The Q&A document covers both commercial and technical aspects of the solicitation, addressing 104 specific inquiries from potential contractors regarding various service requirements, staffing, cleaning specifications, equipment, security clearances, and contract implementation details.

3. Cover Letter 1 6th paragraph

Since the file volume is large, as per your guidelines, we will send it through several emails. However, combining them would be a task. Therefore, we would like to ask if it would be acceptable to send the files as a single file via a one-click downloadable link, such as OneDrive or WeTransfer?

If oversized Proposals are expected, Contractors must split their submission into separate emails each of which shall not exceed the limit stated in the Solicitation document (30MB). Other forms of submission are not acceptable.

Supplies and cleaning materials should be included in the pricing. However, since the contractor cannot accurately estimate the number of on-site personnel, there is a risk of overestimation to ensure coverage. This could lead to significant cost discrepancies that the contractor cannot absorb, resulting in either the Consulate paying an unnecessarily high fixed monthly amount or the contractor overpricing and losing the contract. To mitigate this and reduce supply costs, would it be possible to price all supplies and cleaning materials based on actual costs, supported by invoices, plus a percentage? This would cover purchasing, delivery, on-site stock control, and placing orders for COR approval based on actual needs and available inventory.

The estimated population of the compound has been updated in the “General” section of the
