Jamie A. Goewey Contracting Officer GoeweyJA@state.gov

15 The solicitation states that the pro-posed system must have the "ability to provide diagnostic interface to mission software known as Manage-ment Information System (MIS) software." Do you have any addi-tional information on the MIS. For instance, is it a specific piece of named software or a generic term for multiple softwares that together cre-ate a management system? RMCI has vast experience integrating with 3rd party software products.

The offer must have integration documentation which allows for the export of the HUMS software data collected from each individu-al aircraft during operations.

Which would allow the data cap-tured by the HUMS to be incor-porated in a U.S. Government

MIS.

16 Do the minimum technical accept-ance requirements of the HUMS sys-tem require monitoring and record-ing the following?

Main Transmission Oil Temperature

(UH-1HII & UH-1HST)

The system proposed may or may not be an existing design and, if not compatible with all desired gineering (NRE) efforts, the ideal implementation plan will address a multiple-phased approach in which various groups of aircraft (identified by country program) will have the selected Health & Use and Monitor-ing System installed.

aircraft platforms already or ini-tially, system design may be staggered as required to accom-modate country specific programs and by aircraft type

Item Question from Vendor Government Answer 18 Discussion: Section 52.212-2, Eval-uation of Commercial Items, Para-graph 1.A on page 11 states, “A single award will be made to that re-sponsible Offeror whose evaluated price totaling all Contract Line Items (CLINS) in Section B of this Solicit-ation is the lowest and whose pro-posal meets or exceeds all technical and past performance evaluation cri-teria (non-cost factors). We are un-sure about which CLINS to use for Section B pricing submission. A ta-ble is provided on page 24-25 (Attachment 1: CLIN Structure for Task Orders); another table on page 67-68; and another table in a separ-ate file called “HUMS CLINS for Momentum.pdf”.

Question: Will the Government please clarify which CLINS table of-ferors should use for pricing pur-poses?

Question: Will the Government please clarify what is meant by “Momentum” in the file name? No reference is made to this term in the solicitation

Section 52.212-2 was amended un-der A-001 to remove the two refer-ences to Section B with Attach-ment 2 CLIN Structure which is what will be evaluated.

The two tables are identical, the separate document to allow the Offer to use it rather than recreat-ing the CLINS in a separate docu-ment

Momentum is the government sys-tem that is used to create the con-tract document. This is a Govern-ment reference only for processing future section B for the order re-leases.

19 Discussion: Section 52.212-2, Eval-uation of Commercial Items, Para-graph 4 on page 12 states, “Under this LPTA solicitation process, the comparative assessment in FAR 15.305(a)(2)(i) does not apply.

Therefore, past performance will be rated on an "acceptable" or "unac-ceptable" basis.” In Paragraph 4.B on the same page, the solicitation states, “NOTE: In the case of an of-feror without a record of relevant past performance or for whom in-

If no past performance is available from the Offer the will be listed as neutral, not acceptable or unac-ceptable. There are three cat-egories that offer will fall into neutral, acceptable or unaccept-able.

formation on past performance is not available or so sparse that no mean-ingful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance.

Therefore, the offeror shall be de-termined to have unknown past per-formance and will be rates as “Unknown Confidence (Neutral)”.

Question: Is “Unknown Confidence (Neutral)” considered "Acceptable" for the purposes of this evaluation?

20 Discussion: In the solicitation file titled “HUMS CLINS for Mo-mentum.pdf,” The “Unit” for CLIN X006 is listed as “HR” whereas the Unit for CLIN X003 is “EA”.

Question: Since these CLINS both relate to Kit Hardware, can the Gov-ernment please review and clarify the Unit for these CLINS?

Both X003 and X006 should be EA for each kit. CLIN X0006 was an error. Update is attached.

21 Discussion: In the solicitation file titled “HUMS CLINS for Mo-mentum.pdf,” The “Unit” for CLIN X007 and X008 is is listed as “LT”.

Question: Will the Government please define what “LT” indicates as a unit of pricing, and provide addi-tional clarification or plug numbers for how offerors should price those

CLINS?

CLIN X007 Travel and X008 En-gineering technical support are set up as a lot to allow the offer to provide an estimate based on ex-perience of how much travel will be required and how much engin-eering support. Please break out the number of estimated trips for travel along with the number of people and days. Under the en-gineering support please provide several levels of engineering sup-port to trouble shoot issues in the field or with another contracting installing kits and needing assist-ance with documentation and or equipment

22 Discussion: Page 17 52.232-7 Pay-ments under Time-and-Materials and Labor Hours Contract conflicts to page 13 which states this is a Firm Fixed Price Contract.

Question: Can you please confirm award Type?

