1630J3-18-R-00002 – Bamberg JCC w/ OA CTS Questions & Answers

1. Q: Request the government confirm the projected Award Date for this solicitation?

A: The projected award date is the date reflected within the solicitation’s schedule B.

2. Q: Solicitation 1630J3-18-R-00002, I. Proposal Format (page 82) The chart included in Paragraph I details the page limits for the Slides and Written Narrative. Are Title/Cover page or divider slides (“tabs”) included in page count?

A: Refer to page 83, d. Page Count.

3. Q: Solicitation 1630J3-18-R-00002, I. Proposal Format (page 82) Instructions for how the Offeror is to format (separated, bound, and formatted) are not included in this paragraph. How does the Government want each section and each set of slides bound?

A: Offerors are to adhere to the instructions as outlined within the solicitation under L.6 INSTRUCTIONS FOR

PROPOSAL SUBMISSION.

4. Q: H. Oral Presentations, Para H (e) Narrative Section and I. Proposal Format Format/Content instructions for the “Narrative of Oral Presentation” listed in the Proposal Format chart is unclear. Is the information presented in this volume in addition to information in the slides and written volume, or should it reflect what is being submitted?

A: The offeror shall submit a final version of their planned Oral Presentation materials as part of their written submission. The offeror shall also provide an electronic copy of the final presentation slides along with a written narrative that reflects the oral presentation.

5. Q: Para C.3.C.13, Career Technical Training; subject paragraph details both On Center and Off Center CTT slots. Request the government confirm the number of Off Center Training (OCT) slots.

A: Refer to page 16 which provides the total number of On Center and Off Center slots.

6. Q: Para B.2, Pricing Schedule, Para C.1.C, Center Design and Para C.3.A.1., Direct Outreach and Admissions, and Para F.5, Deliverables. There appears to be discrepancy in the Arrival goals listed in different sections and paragraphs of the solicitation. For example, in the Pricing Schedule, the arrival goal is 203, at Paragraph F.5 Deliverables, the goal is 320, and there are no goals listed within the Program Content paragraphs (C.3.A.1). Request the government clarify the Arrival Goals for the Bamberg Job Corps Center.

A: There is no discrepancy with the paragraphs. The OBS for Bamberg is 203. The deliverables table at F.5 is the annual arrival by month inclusive of the historical weekly termination rate.

7. Q: Request the Government define the electronic media (CD/DVD or Flash Drive) Does the Government want 6 individual electronic media (1 per volume) or 1 Electronic media with all volumes?

A: The offeror is to submit the electronic versions of the volumes on a flash drive. The way the offeror chooses to submit the flash drives is at their discretion.

8. Q: We request that the PowerPoint from the Pre-Proposal conference be posted online for offerors who were unable to attend, so that all bidders may have same written information.

A: All of the information provided at the Pre-Proposal Conference is outlined within the solicitation.

Additionally, those in attendance were provided an opportunity to visit the site and tour the campus.

9. Q: Will a list of GSA vehicles assigned to this contract be provided?

A. The listing will be uploaded as an attachment to the solicitation.

10. Q: Where is the Off-center training and to what trade are the 6 OCT training slots, associated? Please provide trade or MOU around which OCT training is provided. Without this information, the incumbent has an unfair advantage in response to this solicitation.

A: This is at the discretion of the awardee. The government does not provide copies of MOUs to the public.

11. Q: In the posted J-1 for the Bamberg procurement, some of the formulas appear to be wrong. The formulas are inconsistently applied. Using the current formulas for some areas, not all dollar values would be added, leaving the submitted costs to be less than actually would be incurred, resulting in a shortfall for the contractor.

An example of the type of formula errors we are seeing are listed below:

LINE 11 - Medical Personnel Expenses: CELL B67 is only adding information in lines between B53 - B66.

B53 is in the middle of “Support” but has not added any of the FTEs above it. Same issue is occurring with Cells M67, X67, and AI67.

Please advise if formulas will be corrected or if a contractor can adjust the formula to ensure correct information is properly added.

A: The contractor can adjust the formula to ensure the correct information is populated. The error within the template has been sent to the author for updates for future requirements.

12. Q: On page 83, the Proposal Sections listing indicates a Narrative of Oral Presentation, written, 20 pages.

On page 81, item C. Topics, the Oral Presentation Topics are shown. Is the 20 - page requirement for the Narrative of Oral Presentation to explain the slides for the Topics as listed on page 81?

A: Refer to L.7 Proposal Content for instructions of the written narratives.

13. On page 83, item c, page numbering: "For Technical Approach and Staff Resources, each presentation slide must identify the corresponding page number in the associated written narrative." Is the page number to be referenced on each of the 60 slides referring to the 20 page narrative or the 85 page Technical Approach?

A: The page on the slide will refer to the applicable page of the written narrative for each Factor.

14. Q: B.2 Pricing Schedule - For the firm fixed price section for OA & CTS each billing point is allocated 60/40 of total cost with the 40% being predicted on a future period (90 days – OA & 6 months CTS). In the RFP Section G.15 A (Payment) pg. 34-35 it states that a payment 60% of either OA arrival or CTS placement will be made with the remaining 40% payment made upon final verification of arrival or placement. There is no mention of 90 day period for OA or six month period for CTS.

A: The remaining 40% payment will be made upon final verification of arrival or placement for OA & CTS.

15. Q: Section G.12 Demand for Payment for Failure to Maintain Staffing Levels (pg. 33-34). This section states that damages will be assessed at the rate of 50% of the value of the specified vacant position for days vacant 31-60 and 100% for over days over 60. This language was included in the new RFPs in which the personnel costs were proposed at a fixed price. However, the Bamberg RFP is a cost reimbursable for operations with fixed price for OA/CTS. For clarification does G.12 only apply to the vacant positions that fall under the fixed price portion of the RFP (OA/CTS) and does not apply to center operations positions which fall under the cost reimbursable portion of the contract?

A: Section G.12 applies to the positions outlined in the chart at the top of page 34 right above the referenced statement.

16. Q: Will the center be able to send arrivals to other centers in the Atlanta region? If so, will the contract receive credit/payment if applicants are received at other centers in the region?

A: Yes, the center can send arrivals to other centers in the Atlanta region with the approval of the Regional Office. The contractor can only be reimbursed up to the number of goals on the contract.

17. Q: Are the J-1 and J-3 schedules required for OA/CTS since these are FFP?

A: Yes

18. Q: In reference to Residential Counselor positions, Are offerors allowed to have staff in the dormitories supporting student living and development and Residential Counselors that are not categorized themselves as Residential Counselors?

A: Yes

19. Q: Section L.6.H.c. Topics for the oral presentations includes the topic “Operate center during multi-year million dollar renovation”.

Is there is a current multi-year million dollar renovation plan?

If so, what is the renovation plan and schedule?

A: The topics for the oral presentation should be the same as the Sub Factors for each applicable Factor. Page 81, c. Topics – The offeror’s oral presentation will address the following:
