About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for solicitation 19GE5026Q0025 issued by the American Consulate General Frankfurt for building maintenance services at the Osaka location. The amendment, effective March 24, 2026, extends the quotation submission due date from March 27, 2026 to April 2, 2026 at 15:00 CET (Europe/Amsterdam). The amendment incorporates nine Questions & Answers and adds Attachment 5, the GMMS Equipment Inventory as of March 23, 2026, which provides a consolidated list of equipment across the Consulate Office Building, Housing Compound, and Consul General Residence requiring preventive maintenance services.

The Questions & Answers address key contractor concerns including the complete scope of equipment subject to preventive maintenance, staffing level flexibility, treatment of non-operational equipment, and submission documentation requirements. Notable clarifications include that all identified equipment must be maintained regardless of operational status; no specific staffing levels are prescribed, leaving that determination to offerors; Defense Base Act insurance may apply if applicable to employees; and offerors must provide either proof of active System for Award Management (SAM) registration or a Commercial and Government Entity (CAGE) Code. The solicitation is being conducted under simplified acquisition procedures and does not require submission of SF-1449, Form W-14, or a Certificate of Insurance.

Clause SECTION I THE SCHEDULE was deleted.

Clause Amendment 0001 Questions & Answers was added or modified.

Amendment 0001 - Questions & Answers

Q001: We do not think the equipment listed on page 29, 30 in Attachment_1_-_Schedule_and_Clauses constitutes all equipment subject to PM. If there is any equipment subject to PM other than those listed, please provide a list of equipment names, manufacturers, model numbers, etc.

A001: The equipment list shown on pages 29–30 of Attachment 1 reflects only the equipment located at the Consul General Residence

(CGR). To provide additional visibility into the equipment maintained across all facilities, the Government has added a new document titled “Attachment 5 – GMMS Equipment Inventory (as of 23 March 2026).”

Attachment 5 is generated from the Department’s Global Maintenance Management System (GMMS) and provides a consolidated inventory of equipment recorded in the system at this time for the Consulate Office Building, Housing Compound, and CGR. Offerors should use Attachment 5 in conjunction with the equipment information already included in Attachment 1 when preparing their proposals.

Document Number: 19GE5026Q0025 PROCESSED Page 3 of 4

While the Government believes the GMMS inventory is substantially complete, minor variances in individual unit counts may exist due to ongoing lifecycle replacements and system updates. Such variances do not change the overall scope of preventive maintenance services required under the Performance Work Statement, and offerors are expected to propose firm-fixed pricing accordingly.

Q002: Is it possible to extend the current due date (by 15:00 CET 27 Mar, 2026) of proposal more than 2 weeks? The current due date is so tight for us to make the competitive price for the Government.

A002: The proposal due date is hereby extended to Thursday, April 2, 2026 at 15:00 CET.

Q003: Is it possible to extend the current due date (by 15:00 CET 19 Mar, 2026) of proposal more than 1 week? We are planning to send the additional questions. The current due date is so tight for us to make the additional questions with our subcontractors after the site visit on 18 Mar.

A003: No, the Government does not intend to extend the deadline for submission of questions.

Q004: Please advise if we should assign the total of 5 staffs for new contract to the on-site. During the site visit on 18 Mar, we are guessing that the incumbent contractor has assigned the 3 staffs including the Project Manager for the US Consulate Office Building

(COB) and the 2 staffs for the CGR's Residence (CGR).

A004: The solicitation does not prescribe or require a specific number of on-site staff. Under this firm-fixed-price requirement, it is the responsibility of each offeror to propose the staffing levels, labor mix, and management approach they determine are necessary to meet all Performance Work Statement (PWS) requirements for the Consulate Office Building (COB), the Housing Compound, and the

Consul General Residence (CGR).

Any observations regarding the incumbent contractor’s staffing during the site visit should not be interpreted as a Government requirement or expectation. Offerors should base their proposed staffing on their own technical approach, professional judgment, and understanding of the PWS.

Q005: During the site visit on 18 Mar, we found some equipment that was not operational and appears to be malfunctioning. Please clarify that once the new contract begins, we will not be required to provide maintenance services for equipment that is not operational or is malfunctioning.

A005: All equipment identified in the solicitation is required to be maintained under this contract, regardless of whether it is currently non-operational or malfunctioning. The presence of a deficiency does not remove an item from the Contractor’s preventive maintenance or service responsibilities.

If the Government elects to repair or replace a non-operational unit, preventive maintenance requirements for that specific item may be paused temporarily while corrective actions are underway. However, the Contractor must be prepared to provide the full scope of services required under the Performance Work Statement once the equipment is returned to service.

Q006: Regarding this tender, are there any requirements to submit Form 1449 or any similar documents?

A006: No, submission of SF-1449 is not required for this solicitation. Offerors should follow the submission requirements outlined in the solicitation documents.

Q007: Is it necessary to submit Form 14 (Tax Exemption)?

A007: No, Form W-14 is not required for this solicitation, as this acquisition is exempted due to being conducted under simplified acquisition procedures and not exceeding the simplified acquisition threshold. Offerors should follow the submission requirements outlined in the solicitation documents.

Document Number: 19GE5026Q0025 PROCESSED Page 4 of 4

Q008: Do we need to provide a Certificate of Insurance (COI)?

A008: No, a Certificate of Insurance (COI) is not required. However, Defense Base Act (DBA) insurance may be required if it is applicable to your employees. Please refer to Section III. Description of Requirements of the solicitation for further information on

DBA insurance requirement.

Q009: Since this project is not defense-related, may we assume that a CAGE Code is not required?

A009: Offerors who are already registered in the System for Award Management (SAM) must include proof of active SAM registration with their quotation.

Offerors not currently registered in SAM must follow the instructions provided under provision FAR 52.204-90 Offeror Identification and must provide their Commercial and Government Entity (CAGE) Code. Please refer to the instructions outlined in the solicitation for further information.
