General Is there an incumbent on this opportunity? If so, whom? If no previous incumbent, were similar services being provided before and if so, please provide incumbent details for similar services.

There is no incumbent on this as this is first time we will offer this training. Senegalese may have taken some courses while deployed in

Mali.

General What prior ECM exposure and experience will SAF trainees have at the time they begin training?

The SAF have limited ECM exposure, mostly to vehicle-mounted ECMs, not maportable ones since they have never used them. ECMs have been used in MINUSMA with the last two battalions (recent). 18 systems were active in Mali.

SOW, Page 24, #9 Would this be a from scratch curriculum development? Or is there already curriculum developed that we would grow off of? (We understand there are reference materials, just clarifying if this is a new build or if there are already some pre-existing documents)

This is from scratch curriculum development. Allen Vanguard has provided this type of training in UN missions.

SOW, Page 24, #8 Do Instructors need to provide the training in

French? Or can a translator be used ? (We understand materials need to be made available in both English and French)

A translator can be used, francophone trainers are not the requirement.

Reference materials will need to be provided in Engligh and French.

SOW, Page 19, Sec. 6.2.4 Is the contractor responsible for procurement of

ANY vehicles? If so, what kind and how many?

Contractor will not need to provide vehicles. The SAF have Puma APCs, which are in Senegal and will be requsted for the training.

SOW, Page 16, Sec. 4.8.2 Section 4.8.2 mentions the 3XXX ECM will be mounted on a PUMA M36 mk5 and the VIN is available upon request. Please provide the VIN, and clarify that contractor is NOT responsible for the purchase of any PUMA M36 mk5 vehicles.

The contractor is not responsible for purchasing PUMAs. VIN of existing

PUMAs for training can be provided once contract is awarded.

SOW, Page 19, Sec 6.2.4 Section 6.2.4 states that the partner nation is responsible for providing "Training vehicles and other major training equipment end items…" -

Please define what "Major Training End Items" are.

Training vehicles should be the only major equipment needed and will be provided by the partner nation.

SOW, Page 19, Sec 6.2.4 Referencing Sec. 6.2.4 vehicles being sourced by the partner nation, does the partner nation have

ECM equipment currently? Or will this all need to be procured?

the Partner has some ECM equipment for use in the mission but not used for training. The vendor will be required to procure the ECMs for training as required in Task H.

Is the quantity of units noted on Appendix 1B the total needed PER class cycle? Or PER year? IF Per

Cycle, how many cycles are expected per year?

Quantity of units is total needed per cycle; there are four cycles per year

(tasks B, C, D, and E).

The quantity of trainees is clearly defined in the SOW.

General Do all of the training events happen in sequence?

Or will there be periods of "breaks" in between?

The training schedule will be coordinated with the SAF during the TPPE.

It is anticipated that Tasks A through E will occur in sequence but with breaks in between.

"Senegal Bid Chart"

Table 2.2 "Required Tasks" in the Attachment 1 document, has different tasks identified by letter than the Attachment 2 "Senegal Bid Chart" - which only has Tasks A, B, C and D -- all of which are mislabeled from Table 2.2, please edit the

Attachment 2 or clarify what we are to price/ and how we would price items in Table 2.2 appropriately.

4.8.2

Is there a plan for some of these courses to be happening concurrently? (According to Table 2.2, there appears to be ~75 days of training, however, under Task H Sec 4.8.2- it discusses two-month training rotations. Please clarify how many days of training the courses should take.

Section 4.7 Task G states the courses should take 3 working days, Table 2.2 states that Task G should be 5 days. Please clarify total days for the course.

The Task G. SAF Lessons Learned Workshop (LLW) is three (3) working days (one day for preparation and two days for the workshop).

SOW, Page 13, Sec. 4.5.1 Will Task E be completed in the first training iteration? (If so, what prerequisites would the participants have?)

No, the objective of Task E ECM Mentorship and Follow Up is be to observe previously trained personnel operate and maintain the ECM systems.

SOW, Page 16, Sec. 4.8.2. 4.8.2 - Further Clarification of planning considerations, What is the training schedule? Is there a quarterly training assumed?

