About this file
This document is a Questions and Answers (Q&A) file for a federal solicitation (19GE5025Q0099) issued by the U.S. Embassy in Hanoi, Vietnam for the supply and delivery of six ambulance motor vehicles. The procurement includes four Sports Utility Ambulance Vehicles for personnel transport and two Ambulance Vans. Key details include a 210-day delivery timeline from award, which includes Vietnam customs clearance, with the contractor responsible for arranging customs brokerage. The vehicles will be procured for the Defense POW/MIA Accounting Agency (DPAA), and warranty options include either manufacturer or authorized Vietnam dealer network coverage for 36 months/100,000 km.
Noteworthy procurement requirements include: all companies with an active SAM.gov registration are eligible to bid; past performance can include contracts for similar specialized vehicles like fire engines; technical compliance documentation is required; and Vietnamese-language invoices must be prepared for each ambulance. The solicitation allows flexibility in warranty sourcing, shipping methods, and does not require additional technical drawings beyond standard manufacturer's brochures. The contractor must independently facilitate vehicle importation and provide evidence of authorization to import ambulances into Vietnam, with DPAA managing certification and coordination processes through their counterparts at the Vietnam Office for Seeking Missing Persons.

a. Four (4) Sports Utility Ambulance Vehicles to transport personnel.
b. Two (2) Ambulance Vans
Questions and Answers
Q1: Will the Ministry of Health (MOH) certification process be handled by the U.S.
Embassy Hanoi or is the contractor expected to complete it prior to delivery?
A1: Certification will be handled by DPAA with their direct counterparts at the Vietnam Office for Seeking Missing Persons.
Q2: Is there any requirement for the contractor to liaise directly with the MOH, or will all coordination be managed by the Embassy?
A2: Coordination will be managed by DPAA.
Q3: Are the four Sports Utility Ambulance Vehicles and two Ambulance Vans to be delivered fully fitted with medical equipment or as base vehicles ready for later fit-out by the U.S. Embassy?
A3: Nothing outside of what is specified in the SOW. DPAA teams include medics that will have all other medical equipment during DPAA Operations.
Q4: Technical Compliance Details. The solicitation references QCVN-09-2024-BGTVT Technical Regulation. Can you confirm whether compliance testing and certification must be completed prior to shipment or after arrival in Vietnam?
A4: Yes.
Q5: Technical Compliance Details. Will acceptance testing be conducted at the delivery site in Hanoi, and who will witness/approve it?
A5: Not Required.
Q6: The delivery timeline is stated as “no later than 210 days from award.” Does this timeline include Vietnam customs clearance, or is it measured up to arrival at Hai Phong Port?
A6: Delivery time includes Vietnam customs clearance.
Q7 Delivery & Logistics. Are there any restrictions on shipping method (e.g., containerised vs. RORO)?
A7: No.
Q8: Delivery & Logistics. For customs clearance at Hai Phong, will the U.S. Embassy provide a local customs broker contact, or must the contractor arrange its own?
A8: Contractor arranges on its own.
Q9: Warranty. Will the warranty be accepted if provided through the authorized Vietnam dealer network, or must it be directly from the manufacturer?
A9: Either is acceptable.
Q10: Warranty. Are there any extended warranty requirements beyond the stated 36 months / 100,000 km?
A10: No.
Q11: VAT & Invoicing. Can you confirm whether the Vietnamese VAT invoice must be issued by a Vietnam-based entity, and if so, does the contractor need to have a local registered company or can this be handled through a local partner?
A11: VN VAT invoice is optional, as long as vendor pay all the import tax, custom fee (Door to Door) and the importer in commercial invoice and Custom declaration documents as: Văn phòng MIA Hoa Kỳ, 53 Phố Trần Phú, Quận Ba Dinh District, Hà Nội as specified in the solicitation package.
The seller is responsible for providing all necessary supporting documents to independently facilitate the importation of these vehicles into Vietnam.
Additionally, All bidders must provide evidence of authorization to import this type of ambulance into Vietnam.
DPAA will provide documentation proving the purchase of this ambulance for DPAA purposes, rather than for use by a hospital and other relevant document as stated in question 1.
Q12: VAT & Invoicing. Are there any specific Vietnamese-language invoice format requirements?
A12: All in Vietnamese. Each ambulance must have a single invoice as specified in the statement of work. This allows for the registration process.

A13: Yes.
Q14: Attachments & Templates. Please confirm that Attachment 4 (Technical Compliance Matrix) should be completed per vehicle type (SUV ambulance vs. van ambulance) or as one combined document.
