About this file
This document is a Solicitation Amendment and Questions & Answers for a Request for Qualifications (RFQ) issued by Houston Community College (HCC) for Professional Commissioning Services, specifically Project No. RFQ 25-43. The RFQ seeks qualified commissioning service providers to perform comprehensive commissioning work, including building enclosure commissioning, monitoring-based commissioning, and system validation for HVAC, plumbing, electrical, and low voltage systems. The solicitation amendment was issued on August 11, 2025, and provides detailed responses to potential bidders' questions about the scope of work, commissioning guidelines, software requirements, and project expectations.
The RFQ includes a 25% small business enterprise (SBE) goal, and respondents are required to submit SBE information on Attachment No. 4. Potential commissioning providers must have specific Texas licenses such as CBCP, EBCP, Rx Cp, or CP on staff. The college indicates that projects may pursue certifications like LEED, WELL, and ILFI in the future. Acceptable commissioning and documentation software includes CX Aloy, Facilities Grid, Build CX, and eBuilder. Commissioning guidelines will follow a combination of City of Houston regulations, manufacturer specifications, and ASHRAE 0-19 standards. Interested firms can find additional information about SBE certifications on the HCC procurement website.
