About this file
This document is Amendment 0003 to Solicitation 19AQMM26R0340, issued by the U.S. Department of State Office of Acquisition Management on August 13, 2026. The amendment updates Section L-002 (Instructions, Conditions, and Notices to Offerors or Respondents) and extends proposal submission deadlines.
The solicitation is for landscaping and grounds-keeping maintenance services at the U.S. Embassy Compound and Colin Powell Plaza in Kingston, Jamaica. Services include supervisor personnel, complete landscaping and grounds-keeping operations (labor, materials, equipment, fuel, supplies), and Defensive Base Act (DBA) insurance (not to exceed $10,000 reimbursable). The contract structure includes a base year plus four option years, with pricing shown as $0.00 across all line items pending offeror proposals. Offerors must submit Volume I (Price/Cost Proposal) and Volume II (Technical Proposal) addressing understanding of requirements, staffing plans, key personnel qualifications, and past performance. Technical proposals are limited to 30 pages (excluding resumes and past performance references), with minimum 12-point Times New Roman font. Evaluation factors are Technical Understanding and Compliance with SOW Requirements, Past Performance (with three required contractor evaluation questionnaires from references within the past three years), and Price, with technical and past performance being significantly more important than cost. Proposals must be received by Friday, August 28, 2026 by 11:00 A.M. Eastern Daylight Time via email to BrownCL1@state.gov (preferred method), U.S. Mail, or hand delivery. The pre-proposal site visit was rescheduled to Tuesday, August 18, 2026 at 11:00 local time, with attendance registration required by Friday, August 14, 2026. Questions regarding the solicitation must be submitted by Friday, August 21, 2026 by 10:00 A.M. EDT using the Vendor Questions attachment. Late proposals will not be accepted or evaluated. Offerors have 120 calendar days from the proposal receipt date to accept contract awards.
