About this file

This is Amendment 0002 to Solicitation 19GB5026Q0022, issued by the American Embassy Libreville on October 5, 2026, for Building Automation System (BAS) Preventative Maintenance services at the embassy facility. The amendment reopens the solicitation and extends the proposal submission deadline from September 21, 2026, to Tuesday, October 13, 2026, at 10:00 Libreville Local time. The solicitation covers preventive maintenance labor and services only for an existing Johnson Controls Metasys BAS system installed in June 2012. The contract consists of a one-year base period with four option years, requiring two site visits annually during the base period and one site visit during the six-month FAR 52.217-8 option term. Contractor personnel must possess TOP SECRET facility clearances and TOP SECRET personnel security clearances issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract performance, as work involves access to Controlled Access Area (CAA) Restricted and CAA Core Spaces. All procurement of materials for these secure areas must be conducted by TOP SECRET-cleared personnel.

The amendment incorporates four substantive corrections and includes a Questions and Answers document addressing 19 inquiries regarding clearance requirements, security classifications, attachment organization, software development attestation exclusions, pricing table revisions, and administrative procedural matters. Key clarifications confirm that the controlling deadline is September 14, 2026, at 13:00 Libreville time (later extended to October 13, 2026); all security clearance references require TOP SECRET level; the Department of State Secure Software Development Attestation Form is not required since the contract excludes software delivery; and the pricing option quantity has been corrected from two to one site visit. Joint ventures or subcontracting arrangements are acceptable provided all solicitation requirements, including mandatory security clearances, are met. Non-U.S. entities are ineligible due to the security clearance requirements. All official solicitation documents and amendments are available without charge through SAM.gov.

QUESTIONS AND ANSWERS

QUESTION #1: The cover letter identifies September 14, 2026, at 13:00 Libreville time as the quotation deadline, while SF-1449 Block 8 states September 13, 2026, at 1:00 p.m. local time. Please confirm the controlling deadline.

RESPONSE #1: The controlling deadline is September 14, 2026, at 13:00 Libreville time. The date listed on the SF-1449 (September 13) falls on a Sunday and was entered in error. Offerors should refer to the current SF-

30 Amendment to Solicitation Number A0002 for the corrected and controlling deadline.

QUESTION #2: PWS Sections 1.4 and 12.3 require a TOP SECRET facility clearance and final TOP

SECRET personnel clearances for CAA Restricted/Core work, while Attachment A references SECRET clearances. Please confirm the controlling FCL and PCL requirements and provide the referenced DD

Form 254.

RESPONSE #2: All references to "Secret" clearance in Attachment A are hereby amended to "Top Secret" to align with PWS Sections 1.4 and 12.3. This revision applies to the following sections: Section 12.5 (Materials and Equipment), paragraph 12.5.8; Section 1 (General), paragraph 1.1; and Section 2 (Personnel Requirements), paragraph 2.1 (Personnel Clearances). The controlling requirement is TOP SECRET for both the facility clearance (FCL) and personnel clearances (PCL). The DD Form 254 is provided with this amendment as

Attachment C.

QUESTION #3: Please confirm whether Attachment C, the Secure Software Development Attestation

Form, is required when the contractor will maintain the Government's existing Johnson Controls

Metasys BAS but will not develop, sell, license, or furnish software. If Attachment C is required, must

Johnson Controls provide the attestation as the software producer?

RESPONSE #3: The Government has reviewed the Statement of Work (BAS PMSC SOW_2026) in detail.

This solicitation covers preventive maintenance labor and services only. Per Section 5.1.1 (Exclusions), software upgrades and BAS re-commissioning are explicitly excluded from the scope of this contract. The

Contractor's software-related responsibilities are limited to assessing the existing Johnson Controls Metasys software (Section 4.6.4.1) and creating backups and related documentation; they do not include procuring, delivering, or licensing software or software updates to the Government.

Accordingly, because this contract does not involve the delivery of software, the Department of State Secure

Software Development Attestation Form (previously Attachment C as this is now renumbered as E) is not required for proposal submission under this solicitation. The C-SCRM/Attachment D requirement referenced in

Sections 3 and 4 of the RFQ is a conditional requirement applicable only to offerors furnishing software to the

Government.

Offerors should ensure their proposals clearly state that no software, software updates, or version releases are being furnished or delivered under this contract. Should future software upgrade work be authorized through a separate purchase order or contract modification (per SOW Section 5.2), the attestation requirement will be evaluated at that time, and Johnson Controls, as the software producer, would be required to provide the attestation if applicable.

QUESTION #4: The pricing table for the six-month FAR 52.217-8 option lists two semiannual site visits.

Please confirm whether two visits are required during the six-month extension or whether the intended quantity is one.

RESPONSE #4: This contract consists of a one-year base period plus four option years, with two site visits required per year, as specified in SOW Section 2.1. The six-month extension exercised under FAR 52.217-8 will require only one site visit during that period. Accordingly, CLIN 401A has been revised to reflect a quantity of one visit.

QUESTION #5: The solicitation references an Attachment B concerning Government-furnished property, while the separately posted Attachment B is the C-SCRM Questionnaire. Please confirm whether a GFP attachment is missing and identify the complete, controlling attachment list.

RESPONSE #5: The revised and controlling attachment list is included in the SF-30 Amendment to the

Solicitation. The renumbering of all Attachment are specified in this amendment. Government-Furnished

Property (GFP) information will be provided at the time of award and will be designated as Attachment B.

QUESTION #6: The C-SCRM Questionnaire instructions direct offerors to enter responses in Column D, while the visible "Vendor Response" fields appear in Column C. The workbook also contains apparent broken references in its scoring formulas. Please confirm that offerors should complete the gray response cells in Column C and that the formula errors will not affect evaluation.

RESPONSE #6: The most current version of the C-SCRM Questionnaire is provided as Attachment D.

Offerors should complete the gray "Vendor Response" cells in Column C. This same questionnaire template is used across Department solicitations, and no issues affecting evaluation have been identified with the scoring formulas to date.

QUESTION #7: The manufacturer, product line, and software-version fields for BAS #2 and BAS #3 are blank, although Section 3.3 identifies the BAS serving all five buildings as Johnson Controls Metasys.

Please confirm the manufacturer, product line, and installed software versions for BAS #2 and BAS #3.

RESPONSE #7: BAS #2 and BAS #3 are identical in manufacturer and product line to BAS #1 (Johnson

Controls Metasys). An updated software version is anticipated through the forthcoming Johnson Controls release; however, the specific version number is not yet available at this time. The Government will provide the updated version information once it is received from the manufacturer.

QUESTION # 8: We have identified the opportunity on SAM.gov under Notice ID 19GB5025Q0022.

However, the attached solicitation appears to identify RFQ No. 19GB5026Q0022, Requisition No.

PR16099881. To avoid any administrative error, we kindly request your written confirmation of:

QUESTION # 18: Who installed the system?

RESPONSE # 18: Johnson Controls, Inc. (JCI) installed the system as a subcontractor to [B.L. Harbert

International (BLHI)].

QUESTION # 19: Is a BAS single-line diagram or system architecture drawing available to share?

RESPONSE # 19: No. The Building Automation System (BAS) diagrams and architecture drawings are

Sensitive But Unclassified (SBU), so they will not be released during the solicitation period. The Government will give them to the awardee after contract award, subject to the applicable security and handling requirements.
