About this file

This document contains pricing tables and labor categories for an indefinite delivery, indefinite quantity (IDIQ) multiple award contract solicitation for operations, logistics, and facility support services. The Department of State intends to award approximately three HUBZone set-aside IDIQ contracts to provide services such as engineering, logistics, maintenance, and construction support at unspecified locations. The attachment includes five pricing tables with details on provisional billing rates, ceiling rates, composite indirect rates by contract period, and labor pricing by category and contract year. Labor categories range from laborers and mechanics to engineers, scientists, and project managers. Pricing is proposed through 2024 with a six-month option and materials for facility repairs are estimated at $7.5 million per year. Questions on the draft solicitation are due by November 19, 2018 to be considered.

In this example, if G&A is the only proposed indirect cost rate description applicable to Materials for Facility Repairs, the offeror would multiply, for Contract Year 1 for example, the RFP-specified estimated direct cost of $7,500,000
from cell D156 ("Dir $" column under Contract Year 1) in Pricing Table 4 by the 7.08% in cell C4 above, and the result ($531,000) would be entered into cell E156 ("Ind $" column under Contract Year 1) in Pricing Table 4.

This example blends the sample offeror fiscal year with the following IDIQ effective period, which is specified in Instruction No. 4 in the Price Volume Instructions described in L-016(C)(b) of the solicitation:

Contract Year 1:March 1, 2019 through February 29, 2020
Contract Year 2:March 1, 2020 through February 28, 2021
Contract Year 3:March 1, 2021 through February 28, 2022
Contract Year 4:March 1, 2022 through February 28, 2023
Contract Year 5:March 1, 2023 through February 29, 2024
Six-Month Option to Extend:March 1, 2024 through August 31, 2024
Pursuant to the formulas in columns C through H accordingly:
1. For Contract Years 2, 3, and 4, there are 306 days from March 1 through December 31, and 59 days from January 1 through February 28.
2. For Contract Years 1 and 5, there are 306 days from March 1 through December 31, and 60 days from January 1 through February 29.
3. Contract Year 1, which runs from March 1, 2019 through February 29, 2020, has 366 days because February 29 occurs in 2020.
4. Contract Year 5, which runs from March 1, 2023 through February 29, 2024, has 366 days because February 29 occurs in 2024.
5. Each other contract year, except the Six-Month Option to Extend Period, has 365 days.
6. The formula in cell H9 shows that the ceiling indirect cost rate identified in cell H9 equals the ceiling indirect cost rate proposed in cell B9 because the Six-Month Option to Extend period occurs during the same sample offeror fiscal year.
