SECTION B - STATEMENT OF WORK

B. STATEMENT OF WORK

B.1. PROJECT NAME AND LOCATION

The Contractor shall furnish and install all materials required by this contract for construction services in support of the Department of State's (DoS) Mission:

Project Id:

B049 Office building of the U.S. Embassy Mission to the European Union

Location:

Rue Zinner 13, 1000 Brussels, Belgium

B.2. PERFORMANCE WORK STATEMENT

B.2.1. BACKGROUND AND PURPOSE

The U.S. Embassy Mission to the European Union is experiencing active water infiltration through the roof, resulting in damage to the building's painted façade, interior ceilings, walls, and finishes. Immediate intervention is required to prevent additional deterioration and protect Government property.

The existing roof consists of a combination of standing seam metal roofing and traditional clay roof tiles. Preliminary inspections indicate significant deterioration of supporting timber elements, zinc gutters, collectors, flashing, downspouts, and waterproofing components. Numerous soldered zinc joints have reached the end of their service life and can no longer be reliably repaired due to material fatigue.

The primary objective of this project is to identify and eliminate all sources of water infiltration, restore the integrity of the roofing system, improve drainage, and extend the service life of the roof while preserving the existing architectural appearance.

B.2.2. SCOPE OF WORK

The Contractor shall provide all labor, materials, equipment, supervision, transportation, and services necessary to complete the following work.

A. Site Investigation and Verification Prior to commencing construction, the Contractor shall:

• Verify all field dimensions and existing conditions.

• Confirm that all work remains within the limits identified on the provided Roof Layout drawings.

• Conduct a comprehensive inspection to identify all active sources of water infiltration.

• Submit a written inspection report identifying deficiencies, recommended repair methodology, and any unforeseen conditions requiring Government review before corrective work begins.

B. Roof Structure Repairs The Contractor shall inspect the structural support system beneath both the standing seam metal roofing and clay tile roofing within the designated work area.

The Contractor shall:

• Assess all timber framing, battens, fascia, and supporting members.

• Recommend structural reinforcement or replacement where deterioration exists.

• Replace up to 20 linear meters of deteriorated timber within the base contract.

• Provide a separate unit price per additional linear meter for any additional timber replacement required beyond the included allowance.

• Obtain written approval from the Contracting Officer's Representative (COR) prior to performing additional timber replacement outside the base allowance.

Replacement materials shall match the existing structural characteristics and be treated for exterior use.

C. Roof Waterproofing Repairs The Contractor shall restore the waterproof integrity of the roof by performing, at a minimum, the following:

• Repair standing seam metal roofing where defects or leakage are identified.

• Remove and reinstall roof tiles as required to complete repairs.

• Replace the deteriorated eaves apron beneath the last row of roof tiles.

• Inspect and perform localized repairs to supporting timber beneath the eaves apron.

• Replace damaged or deteriorated flashing assemblies.

• Ensure all repaired areas are fully weatherproof before the end of each working day.

Temporary waterproof protection shall be installed whenever work remains incomplete.

D. Zinc Roofing and Drainage System The Contractor shall inspect all exposed zinc components and restore the drainage system to full operational condition.

Work shall include:

• Repair or replacement of deteriorated zinc roofing components.

• Replacement of failed soldered joints.

• Inspection and replacement of zinc collectors located between gutters and downspouts.

• Cleaning of all gutters, valleys, and rainwater connections.

• Minor repairs to gutter supports and fixings.

• Installation of corrosion-resistant fasteners and supports.

All new zinc materials shall be compatible with the existing roof system.

E. Downspout Inspection and Rehabilitation The Contractor shall inspect all internal downspouts using high-resolution CCTV or endoscopic inspection equipment.

Opening walls or ceilings for inspection shall not be permitted unless specifically authorized in writing by the COR.

Where deterioration is identified, the Contractor shall utilize trenchless rehabilitation methods whenever technically feasible, including:

• Cured-In-Place Pipe (CIPP) lining;

• Internal sleeve installation; or

• Continuous pipe insertion systems.

Prior to installation, the Contractor shall submit the proposed repair methodology, product specifications, and installation procedures for Government approval.

Pre-repair and post-repair inspection videos shall be provided to the Government.

F. Painting and Exterior Finishes Following completion of repairs, the Contractor shall restore affected painted surfaces.

Work shall include:

• Cleaning and preparation of all surfaces.

• Minor repairs to fascia and soffit surfaces.

Paint products shall be submitted for approval prior to application.

G. Site Safety and Protection The Contractor shall provide all scaffolding, barriers, fall protection systems, debris containment, and personal protective equipment required to safely execute the work.

All scaffolding shall comply with EM 385-1-1 Section 22 and applicable Belgian regulations. Where Belgian regulations are more stringent, the more restrictive requirement shall apply.

The Contractor shall submit a site-specific Safety Plan and Scaffolding Plan prior to mobilization.

Pedestrian access around the building shall remain operational throughout construction. Scaffolding shall therefore include protected pedestrian walkways where required.

The Contractor shall protect adjacent landscaping, windows, façade elements, mechanical equipment, and walkways from damage during construction.

Daily cleanup shall be performed and all debris removed from Government property.

The certificate will be accompanied by a Schedule of Defects listing items of work remaining to be performed, completed, or corrected before final completion and acceptance. Failure of the Contracting Officer to list any item of work shall not relieve the Contractor of responsibility for complying with the terms of the contract.

The Government's possession or use upon substantial completion shall not be deemed an acceptance of any work under the contract.

D.2. FINAL COMPLETION AND ACCEPTANCE

D.2.1. "Final completion and acceptance" means the stage in the progress of the work as determined by the Contracting Officer and confirmed in writing to the Contractor, at which all work required under the contract has been completed in a satisfactory manner, subject to the discovery of defects after final completion, and except for items specifically excluded in the notice of final acceptance.
