Performance Measures Performance Surveillance The absence of any contract requirements from the Statement of Work shall not detract from its enforceability or limit the rights or remedies of the Government under any other provision of the contract, including the clauses entitled “Inspection of Services” and “Default”. The government shall use the following surveillance methods and financial disincentives outlined below in order to evaluate the contractor’s performance in meeting contracting requirements. Performance disincentives will be assessed and addressed in writing by the Contracting Officer within 30 days after the end of the period of performance.
· Performance measures – the contractor is expected to complete specific general acceptance criteria with a mutually agreed upon schedule in compliance with the objectives of the statement of work.
· Desired outcome – a service output that meets the standard of performance associated with the statement of work.
· Minimum AQL – the minimum Acceptable Quality Level (AQL) is the lowest percentage of defective service that will be accepted by the government.
· Surveillance method – the means of documenting certain kinds of contract service problems and used to evaluate contractor performance.
· Performance disincentive – the financial consequence for failure to meet the minimum AQL due to previously foreseen and controllable problems that the contractor has not corrected.

Well-trained assessors
Develop and provide training addressing at a minimum: assessment centers, pre-hire screening, background on the Foreign Service Oral Assessment process, and any revisions.
Training must be performed in person at time and location proposed by HR/REE/BEX 80% of responses to survey of assessors after training should be positive regarding usefulness of training
Trainee feedback surveyed after training
Full payment shall be made for 100% compliance.
