About this file

This is an amendment to the Instructions for Preparation and Submission of Proposals for Solicitation 19AQMM26R0034, establishing the procedural requirements for the Engineering Services for Physical Security Programs (PSP) and Defensive Equipment and Armored Vehicles (DEAV) contract opportunity.

The Department of State, Bureau of Diplomatic Security seeks proposals for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with an anticipated five-year period of performance. The primary NAICS code is 541330 (Engineering Services) with a $25.5 million small business size standard; additional NAICS codes 541715 and 541380 may apply to individual task orders. Proposals must be submitted electronically to Maria E. Anguiano (AnguianoM@state.gov) and Wanda I. Cruz (CruzWI@state.gov) no later than June 22, 2026 at 5:00 PM ET. The solicitation encompasses five distinct groups of tasks, with offerors able to propose on multiple groups within a single consolidated proposal. All proposals must include three separate volumes: Volume I (Technical Capabilities, Appropriate Facilities, Testing Experience) with a 23-page maximum; Volume II (Recent and Relevant Past Performance) with a 2-page maximum; and Volume III (Pricing, including signed SF-1449, firm-fixed-price labor category rates, materials, and travel costs). Offerors must possess an active Secret Facility Clearance Level and have testing experience within the past five years. The Government will evaluate proposals based on technical confidence levels (High, Some, or Low Confidence), past performance (Substantial, Satisfactory, Unknown, Limited, or No Confidence), and price reasonableness. Multiple IDIQ awards are anticipated. Questions must be submitted by May 22, 2026 at 5:00 PM ET. The Government reserves the right to conduct discussions, reject any or all proposals, and waive minor irregularities.

(b) Instructions for preparation and submission of proposals

Proposals must be submitted electronically via email to Maria E. Anguiano at AnguianoM@state.gov and Wanda I. Cruz at CruzWI@state.gov no later than June 822, 2026 at 5:00 pm ET. Each file shall be submitted in a format readable by Microsoft Office or searchable PDF.

Number of Pages – Page limits are as shown below. If a page count is exceeded, the excess pages shall not be reviewed nor evaluated.

Paper size shall be 8 1/2 by 11-inch white paper with printing on one (1) side only, using 12-point font. No reduction is permitted except for organization charts or other graphic illustrations, or in headers/footers. In those instances where reduction is allowable, Offerors shall ensure that the print is easily readable; no less than 8-point font on graphs and 10-point font on tables. Each page shall have adequate margins on each side (at least one (1) inch) of the page. Header/footer information (which does not include any information to be evaluated) may be included in the 1" margin space. Pages that exceed the maximum page limitation will not be evaluated. Cover pages, tables of contents, and acronym lists/glossaries DO NOT count against the referenced page count limits.

The Government will determine whether each proposal satisfies all Mandatory Minimum Requirements stated in the RFP. Proposals that fail to meet the mandatory minimum requirements will be eliminated from the competition. Omission of required information or failure to follow the requested format may result in rejection of the proposal. The Contracting Officer may reject proposals without further consideration if significant revisions would be required to permit evaluation or if the proposal's incompleteness or formatting errors indicate lack of diligence or competence. The Government is not liable for any expenses incurred by offerors in developing and submitting proposals.

NOTES:

(1) DO NOT INCLUDE PRICE INFORMATION IN VOLUME I OR VOLUME II

(2) DO NOT COMBINE VOLUMES I, II AND III – VOLUMES MUST BE SEPARATE

Omission of any information from the proposal submission requirements may result in rejection of the offer. Proposals that fail to provide information in the format requested may be found unacceptable and may be rejected without further consideration if the Contracting Officer determines that a significant revision or addendum to the Offeror’s proposal would be required to permit further evaluation, and especially if the incompleteness of the proposal or errant formatting of the proposal appears to be due from a lack of diligence or competence of the Offerors.

The Government reserves the right to reject a proposal that is rated with a low technical confidence, rated with no confidence past performance, or unreasonably high in price. However, in the event that an offer is determined to be not awardable, the Government reserves the right to conduct discussions with the offeror if it’s likely that the offeror could improve its offer and increase its confidence rating.

In conducting its evaluation of the offer, the Government reserves the right to utilize all information available at the time of evaluation. The Government may rely on information obtained from other sources available to the Government, to include, but are not limited to: information contained in Government records, commercial sources, and information publicly available.

IDIQ contract(s) will be established with responsible contractor(s) whose proposal(s) conform to the requirements outlined in this RFP for each group of submission and provides the best value to the Government. The Government will obtain best value by considering, in addition to price, the factors listed below. All factors, when combined, are significantly more important than price.

The Government is not liable for any expenses incurred by the Offerors in developing and submitting proposals for this solicitation.

INSTRUCTIONS FOR VOLUME I – FACTOR 1 - TECHNICAL

Describe the nature of the work and how it relates to the tasks/Group proposed.

· Appropriate Facilities The offeror shall provide a description of the facilities and equipment intended to be used for the tasks on which the offeror is proposing. At a minimum, provide information on the condition, age, type and availability of equipment and facilities available, including any equipment or facilities operated by a subcontractor that the offeror intends to utilize.

Recent is defined as contracts performed within the last five (5) years from the date of this RFP. Relevant is defined as work similar in scope, complexity, and magnitude to the requirements identified in the Statement of Work (Attachment 1).

If the Offeror has no prime contractor past performance, Contractor Performance Assessment Reporting System (CPARS) evaluations or other past performance documentation from work performed as a subcontractor may be submitted.

Each assumption, exception, or dependency shall be specifically related to a paragraph and/or specific section of the RFP. The confidence levels below will be used to evaluate the offeror's overall technical proposal and ability to perform the required work in accordance with the statement of work. The Government will establish a technical/risk adjectival rating by assessing the degree of performance or capability risk, which includes consideration of the identified strengths, weaknesses, significant weaknesses, and deficiencies of the offeror's proposal, to determine the overall technical/risk rating for the technical factor(s).

The Government will evaluate the quality of the offeror's past performance deemed relevant to the requirements in the SOW as it applies to the performance confidence assessment. In conducting a performance confidence assessment, each offeror shall be assigned one of the ratings listed below.

In conducting the Past Performance evaluation, the Government reserves the right to use information provided in the Offeror’s Past Performance submission and information obtained from other sources available to the Government, to include, but not limited to, the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers and other Government representatives involved in a procurement as necessary.

The total evaluated price will be evaluated for price reasonableness through comparison with other proposed prices and may include other price analysis techniques. Price that does not align to the Offeror’s proposed technical approach and any increased risk due to price assumptions, conditions, or exceptions may indicate an inability to understand the requirements and therefore may be considered a high-risk approach to contract performance. Proposals with pricing errors or omissions or deemed high risk may be deemed ineligible for award.

A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Responsibility Determination

(a) Prior to award, the Contracting Officer will review information from sources such as but not limited to: System for Award Management (SAM), Federal Awardee Performance and Integrity Information System (FAPIIS) or any other resource available to help determine the vendor’s responsibility per FAR 9.104-1.
