Question # RFP Section Question ANSWER:
1.
Due Date
Please clarify the proposal submission due date. The RFP SF 33 form states 09/17/2018, while FBO states 09/19/2018.
Closing date and Time is 9/24/2018 at 2:00PM ET.
2.
N/A
We are aware of the pilot program (My Pace) being offered at Woodstock. Is there an additional cost associated with the pilot? Should we be aware of and address any of the particulars of the program in our response to this solicitation?
If so, will the government be providing documents related to the pilot program.
There are no additional costs to the center operator for the
My PACE Pilot and there is no requirement to address the pilot in the response to this solicitation.

Page 3, Section B.2
Please clarify the second paragraph that states: “FFP CLINs 0002, 1002, 2002, and 3002 in the Pricing Schedule shall be based on fully burdened hourly rates.” The referenced CLINs are not consistently used for cost categories related to
“hourly rates.” For example, CLIN 0002 includes SubCLINs such as academic supplies, clothing, dorm supplies, etc The solicitation is clear on its face.
4.
Page 3, Section B.1 & Page 20, Section C.3.D
As the CTS component of the contract is firm-fixed-price, it is critical to have accurate estimates of students (production).
The anticipated annual inflow of 850 students for CTS services appears high for contract year 1, considering the PY17 pool was only 641. Additionally, the anticipated inflow would only be achieved if the applicable centers’ OBS were at full capacity.
Based on the current OBS situation, it appears the number of students available for CTS services will be less than 850.
Will the government consider revising the first year’s anticipated inflow and therefore quantities?
The 850 total students for CTS services is accurate and comparable to the expected placements based on the arrival goals of the MD OA of 898 as well as the training capacity of the
MD Centers. There other centers within the state of Maryland and proximity that graduate students who will remain in the
State of Maryland due to the extensive employment opportunties.
5.
Page 6, Section B.2, Pricing Schedule
As the CTS component of the contract is firm-fixed-price, it is critical to have accurate quantities for pricing purposes.
The pricing schedule includes quantities equal to the anticipated inflow of students for these services.
In the PRH, DOL/Job Corps has outlined the expectations for placement services at 83% of students (grads & former enrollees).
Please explain why the quantities in the Pricing Schedule are higher than the standard DOL/Job Corps performance expectations.
The quantities should better align with the DOL/Job Corps performance measures for each tier. A thorough review was completed and amounts are accurate based on contracted OBS levels.
6.
Page 3-12, Section B.2
The narrative and the Pricing Schedule reference 6-month follow-up for CTS services. This reference is outdated. Please confirm the references to 6 months should be replaced with Q2 Survey.
The Q2 Survey is considered WIOA and Job Corps terminology and would be the correct report that will be used to get credit for the 6-month placement.
The 6-month is used in this procurement process to let those outside of Job Corps to understand the process and timeframe imposed to recieve credit.
7.
Page 6, Section B.2, Pricing Schedule
If the CLINs related to 6 Months represent the Q2 Survey credits, the quantities should differ from the related initial placement quantities.
The Q2 quantities are not identical to the number of students receiving placement services, nor the number of students initially placed.
The current DOL/Job Corps goal is 80% of the students responding to the survey should have positive responses indicating they remain placed in a job.
An example is provided as a reference:100 students surveyed 50 students respond (response pool) 40 students expected to be placed (80% of response pool)
In this RFP, the Q2 Survey quantity should be based on 80% of an estimated number of respondents. Please consider revising the quantities for
CLINs 0010, 0012, 1010, 1012, 2010, 2012, 3010 and 3012. See Question #5.
8.
Page 4, Section B.2
The narrative regarding the former enrollees at the top of the page appears incorrect. Please confirm the following statement should be revised as identified:
Original: “…the contractor shall use 60% of the total price for initial placement and former enrollees and 40% for former enrollees.”Revised:“…the contractor shall use 60% of the total price for initial placement of former enrollees and 40% for Q2.”
The section should read "When proposing pricing for FFP CLINs XX11 and XX12, Career Transition Services for former enrollees, the contractor shall use 60% of the total price for initial placement and 40% for the total price at 6 month follow-up."
9.
Page 4, Section B.2 & Page 90, Section L.7, Factor 5, c
The RFP provides conflicting instructions about proposing performance and cost incentive fees. Section C instructs offerors to propose the maximum rates at 1.4% and 3% for performance and cost, respectively. Section L directs offerors to propose the average at 0.7% and 1.5%. Please clarify the rates to propose. Section L will be revised. Offerors shall propose the average rates.
10.
Page 5, Section B.2, CLIN 0001 & Page 91, Section L.7, Factor 5, e
Please clarify whether the Phase In costs will be cost reimbursable, or if the amount is firm-fixed-price. Section L requires the offeror to propose phase-in costs.
