About this file

This file is a Pre-Proposal Conference Questions and Answers document for U.S. Embassy Baku Solicitation 19AJ2026Q0009 for Taxi and Transportation Services, dated 03 June 2026.

The document addresses five key inquiries from potential bidders. Regarding insurance requirements, bidders must obtain Longshore and Harbor Workers' Compensation Act (DBIA) insurance quotes only from carriers listed on the U.S. Department of Labor's authorized carriers list and include these quotes in their pricing proposals. The U.S. Embassy will not assist with SAM.gov registration but will provide registration instructions to all bidders via email. On contract clauses, some are negotiable while others are mandated by U.S. law and are non-negotiable; bidders are advised to review all clauses with legal counsel. The Embassy clarified that licensed taxi-booking platform operators may qualify as "taxi and transportation services" providers if they hold required government licenses and meet all operational, safety, and insurance requirements, effectively allowing both traditional providers and platforms to bid. For pricing submissions, bidders must use maximum distances within each bracket (e.g., 40 km for the 20-40 km range) and provide three pricing components: a base/minimum rate for 0-1 km, per-kilometer rates for each distance bracket using maximum distances, and waiting time rates per minute.

U.S. Embassy Baku Solicita on for Taxi & Transporta on Services

19AJ2026Q0009

Pre-Proposal Conference QuesƟons & Answers

03 June 2026

Q1: DBA Insurance: Are all companies bidding obligated to purchase insurance or provide insurance to the U.S. Embassy?

A1: DBA Insurance: No. Bidders must obtain quotes only from one of the carriers listed in the link provided in the solicitaƟon (Longshore Authorized Carriers and Self-insured Employers | U.S. Department of Labor). Please include the quote in your pricing.

Q2: SAM.gov Registra on: Can the U.S. Embassy assist bidders with SAM.gov registraƟon?

A2: SAM.gov Registra on: No. The U.S. Embassy cannot assist in the registraƟon process, but we will provide all bidders via email registraƟon instrucƟons from SAM.gov.

Q3: Clauses: Are the clauses listed in the solicitaƟon negoƟable?

A3: Clauses: Some are negoƟable, while others are required by U.S. law and therefore are not negoƟable. Please carefully review all clauses in the solicitaƟon with your legal team.

Q4: Transporta on Provider versus Transporta on Pla orm: Can the solicitaƟon be amended to include “transportaƟon plaƞorms,” rather than only “transportaƟon providers”? There are different licenses required for providers and plaƞorms

A4: Transporta on Provider versus Transporta on Pla orm: From our perspecƟve, a “licensed taxi-booking plaƞorm operator,” may legally qualify as a “taxi and transportaƟon services” if it holds the required government licenses and meets all operaƟonal, safety, and insurance requirements.

Q5: Pricing Data: The distance brackets in the solicitaƟon are too large to capture accurate pricing data (pages 5-13). Could you please clarify how pricing data should be presented?

A5: Pricing Data:

For the brackets on pages 5-13 of the solicitaƟon, please use the maximum distance within each range when preparing your quote. For example, for 20- 40 km, please use 40 km.

Reminder, total pricing should include:

1. Base/minimum rate for 0-1 KM

2. Per kilometer rate within each bracket, using the maximum distance

3. WaiƟng Ɵme per minute