Depending on the CLINS awarded CLIN X001-X006 Firm Fixed Price CLIN X007-X008 would be reim-bursable based on the time and material

23 Discussion: Page 37 652.229-70 Paragraph 2…The Contractor shall

CLAUSE 652.229-70 is to excise a tax exemption in the event a kit use a photocopy of this contract as evidence of intent to export.

Question: Will the Government re-quire the contractor export items un-der its own certifications?

would need to be exported.

However, at this time the Govern-ment does not intent to have the contractor export the kits.

24 Discussion: Page 53 States that the offers shall provide documentation from the FAA that clearly states the offer and offer’s personnel will per-form the effort in accordance with FAA part 145 repair station for the modification and prototype effort.

Question: Will the Government consider that the offer will provide teammate to support the modifica-tion and prototype of the aircraft?

i.e. a subcontractor to the Prime.

Yes, will consider subs if appropri-ately qualified.

(End of provision)

Additional Evaluation Information

The offeror's proposal will be evaluated to determine whether it meets the requirements described in the solicitation.

1. Basis of Award:

A. The Government will award this Contract in accordance with FAR 15.101-2, using Lowest Price Technically Acceptable Offer (LPTA) process. A single award will be made to that responsible Offeror whose evaluated price totaling all Contract Line Items (CLINS) in attachment 2 CLIN structure of this Solicitation is the lowest and whose proposal meets or exceeds all technical and past performance evaluation criteria (non-cost factors). Offerors are hereby notified that the Government intends to use outside contract-ors to assist in the evaluation of proposals. Those contractors will have access to any and all information contained in the offeror's proposal and will be subject to appropriate conflict of interest, standards of conduct, and confidentiality restrictions.

B. It is the intent of the Government to make an award based on the initial proposal without discussions.

2. Non-Price Evaluation Factors and Evaluation CriteriaTechnical Rating:

The following technical factors and evaluation criteria shall be used:

A. FACTOR 1: Supplemental Type Certificate (STC) or Proven experience on Similar Bell Platforms.

B. FACTOR 2: Accommodates Third Party Installation of approved Phase I Proof of Concept.

C. FACTOR 3: Offers capability for all desired functions in Statement of Work.

D. FACTOR 4: Lightweight and Sustainable.

E. FACTOR 5: Single and Twin-engine Capable Systems.

3. Technical Rating:

Rating Description:

Acceptable: Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable: Proposal does not clearly meet the minimum requirements of the solicitation.

The Government will evaluate the Offeror's demonstrated recent and relevant records of past performance as well as the level of customer satisfaction and compliance with contract requirements in the areas of quality of product/service, adherence to contract schedule, cost control; history of reasonable and cooperative behavior and commitment to providing quality products/services. Under this LPTA solicitation process, the comparative assessment in FAR 15.305(a)(2)(i) does not apply. Therefore, past performance will be rated on an "acceptable" or "unacceptable" basis. Please provide a minimum of three (3) past performance questionares for consid-eration but not more that five (5).

B. The past performance evaluation considers each offeror's demonstrated recent and relevant record of performance in supplying products and services that meet the contract's requirements. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the Offeror's Past Performance proposal volume and information obtained from other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Fed-eral Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting system (eSRS), or other databases; interviews with Program Mangers, Contracting Officers and Fee Determining Officials; The Defense Contract Manage-ment Agency (DCMA) and commercial sources.

NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favor-ably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance and will be rates as “Unknown Confidence (Neutral)”.

C. In determining the rating for the past performance evaluation factor, the Government will consider the contracts which the Govern-ment feels are most relevant to the Government’s requirement. There are two aspects to the past performance evaluation. The fist is to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired under this solicitation. The second aspect of past performance evaluation is to determine how well the offeror performed on the contracts.

a. Recency Assessment: An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past five (5) year from the date of issuance of this solicitation/ Past performance information that fails this condition will not be evaluated.

b. Relevancy Assessment: The government will conduct an evaluation of all recent performance information obtained to determine how closely the products provided/services performed under those contracts relate to the requirements of this solicitation. Considera-tion will be given to similarity of services. The government will sue the following relevancy definitions when assessing past perform-ance:

Past performance Relevancy considerations--Rating Definition:

Very Relevant: Present/past performance effort involved comparable scope and magnitude of effort and complexities as this solicita-tion requires.

Relevant: Present/past performance effort involved much of the magnitude of effort and complexities this solicitation requires.

Somewhat Relevant: Present/past performance effort involved some of the scope and magnitude of effort and complexities this soli-citation requires.

Not Relevant: Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this soli-citation requires.

B. For award purposes only, all unit prices for “Over and Above” CLINS will be included in price evaluation, but the “Over and Above” CLINS will not be part of the initial award as the required quantity for this cost reimbursable CLIN cannot be determined un-til after contract award and must be negotiated based on the total and type of support required.

C. A cost and/or price analysis shall be conducted based upon the data submitted by the offeror in order to determine that the negoti-ated cost or price is fair and reasonable.