Is the government-identified amount of $150,000 an NTE limit? Should the offerors replace the amount with the proposed phase-in amount? 4. For CLINs 0017-3017, Demonstration Projects, will the Government be provide an NTE amount for any CLIN noted as “TBD”? Solicitation is clear on it's face. Offerors do not propose pricing on NTE/ TBD CLINS .
11. Page 5-12, Section B.2 Will the contractor receive payments for placements exceeding the goals in any given year? The instant award would only be for the Government's current requirement.
12. Page 6, Section B.2 Please confirm the Equipment CLINs 0015, 1015, 2015 and 3015 will fund center operations AND CTS equipment needs. Correct.
13.
Page 14, Section C.1.D,Page 22, Section C.3.E.7 & Page 29, Section F.5
Based on the new requirements of the RFP, various sections of the PRH are not relevant and/or require revision.1. The PRH is referenced in the RFP as the requirement to follow including complying with all updates and amendments. The requirements must be held constant based on time of proposal/award.
Otherwise, as the program lines are fixed price (Lines 01, 02, 03 and 04 – Academic and CTT), contractors will be forced to submit
Requests for Equitable Adjustments (REA) regularly as the proposed/fixed contract prices will be based on the current requirements.
The Job Corps’ annual revisions to the performance measures also have cost implications that may impact the fixed price lines.2.
Provide a description of the monthly contract reporting responsibilities, as the PRH financial requirements must change with the implementation of the Fixed Price components.
The RFP includes the contract clause about financial management according to the PRH. Currently the PRH does not address financial management of a Firm-Fixed-Price contract.
As the majority of the CLINs are fixed price, please confirm the contract will be granted a PRH waiver for budget and expense reporting of FFP lines.
These changes may also require FMS system revisions.3. Section F.5 cites Exhibit 5-2, which requires a lot of financial reporting for cost-reimbursable contracts.
Please confirm the financial requirements are only applicable for the cost-reimbursable CLINs.
The ePRH is currently in process of being updated to reflect the financial reporting process of the FFP contracts as well as the reporting systems. Financial requirements are shown in the RFP for the process of the FFP contracts and further guidance will be given upon award.
14.
Page 19, Section C.3.C.13
Please clarify the CTT trades as the listing does not align with the latest CTT-10 report. The differences are listed below:Bricklaying (NTC) – 20 (RFP);
0 (CTT-10)Carpentry (NTC) – 20 (RFP); not listed on CTT-10 Office Administration – 30 (RFP); 30 (CTT-10) The trades listed in Section C are accurate and portray what will be in place upon award of contract.
15.
Page 19, Section C.3.C.13
Where is the Nurse Assistant/Home Health Aide program offered? Are the 30 slots part-time or full-time slots? Nurse Assistnant/Home Health Aide program is a 30-slot program. Refer to PRH for guidelines on this program.
It is currently being offered at Community College of Baltimore College. It is up to the offeror to submit a clear proposal on how this program will be administered.
16. Page 19, Section C.3.C.13 Are the 6 ACT slots part-time or full-time slots? These are 6 Full-time ACT slots and proposals should reflect this amount according to the guidelines of the PRH
17. Page 20, Section C.3.D The Post-Center Career Transition Services section is not marked as applicable. Please confirm the “IS” box should be marked. Yes, the requiremenet contains Post-Center Career Transition Services.
18.
Page 6, Section B.2, Pricing Schedule; Page 31, Section G.3
& Page 89, Section L.7, Factor 5
Several sections describe capital line items including: CRA, equipment and CTST stating the offeror shall not propose costs, nor charge indirect cost or fees on these categories. Please clarify whether indirect costs and fees can be allocated to the Travel CLINs 0013, 1013, 2013 and 3013 that are also referenced in the Pricing Schedule CR NTE section. Travel and training costs are not capital-type expense, but instead are part of the contract’s direct costs, similar to other costs charged to the contract. NTE's are set by the Government. Offeror's should not propose on NTE lines.
19.
Page 31, Section G.3.1
This section states fees will be based on achievement of goals, performance measures may fluctuate from year to year, and relate to goals with the
Job Corps OMS.It’s understandable that the goals may fluctuate each year, but will the RFP/contract clearly outline the specific contract goals for each year and the performance expectations so the offeror knows the contracted expectations and the potential fee results? If so, please provide them in the RFP. The solicitation is clear on its face.
20.
Page 32, Section G.3.2
The cost incentive fee section excludes FAR-required information. FAR 16.405-1, Cost-plus-incentive-fee contracts, states: “This contract type specifies a target cost, a target fee, minimum and maximum fees, and a fee adjustment formula.” The Cost Incentive Fee range is 0% Min to 3.0% Max. The RFP does not describe how the contractor is able to earn the max or may be reduced to the min. Please confirm the following for clarity in the contract and compliance with the FAR:a. The total of the Cost Reimbursable CLINS 0004 and similarly in option years, are the “Target Cost”; b.
