About this file

This is a Statement of Work and solicitation document for locksmith services issued by the Department of State (DOS), Bureau of Administration. The Department seeks a Time-and-Materials contract to provide comprehensive locksmith services for DOS facilities throughout the United States, with emphasis on the Greater Washington Metropolitan Area (defined as locations within 70 miles of the Harry S. Truman Building in Washington, DC). Services include lock installation, maintenance, and repair for doors, vaults, safes, file cabinets, security containers, and related security hardware; combination lock servicing and changes; key duplication; emergency lockout response; and support for access control and security systems. The estimated annual workload comprises approximately 1,100 routine work orders (75%) and 76 project work orders (25%), with an estimated 1,300 total labor hours annually distributed across multiple locksmith skill levels.

The contract employs a tiered labor rate structure with pricing categories for PM Labor, Expert/Master Level Locksmiths, GSA-Certified Specialists, Journeyman Locksmiths, and overtime rates, plus reimbursable materials (capped at 10% markup), travel, and G&A costs. Key personnel must include a full-time Project Manager with five years of locksmith contract management experience, a full-time Expert/Lead Locksmith with seven years of experience and ALOA certification, and additional Specialist and Journeyman Locksmiths. All personnel require security clearances (Top Secret Facility Clearance for the contractor, with at least 50% of staff maintaining Top Secret personnel clearances). Response requirements vary by work type: routine work orders must be acknowledged within 4 hours and completed within 5 workdays for the NCR; emergency response must occur within 2 hours during business hours and 4 hours after-hours. The solicitation was issued May 26, 2026, with offers due June 26, 2026. The base contract period runs 12 months with four 12-month option periods and a potential six-month extension. The contract incorporates FAR clauses 52.212-1 through 52.212-5 and includes comprehensive quality control, reporting, and transition requirements.
