About this file
This is a solicitation notice document issued by the Fort Lauderdale-Hollywood International Airport in Florida outlining required federal compliance notifications for all airport purchasing contracts, particularly those funded through Airport Improvement Program (AIP) grants. The related contract opportunity involves construction of a new Taxilane ADG III on the airport's westside (Taxilane D), which includes pavement demolition, installation of new airfield asphalt pavement, construction of a vehicle service road, installation of a 12-inch water main, new security fencing, storm water drainage systems, taxiway edge lighting, airfield guidance signage, drainage canal regrading, and landscaping. Vendors must submit responses electronically through BPRO and are required to provide all relevant documents and information, including items listed as optional, to facilitate comprehensive evaluation. The solicitation requires compliance with specific County and State licensing requirements, Disadvantaged Business Enterprise (DBE) program requirements, and bonding requirements, with a designated question submission period for vendor clarification through BPRO.
The solicitation imposes extensive federal compliance obligations on contractors, including Title VI Civil Rights Act compliance, Fair Labor Standards Act adherence, Occupational Safety and Health Act requirements, and Buy American/Build American provisions mandating that all iron, steel, manufactured goods, and construction materials be produced in the United States unless FAA waivers are obtained. Contractors must complete certification of compliance with Buy American preferences, provide debarment certifications for themselves and lower-tier subcontractors exceeding $25,000, certify domestic preference for U.S.-produced goods, comply with foreign trade restrictions, adhere to Davis-Bacon wage requirements, and comply with Section 6002 recovered materials procurement standards. The project is funded through AIP grants, which establish the federal regulatory framework governing the contract and requiring adherence to all referenced statutes, Executive Orders, and FAA policies regarding nondiscrimination, procurement standards, and security compliance including unmanned aircraft system restrictions.
