging.

IV. Deliverables The contractor will provide the following deliverables:

• Strategic Communication Framework: Media plans, audience analysis, and tailored messaging strategies according to PD requirements.

• Content Placement: Execution of individual publicity pieces across specified media platforms/channels according to PD request.

• Performance Reports: Regular analytics and reports measuring the effectiveness of publicity.

• Crisis Communication Capability: Rapid response plans and tools to address urgent messaging needs.

• Maintain flexibility to adapt to changing priorities and timelines.

V. Performance Standards

The contractor must adhere to the following performance standards:

• Deliverables must be submitted on time and meet agreed-upon quality standards.

• Publicity pieces must be innovative, strategically positioned, impactful and proposed according to communications objectives requested by PD Section.

• Reports must be clear, concise, and actionable.

• The vendor is responsible for all creative content required for the pieces and must deliver the designs, modify artwork as needed and adapt materials as requested at no additional cost.

• Contractor shall provide evidence of the placement and distribution of publicity pieces requested, such as photographic documentation of billboards or street banners upon installation, or broadcast of radio or TV spots or flyers’ distribution, for example.

• All content must comply with U.S. government standards and guidelines for public messaging.

VI. Performance Evaluation Criteria

• Timeliness and quality of deliverables.

• Effectiveness of publicity campaigns in achieving communication objectives.

• Responsiveness to PD section’s needs and feedback.

• Collaboration and communication during the contract period.

• Key Indicators: The contractor should propose key performance indicators (KPIs) to measure the success of publicity pieces. These indicators should align with the objectives of the PD section and be agreed upon during the initial planning phase. Indicators should be tied to reports that provide evidence of broadcasting or placement of publicity, as well as an assessment of the effectiveness of the materials. If the budget is utilized for a single occasion, the vendor must provide a market study that includes an analysis of the impact across all media platforms used.

The study should also offer data-driven insights into efficiency and include recommendations for improvement.

VII. Target Locations

• The contract may require nationwide coverage to ensure a broad audience reach across the country.

• Depending on the theme or messaging priorities, specific areas may be prioritized, such as departments or regions with high illegal immigration numbers or areas of strategic importance to U.S. foreign policy objectives.

VIII. Additional Requirements:

• Target Audience Analysis: provide verifiable evidence or reports that support the selection of publicity platforms or channels, demonstrating an understanding and optimized reach of the target audience, their preferences, behaviors, and media consumption patterns as requested by the Public Diplomacy Section in each case.

• Quantity Adjustments: The PD section reserves the right to make adjustments to planned activities within the scope of the agreement. Variation can be based on the Government’s needs and specific requirements identified during the performance period. Any changes shall be approved by the Contracting Officer.

• Crisis Communication Capability: The contractor should be equipped to respond quickly to urgent messaging needs, addressing emerging issues.

• Cultural Sensitivity: All publicity pieces must be culturally appropriate and resonate with local audiences while reflecting U.S. values and priorities.

• Monitoring and Evaluation: The contractor should provide tools and methodologies to track the performance of individual publicity pieces and adjust strategies as needed.

IX. Contract Flexibility:

The contract will not specify the number of pieces or placements in each media category. Instead, the Public Diplomacy Section will determine the allocation of resources based on messaging needs and priorities throughout the year. This flexibility ensures that the contract remains responsive to the Mission’s evolving requirements.

X. Intellectual Property:

All designs, materials and publications produced under this contract shall become the exclusive property of the United states Government. The U.S. Government reserves the right to:

• Reuse, adapt, or republish the materials in future campaigns.

• Authorize their use by other contractors or partners as needed, without additional permission or compensation to the original vendor.
