Award will be made to the lowest responsive and responsible bidder based on total bid price, and vendors must perform at least 45 percent of the total contract price without subcontracting. The solicitation includes pass-through allowances totaling $771,000 for utilities resolution ($250,000), unforeseen conditions, security services and wildlife mitigation ($500,000), and modification of existing airfield lighting control and monitoring systems ($21,000), which are not to be included in bid prices and are paid only on actual costs incurred with prior authorization. The project is funded through the United States Department of Transportation Federal Aviation Administration (FAA), and vendors must submit required certifications for Buy American compliance and tax-felony conviction status. All permits, licenses, and fees required by the State of Florida and other governmental entities are the vendor's responsibility to procure and pay for, with costs included in the bid price except where noted as allowances. Vendors are required to submit proof of licensing with their initial response or within three business days of the County's request, and failure to comply with stated timeframes may result in being deemed nonresponsive.
