About this file
This is an Addendum #1 issued by Bowman Consulting Group on behalf of Upper Hanover Township, Montgomery County, Pennsylvania, for an Intersection Improvement Project at Layfield Road (S.R. 0663) and Schoolhouse Road (T-239)/Montgomery Avenue. The addendum modifies the original bidding documents and requires all bidders to acknowledge receipt in their bid submissions or face potential disqualification. Sealed proposals will be accepted online via PennBID until 1:00 PM on October 30, 2026, with bid openings occurring at the same time and date. Plans and specifications are available at no charge through PennBID, and bidders may submit questions via the platform by October 23, 2026, at 5:00 PM, though submission does not guarantee responses. The project requires bidders to maintain proof of competency and responsibility in accordance with 67 PA Code Chapter 457 and PennDOT Form 408/2026, with all bidders and subcontractors requiring PennDOT pre-qualification status. Bids may not be withdrawn for sixty days following the opening, during which the Township will review qualifications and conduct investigations.
All proposals must be accompanied by a bid bond or certified check equal to 10% of the total bid amount. The primary modification in this addendum establishes that the Bid Specifications reference Prevailing Wages Project Rates as determined on September 2, 2026, under Serial Number 26-08009, requiring successful bidders to comply with the Pennsylvania Prevailing Wage Act. The Township reserves the right to waive minor informalities, irregularities, or defects in submissions or to reject any or all bids submitted. Contact for the project is Anne W. Klepfer at Upper Hanover Township, 1704 Pillsbury Road, P.O. Box 27, East Greenville, PA 18041, with the project being managed by Dean Carr, P.E., at Bowman Consulting Group, 425 Commerce Drive, Suite 200, Fort Washington, PA 19034.
