Summary

PART I -- SECTION B: SUPPLIES OR SERVICES AND PRICES/COSTS

B.1 General The Contractor must furnish and make available all computer hardware, software, professional, technical, engineering, and support services as well as supplies, materials, data, and facilities required to execute this contract IAW Section C, Statement of Work, and per the CLIN language and pricing structure shown herein (except that which is provided as GFE), as requested and authorized by the Contracting Officer..

B.2 Type of Contract The FAA contemplates award of a hybrid contract that includes Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Time & Materials (T&M) and Indefinite Delivery/Indefinite Quantity (IDIQ) CLINs resulting from this Screening Information Request.

The parties agree that the Statement of Work can be accomplished with the CLINs, categories of labor and the quantities shown in this Section.

The Principal North American Industry Classification System (NAICS) code for this requirement is 541512 Computer Systems Integration Design Services. The applicable Size Standard is $25.5M.

B.2.1 Period of Performance This contract includes a Base Period of (3) three years, and 9 option years for a total of 12 years if all options are exercised.

B.2.2 Obligation of Funding and Financial Limitations Funding may be obligated directly against the Contract Line Items (CLINs) or via award of Task Orders or Engineering Change Proposals as described in Section G. With respect to the Indefinite Quantity CLINs included in this contract, the government is obligated to issue delivery orders (or add new CLINs/Sub-CLINs) with a total aggregate value of at least $10,000.

B.2.3 AMS Clause 3.3.2-2 Reimbursement for Travel and Subsistence (April 2010)

a) Travel and subsistence are authorized for work performed under this contract. The contractor will be reimbursed for allocable, allowable and reasonable travel expenses only at the per diem rates specified in applicable Federal travel regulations and in accordance with FAA Acquisition Management System (AMS) contract cost principles for travel costs.

(b) The Contractor must conduct a cost analysis prior to the start of travel to determine the most cost effective means of travel. Alternate airports must be used where available and within a reasonable commuting distance, if it will result in lower costs.

(c) The Contractor must summarize the travel (date and place of the expenses, purpose of the trip, name of person(s) of trip and title or relationship to contractor) and submit the information in accordance with the invoicing instructions in Section G of the contract. The Contractor's travel expense report must be provided to the Contracting Officer at the same time the invoice is submitted for payment.

(d) Travel will be reimbursed in accordance with the above and the Contractor's provisional G&A rate applicable to the time the travel occurred.

(End of Clause)

B.2.4 Productive Labor Hours For purposes of this contract, the Government will pay only for productive direct labor hours, which are those hours expended by Contractor personnel in performing work under the scope of this contract. This does not include sick leave, vacation, holidays, jury duty, military leave, or any other kind of administrative leave. “Productive direct labor hours” include hours expended by the Contractor on matters related to contract management and administration only to the extent those such hours are specifically excluded from indirect rates in accordance with the Contractor’s usual accounting practices.

B.2.5 Ceiling for Services to be Furnished and Prices This contract has a total estimated potential value (TEPV) of $_______________________. The TEPV will also be recognized as the Total Ceiling for this contract.

B.2.6 Labor Category and Rates Contract Line Item Numbers (CLIN)s and Labor Categories listed under CLINs Detail represent the pricing schedule. The price for each CLIN includes any associated CDRLs. The Contractor must receive authorization from the Contracting Officer before initiating work on any CLIN.
