About this file
This document is a federal solicitation for meal voucher card services for Locally Employed Staff at the U.S. Embassy in Brussels, Belgium. The solicitation (Number 19GE5025R0048) seeks a contractor to provide electronic meal allowance cards for embassy employees, with a base year contract and four one-year option periods. The contract will commence on September 1, 2025, with a minimum order of EUR500 and a maximum of EUR2,150,000. Key service requirements include: providing biweekly meal allowance credits of 6.00 EUR per day, issuing individual electronic meal cards valid for 5 years, ensuring a merchant network that covers Mastercard and mobile payment platforms like Payconiq, Apple Pay, and Google Pay, and supporting meal delivery services such as Uber Eats and Deliveroo.
Proposals are due by 15:00 Central European Time on June 30, 2025, and will be evaluated on four factors: compliance review, technical capability (including web portal and app features), past performance, and price. The government will use a best-value tradeoff source selection process, meaning the award will go to the offeror presenting the most advantageous proposal, not necessarily the lowest-priced offer. Offerors must submit two volumes: the first containing pricing, representations, and certifications, and the second containing company information, including a notarized Belgian government license for meal voucher services and a project manager's resume. The contract will be administered by the Regional Procurement Support Office (RPSO) with Daniel Jackson as the Contracting Officer.