The training schedule will be coordinated with the SAF during the TPPE.

General How many days a week is the expected work week, and is it Mon- Friday?

Five (5) days a week, eight (8) hours per training day is the overall expectation, but the government recognizes that some days may go later and some days may end earlier based on the partner requests, holidays, the optempo of training, and other environment factors that may be outside of the contractors control. The government also recognizes that in these circumstances, the contractor will coordinate directly with the SAF to ensure all training is completed and that all performance objectives are achieved, even if that means scheduling make up days on the weekends or extended training days.

SOW, Page 19, Sec 6.2.1 Per Sec. 6.2.1 - the Partner nation is expected to provide adequate numbers of skilled and rank-appropriate trainers to serve as primary and assistant instructors on training modules. Please explain what the role of partner nation trainers would be? (Providing French instruction? -

Assisting the primary trainers??)

At first, it will be receiving training and assisting the primary contractor instructors with presenting the instruction. As they SAF trainers become more proficient they will gradually take over presenting the instruction.

The offeror is expected to provide French translation services as required. The SAF trainers are not expected to provide all the French translation services for the contractor instructors.

SOW, Page 15, Sec 4.7.4. For the LLW, since the contractor must provide a workshop site and all equipment/refreshments/lunch etc. are those details subject to COR approval or at contractor discretion?

Appendix 5: Adult

Learning Principles

The 2019 version of the UN Department of Peace

Operations (DPO) "Guidelines, Design, Delivery and Evaluation of Training (Training Cycle)" referenced is not available on-line, can it be provided?

After award the winning contractor may ask GPOI to provide any UN documentation it has.

General How much notice will the contractor be given before the start of course delivery?

After award the winning contractor will coordinate with the SAF during the TPPE the schedule and the details for the conduct of all training.

Attachment 2 Summary tab

The bid chart names a position as 'In-Country

Team Lead.' Are there other full-time slots needed?

It is up to the offerors as to how the personnel for this contract are hired. See the SOW for personnel details.

Solicitation B-002 Identifies FFP and cost reimburseable yet CLIN table shows TM for personnel lines. Which is it for personnel lines?

Correct, B-002 states this is a hybrid-type contract that will include firm-fixed price and cost-reimbursement components. The personnel lines are Time & Materials (hourly labor and material costs.)

Solicitation B-004 What is the contract ceiling? The ceiling price will be determined at award.

SOW 2.3.6. Do any of the training courses already exist? This is the first time GPOI will offer this training in Senegal.

The Contractor shall ensure timely procurement and delivery of all equipment and training materials so those items can be fully utilized during training or

POTC staff development as specified by the SOW.

Does the US government anticipate any challenges with Customs, including taxes, etc.?

No.

The winning contractor may request an exoneration after award.

However, there is no certainty that a lettter will be provided or accepted by the Senegal customs.

Taxes and fees are the responsibility of the contractor.

No. Per the SOW Section 3.3. Proposed Personnel. The Contractor shall assign to this contract all the personnel whose resumes are submitted at the time of proposal. Resumes shall be submitted for all key personnel and COR-approved personnel using the template provided in

Appendix 3.2. The Contractor shall also complete the qualifications crosswalk template for key and COR-approved personnel provided in

Appendix 3.1.

Bid Chart installation costs are not specifically identified within the SOW. Can you confirm where you expect these costs to be located? Should we use

CLIN 0008. Installation needs to be completed prior to any training.

Installation costs may be included in CLIN X008.

Appendix 1B Training

Equipment

Item 7 Backpack carrier, 3. The OEM’s backpack does not completely match the description you provided. It does not have a large central pouch which to hold the unit. Can you confirm if the

OEM’s backpack, as provided by them for

SCORPION, is what is needed? Additionally, it is recommended that the unit not be placed inside a backpack due to overheating concerns as the unit runs on an internal fan and needs fresh air to stay cool.

The offerors shall propose a Backpack Carrier that is best for the

Portable Electronic Countermeasure, SCORPION.
