About this file
This document is a Surveyor's Report of Subsurface Utility Investigation prepared by WGI, Inc. for the City of Tallahassee Water Resources Engineering, focusing on the Wednesday Street Water Main Replacement project in Leon County, Florida. The investigation, conducted between January 12, 2024, and March 19, 2025, involved detecting and surveying approximately 2,600 linear feet of buried water main, electric, gas, and communications utilities within the project limits from the intersection of Potts Road and Wednesday Street to the intersection of Capital Circle NE. The survey utilized Quality Level B and Quality Level A methodologies as defined by ASCE 38-22 standards, involving geophysical searches, One Call services, and ten test hole excavations to precisely map underground utility infrastructure.
The project is funded entirely by local sources, with no federal funds involved, which exempts it from certain federal provisions. The accompanying state and local contract opportunity description indicates the project will involve installing approximately 2,505 linear feet of new water main, including associated valves, services, meters, fire hydrants, and fittings. Additional scope includes sediment and erosion control, material disposal, traffic maintenance, and restoration of disturbed areas. A mandatory pre-bid meeting was scheduled for November 18, 2025, at 2:00 PM EST via Microsoft Teams, with specific dial-in information provided. The investigation report emphasizes that while comprehensive, the utility data should not be solely relied upon for precise utility connection designs, and standard utility damage prevention protocols must still be followed during construction.

3. TYPE OF SURVEY
The purpose of this investigation was to detect, designate, interpret, approximately 2600 lineal feet and survey the locations of buried water main, electric, gas, and communications within specified project limits identified by the Client.
This report depicted the results of a subsurface utility investigation performed in general conformity with the Quality Level B and Quality Level A definitions of ASCE1 38-22 Standard Guideline for Investigating and Documenting Existing Utilities.

4. METHODS USED TO COLLECT AND DEPICT UTILITY INFORMATION
One Call
WGI contacted Sunshine 811 One Call of Florida (SSOCOF). Design Ticket No.
222303762 and 071509488 were issued to WGI. Using the design ticket record of Utility Agency Owners (UAO), WGI contacted each UAOs (see Table 1.) to request utility records for the project site. However, no records, oral nor written, were provided to WGI other than responses included in the design tickets (See Table 1.). WGI did not perform any utility records research on this project.
Geophysical Search
WGI used a Mala Locator System ground penetrating radar (GPR) device and Vivax Metrotech Utility Line Locator, Model 9860XT to sweep for known, suspected, and unknown utilities within the specified project limits.
Quality Level B Designating
WGI performed ASCE 38-22 Quality Level B subsurface utility designation of the Meginnis Arm force main using geophysical prospecting equipment: Mala Locator System ground penetrating radar (GPR), Vivax Metrotech Utility Line Locator, and Rigid SR-60 Seek-Tech Utility Line Locator.
WGI and affected utility agency owners marked existing underground utilities at the ground surface in accordance with the American Public Works Association Uniform Color Code. Paint marks were sprayed on the ground representing the approximate centerline of a utility feature.
Quality Level A Locating
Test hole locations were selected by the Client in consultation with WGI. After utility designation, WGI deployed its Vacuum Master 4000 truck to the project location.
Operations personnel performed excavation and soil extraction at individual test holes to determine type of utility, depth, and size of utility. After backfilling test holes, a geospatial survey crew performed a horizontal and vertical survey to accurately determine three-dimensional coordinates of each exposed utility. WGI operated a Spectra SP80 Global Navigation Satellite System (GNSS) receiver, Topcon Easy Station (ES) Series Total Station, and the Spectra Precision Ranger 3 data collector to verify project datum with published control. After checking and verifying project datum, the survey crew surveyed and georeferenced the marked existing utilities. This is the process known as Quality Level A (QLA) utility locating, as defined by ASCE 38-22. A total of ten (10) Quality Level A test holes were performed for this task order.
Utilities were marked with paint at the ground surface in accordance with the American Public Works Association Uniform Color Code. Paint marks were sprayed on the ground representing the approximate centerline of a utility feature. WGI also photographed the immediate position of each test hole that included paint marks, where designation was performed.

9. DATA LIMITATIONS
This report presents spatial data of existing utilities to allow new infrastructure to be designed above, below, or around the existing utility features. The utility data is not intended for the design of a new utility joining an existing utility. Quality Level A or B data presented in this report may not be accurate or precise enough to be relied upon for the design of utility connections or taps to existing or proposed pipelines and conduits.
Quality Level B data should not be used where exact horizontal and vertical measurements are necessary.
The absence of utilities does not guarantee there is a finding of “no utility conflict.”
Utilizing WGI’s subsurface utility investigation services does not relieve any party from its obligation to contact the utility damage prevention system before construction excavation begins. Utility marks placed on the ground by WGI are not to be used for construction purposes.
Geophysical prospecting techniques are subject to outside interference which are beyond the control of WGI and may impede the effectiveness of utility detection. Soil conditions, utility material, size, depth, groundwater salinity, and soil conductivity may prevent detection of some underground utilities. Therefore, there is no guarantee that all utilities have been detected and located.
Certain surface obstructions may have restricted access to some utility features. In such cases, subsurface investigation was concluded at the sole discretion of WGI after determining that all reasonable resources, means, and methods have been exhausted.
Such occurrences, if any, are specifically noted in this report.
