About this file

This is a Questions and Answers document for a U.S. Embassy Baku solicitation for taxi and transportation services (Solicitation Number 19AJ2026Q0009). The document addresses six key inquiries submitted by potential offerors prior to the quote submission deadline of 08 June 2026 at 6:00 PM Baku time.

The questions and answers clarify critical compliance requirements for bidders. Regarding insurance, offerors must obtain Defense Base Act (DBA) insurance, which is mandatory and cannot be waived for Azerbaijan; local insurance policies do not substitute for this federal requirement. DBA insurance quotes must be obtained from carriers listed at http://www.dol.gov/owcp/dlhwc/lscarrier.htm. The Embassy confirmed that DBA coverage applies to civilian employees working overseas on U.S. government contracts. Regarding System for Award Management (SAM.gov) registration, offerors may submit their quote with proof that they have initiated registration; however, completion of SAM.gov registration is a prerequisite for contract award eligibility. The document confirms that the solicitation deadline cannot be extended and requires strict adherence to the 08 June submission date.
