Mitigation Mitigation Date
RADON EXPLANATORY NOTES
The US Environmental Protection Agency (EPA) has established a radon action level of 4.0 picoCuries per liter (pCi/L). Occupied buildings with radon concentrations less than 4.0 pCi/L do not require radon mitigation; un-occupied buildings, or those buildings which are occupied only infrequently for brief periods of time, also do not require radon mitigation. Occupied buildings with radon concentrations greater than
4.0 pCi/L require radon mitigation and verification of radon reductions as soon as possible, with priority given to dormitories and student recreation buildings. Occupied buildings with radon concentrations greater than 20.0 pCi/L should be considered significant radon exposure hazards, and priority for mitigation should be given to buildings with these highly elevated radon concentrations.
Radon mitigation techniques include: (1) adjustment of the building HVAC system to create a positive pressure within the building; (2) sealing of foundation wall cracks, penetrations, or other openings;
(3) sealing crawlspace openings and sump pits; (4) installing an active subslab depressurization (ASD) system.

Utility power is brought underground to the state-owned Electrical Substation Structure E, located on the site just northeast of Main Building 1. Structure E is composed of a primary meter and primary switchgear having two fused switches, one for each of two 750 kVA transformers (120/208V and 480/277V wet-type), within this fenced enclosure. The majority of power being utilized on Center is routed underground from Structure E transformers to Building 1, and then from Building 1 to other buildings via underground utility tunnels. Another primary feeder from Structure E is provided for overhead distribution to pole-mounted transformers supplying power to smaller buildings (Buildings 4, 5, 6) throughout the site. The utility company has a small non-metered pad-mounted primary transformer, adjacent to Structure E, for supplying power to utility-owned and maintained pole-mounted security lighting on Center. The state-owned wastewater treatment plant, slightly remote from the main campus, has its own separate utility connection and building-mounted secondary metering. A 60 kW diesel Kohler generator and Kohler automatic transfer switch is provided at the sewage treatment plant. A 7 kW gasoline Kohler generator with Kohler automatic transfer switch, located at Building 9, provides emergency power to select stairwell and fire escape lighting at Main Building 1.

Buildings on Center are connected back to the server closet in a mesh configuration utilizing fiber, and VoIP is used for both data and telephone communications. An older analog phone system, still maintained by the Center, is in use for student pay phones and for emergency backup with access at a few locations. A localized intrusion detection security system which alarms at Security Gatehouse Building 10 is provided at the first-floor finance and administration area of Building 2. The fire alarm system in the Center was upgraded recently. How ever the pull stations with glass rod links were not provided with protection from being accidentally broken by students.

The asphalt roof shingles have a 30 year warranty.
Remaining life of roof is estimated based on visual inspection during October 2017 Facility Survey.
Half of the shingle roof on the main building wing was recently replaced with plastic slate-like shingles.
The roof was repaired after water leaks damaged the main (center) wing top floor.
These roofs are on the west and east wing 1929 additions. They are only visible on aerial photos.

There are a small number of fan coils, unit heaters and convectors located in bathrooms, storage areas, offices and the fourth floor of the building.
The heat pump water loop temperature is maintained by a steam-to-water heat exchanger. The steam is provided by three gas-fired boilers located in Building 9. The 2 main loop circulating pumps (one running, one standby) are manufactured by Taco, model TA1230BBN1A2L0 centrifugal pumps, each rated at 1218 GPM at 110 feet of head. They are powered by 50 HP motors equipped with variable frequency drives. The water source heat pumps are all manufactured by Trane and range from 250 CFM in dorms and offices to 3330 CFM for common areas, outdoor air units, and kitchen makeup air units. The larger heat pumps are also equipped with hot water coils in the supply ducts. By far, the most common heat pump manufactured by Trane is model WPCE00619B20L31.

Cooling is provided to the warehouse in the basement by a split heat pump system. The outdoor condensing unit is manufactured by AAC, model HP29-090-3Y and the indoor air handler unit is manufactured by Lennox, model CBH17-95-3, with a cooling capacity of 7.5 tons.
Three split heat pump systems provide heating and cooling to the administrative offices on the first floor. The outdoor condensing units are all manufactured by Goodman, model SSZ140-1BB. The cooling capacities range from 2.5 ton to 5 ton and utilizes refrigerant R-410A. The indoor air handler units are also manufactured by Goodman, model ASPT, with electric supplemental heat. The air handler units are located in the closet spaces of the ATM room, Finance/Administration Manager's office and the Finance Assistant's office.
Cooling is provided to the Center Director's office by a mini split ductless system manufactured by Daikin, model RXN18KEVJU5, with a cooling capacity of 1.5 ton. The mini split ductless system was built in 3/2014 and utilizes refrigerant R-410A.

Comments: The electrical service to the building is drawn from a switchboard located in the basement of the main building via the underground tunnel. A 600A, 480V feeder serves a 600A main distribution panel (GE, Spectra series) with a 600A main circuit breaker (MCB). This service provides power to HVAC equipment and to a 225 kVA transformer. The transformer provides 120/208V power to a single-section switchboard (Square D, QMB) fused at 600A. The electrical distribution system in the building also has three 225A panelboards with 225A MCB (one for each floor) and several 100A main-lug-only loadcenters. A 300A, 480V circuit breaker in the main distribution panel serves Gym Building 14. The building has a smart meter.

FIRE ALARM
Comments: The fire alarm control panel is a Silent Knight 5700 located in the sub-basement. There is additionally a Cerberus Pyrotronics MXL IQ fire alarm panel and remote fire alarm annunciator panel located in the basement that was added with the addition of duct smoke detectors. Fire alarm audible devices are bells.
Comments: Two T1 communication lines enter Center's main data communication equipment located in the Center main server closet (MC) on the basement level. MC is provided with Cisco 1700, 1800 and two 3500 series integrated service routers and Cisco Catalyst 3500 and 6500 series switches. A smart UPS 1000 battery buffers the power surges and drops in the line voltage and maintains the power requirement of the system for several minutes. Buildings on Center are connected by fiber in a mesh configuration back to this server closet. The system uses VoIP for both data and telephone communications. A localized intrusion detection security system is provided at the first-floor finance and administration area. This system has a security panel and Safe House remote annunciator panel, motion detectors, magnetic door contacts and an external building siren, and also notifies Security Gatehouse Building 10.
