About this file

This document is a federal solicitation (Request for Proposal) for custodial and waste removal services at the U.S. Consulate General in Erbil, Iraq. The contract is for a base period of 12 months with two one-year option periods, potentially extending to a total of 36 months. The scope includes comprehensive cleaning services for interior and exterior areas of the New Consulate Compound, covering approximately 11,649 m² of spaces requiring daily cleaning, with additional deep cleaning and specialized services for restrooms, lodging rooms, residential units, and outdoor areas.

The solicitation (RFP Number 191Z2525R0002) involves detailed pricing for various cleaning frequencies, including daily, weekly, and periodic deep cleaning services. Pricing is structured in Iraqi Dinars (IQD) across multiple sub-line items covering standard routine cleaning, deep cleaning, lodging rooms, residential units, exterior areas, swimming pool maintenance, pest control, and waste management. The government will evaluate offers based on technical acceptability, past performance, and lowest price. Offerors must submit technical and commercial packages, provide detailed company information, past performance references, and comply with various federal representation and certification requirements. The proposal response is due by April 7, 2025, at 5:00 PM local Iraq time.

SECTION 1 - THE SCHEDULE

CONTINUATION TO SF-1449,

RFP NUMBER 191Z2525R0002

PRICES, BLOCK 23

1. PRICES AND PERIOD OF PERFORMANCE

The Contractor shall perform custodial (janitorial and waste removal) work, including furnishing all labor, material, equipment, and services, for the U.S. Consulate General Erbil at its new consulate compound located to the northwest of the intersection of Erbil – Shaqlawa Road with the 150-meter-ring road. The price listed below shall include all labor, materials, insurance (see FAR 52.228-3), overhead, and profit. The Government will pay the Contractor the fixed price per month, per year, and per fixture for standard routine services based on the location the services are provided, and a fixed rate per square meter for any temporary additional services that have been satisfactorily performed.

After contract award and submission of acceptable insurance certificates, the Contracting Officer shall issue a Notice to Proceed (NTP) following security clearances. The NTP will establish a start date (a minimum of ten

(10) days from date of the NTP letter unless the Contractor agrees to an earlier date) on which performance shall start.

Because Temporary/Additional Services are based on indefinite delivery/indefinite quantity the minimum and maximum amounts are defined below:

Minimum: The Government shall place orders totaling a minimum of 50,000 Iraqi Dinars or the equivalent US Dollar value. This reflects the contract minimum for the base year and each option period.

Maximum: The amount of all orders shall not exceed 282,000,000 Iraqi Dinars or the equivalent US Dollar value. This reflects the contract maximum for the base year and each option period for temporary/additional services.

The performance period of this contract is from the start date in the NTP and continuing for 12 months, with two (2) one-year options to renew. The initial period of performance includes any transition period authorized under the contract.

1.1 VALUE ADDED TAX

Value Added Tax (VAT) is not applicable to this contract and shall not be included in the CLIN rates or Invoices because the U.S. Embassy has a tax exemption certificate from the host government.

1.2 Offers and Payment in U.S. Dollars.

JAMES ZADROGA 9/11 VICTIMS HEALTH AND COMPENSATION ACT OF 2010 NOTICE:

UNLESS A WAIVER OR EXCEPTION APPLIES, PAYMENTS SUBSEQUENT TO THIS

PROCUREMENT ARE SUBJECT TO AN EXCISE TAX OF 2% PERSUANT TO 26 U.S.C.

U.S. firms are eligible to be paid in U.S. dollars. U.S. firms desiring to pay in U.S. dollars should commit their offer in U.S. dollars. A U.S. firm is defined as a company which operates as a corporation incorporate under the laws of a state within the United States. Any firm, which is not a U.S. firm, is a foreign firm. Any firm that does not meet the above definition of U.S. firm shall submit its prices and receive payment in local currency.
