About this file

This document contains pricing tables and instructions for an Indefinite Delivery Indefinite Quantity (IDIQ) contract solicitation for operations, logistics, and facility support services. The solicitation seeks to award approximately three HUBZone set-aside IDIQ contracts to provide services such as engineering, logistics, maintenance, and construction support. Offerors are to submit proposed labor rates and other direct costs using the provided pricing tables, which include 381 labor categories covering services to be primarily performed in the U.S., Colombia, and Mexico. The tables also include an example of applying indirect cost rates to materials for facility repairs. The period of performance for the IDIQ contracts is five years including a six-month option. Questions on the draft solicitation are due by November 19, 2018 and interested vendors should monitor the FBO website for award details.

In this example, if G&A is the only proposed indirect cost rate description applicable to Materials for Facility Repairs, the offeror would multiply, for Contract Year 1 for example, the RFP-specified estimated
direct cost of $7,500,000 from cell D157 ("Dir $" column under Contract Year 1) in Pricing Table 4 by the 7.05% in cell C4 above, and the result ($528,750) would be entered into cell E157 ("Ind $" column
under Contract Year 1) in Pricing Table 4.

This example blends the sample offeror fiscal year with the following IDIQ effective period, which is specified in Instruction No. 4 in the Price Volume Instructions described in L-016(C)(b) of the solicitation:

Contract Year 1:September 1, 2019 through August 31, 2020
Contract Year 2:September 1, 2020 through August 31, 2021
Contract Year 3:September 1, 2021 through August 31, 2022
Contract Year 4:September 1, 2022 through August 31, 2023
Contract Year 5:September 1, 2023 through August 31, 2024
Six-Month Option to Extend:September 1, 2024 through February 28, 2025
Pursuant to the formulas in columns C through H accordingly:
1. For Contract Years 2, 3, and 4, there are 122 days from September 1 through December 31, and 243 days from January 1 through August 31.
2. For Contract Years 1 and 5, there are 122 days from September 1 through December 31, and 244 days from January 1 through August 31.
3. Contract Year 1, which runs from September 1, 2019 through August 31, 2020, has 366 days because February 29 occurs in 2020.
4. Contract Year 5, which runs from September 1, 2023 through August 31, 2024, has 366 days because February 29 occurs in 2024.
5. Each other contract year, except the Six-Month Option to Extend Period, has 365 days.
6. The Six-Month Option to Extend Period has 181 days.
