About this file
This document is a Special Provisions file for a municipal infrastructure project involving the City of Tallahassee and Leon County in Florida, specifically for the Wednesday Street Sewer Improvements project. The contract involves installing approximately 2,505 linear feet of new water main, including associated valves, services, meters, fire hydrants, and fittings. The project scope encompasses infrastructure replacement, sediment and erosion control, material disposal, maintenance of traffic, and restoration of disturbed areas including driveways, curb and gutter, and pavement. A mandatory pre-bid meeting was scheduled for Tuesday, November 18, 2025, at 2:00 PM EST via Microsoft Teams, with specific meeting details and dial-in information provided.
The project is locally funded, with no federal funds involved, which means certain federal provisions do not apply to this contract. Construction operations are restricted to between 8:30 am and 7:00 pm Monday through Saturday, subject to approval from City of Tallahassee Traffic Engineering and Underground Utilities and Public Infrastructure. Multiple permits have been secured for the project, including an NPDES Permit, City of Tallahassee Water & Sewer General Permit, Right of Way Permits, and a Florida Department of Transportation Utility Permit. The contractor will be responsible for examining and complying with all permit conditions, and must pre-approve any offsite staging areas with Leon County's Department of Development Support and Environmental Management or the City's Growth Management Department.