Average Cost Incentive Fee represents “Target Fee;” c. The Fee Adjustment Formula is 50% government and 50% contractor for over runs and under runs, consistent with other Job Corps contracts. d. Will the form be revised or another form included outlining the target costs by year for center operations? Other Job Corps RFP’s have provided a Cost Incentive Fee table outlining these components. e.
Please confirm contractors are allowed to invoice performance and cost incentive fees throughout the contract years at the proposed fee amounts. The solicitation is clear on its face.
21.
Page 32, Section G.3.3
The fee section describes the potential for contractors to earn a “technical performance excellence bonus” in addition to the regular technical performance fee. A rate and calculation must be identified in the proposal/contract. Please confirm the rate is 0.50%, as outlined in other Job Corps RFP’s.
Will the government revise the fee table to include the performance excellence bonus? The solicitation is clear on its face. This excellence bonus, if applicable, could vary from year to year and will be set by the Government.
22. Page 32, Section G.3.3 Please clarify the Management Fees. Are these fees fixed in the contract and billed as a standard monthly amount? Correct.
23.
Page 35, Section G.5.h
The invoicing section references a Staffing Report from the FMS system for assessing damages. Is this a new report? The current FMS system report is not adequate for this purpose. Please clarify. The solicitation is clear on its face.
24.
Page 35, Section G.5.i
1. Section G.5.i is titled “Outreach Admissions and Center Transition Costs.” Please confirm this should be revised to “Outreach Admissions and Career Transition Services”. 2. Please confirm the reference to Q4 should be removed as the pricing schedule does not include CLINS related to Q4. The solicitation is clear on its face.
25.
Page 35, Section G.5
It appears this contract will have a different invoicing process from the current PRH procedures for vouchering. Will the government provide the new procedures and a standard invoice worksheet to properly bill the government? This is a question for after contract award.
26.
Page 36, Sections G.7 & G.8
To identify the rates in Section G.7 consistent with the narrative in Section G.8, please confirm the Student Per Day Cost should include a calculation multiplied by 15% to identify the rate at 15% of the Student Per Day Cost. The solicitation is clear on its face.
27.
Pages 36-37, Section G.10
Please confirm the charge for an invalid placement is only applicable to the initial placement and will only be assessed if the contractor has been compensated for the initial placement. If the contractor has not been compensated, there is no harm to the government; the CTS firm-fixed-price contract is billed on a per unit price basis.
The contractor will be liable for the repayment of the invalid replacement if the contractor has already been compensated for the initial placement.
28.
Page 37, Section G.11
Please confirm the assessment for the misreported CTT completion should be revised to $500. According to the PRH, Exhibit 6-2, the payment to students for
CTT completions is $500, not the $750 referenced in the RFP The $500 is the correct amount for misreported CTT completion per PRH Exhibit 6-2.
29.
Page 37, Section G.12
The language of this section is not clear or adequate for contract implementation. As the RFP later becomes the contract, the language must be clarified/revised.
According to FAR 11.501(b), “Liquidated damages are used to compensate the Government for probable damages. Therefore, the liquidated damages rate must be a reasonable forecast of just compensation for the harm that is caused by late delivery or untimely performance of the particular contract.” 1. The RFP states that the contractor agrees to have a maximum vacancy rating not exceeding 4%. Please define the financial or liquidated damages assessment for exceeding the 4%?
The RFP is not complete in this regard. This would be double jeopardy to assess for a vacancy rate exceeding 4% as well as a specified fill rate for designated positions.
2. Please clarify how the allowable maximum vacancy rating of 4% or less is calculated (based on vacant FTE’s or salary amounts). The calculation must be standardized and defined in the contract.3. In the 4% maximum vacancy limitation, how will considerations/adjustments be made for the following: a. Coverage provided by other positions, substitutes, overtime, etc. Contractors propose coverage for vacancies in critical areas, such as security, residential living, etc.b. Proposed float savings -
With the expectation that turnover and vacancies will occur, it has been standard practice to propose float/vacancy savings and reduce the proposed costing accordingly.4.
Please detail what is meant by the “value specified for the vacant position”. Assessments at 50% or 100% of a specified position rate after 31 or 60 days seems punitive.
5. Please confirm the assessments for vacancies only pertain to the position titles identified in the chart, not to other vacant positions.
6. Please confirm the liquidated damages will be executed via contract modification by the Government before the contractor is to subtract the amount from a subsequent voucher; otherwise, the contract will not reconcile.7. How will the government determine the 30-day vacancy window?
How will this be reported to the government?8. The chart of positions includes Security Personnel. As the other positions in this listing are management or senior staff, please confirm the reference of “Security Personnel” should be revised to “Security Supervisor.”
The Solicitation is clear on its face
30.
Page 37, Section G.13
There are numerous concerns with the Changes to OBS section.
1. The references to a surge in OBS or sustained increases in OBS of 10 or more contradict the language on page 14 describing the specific number of students in the
Center Design. As many of the center operations costs are firm-fixed-price, contractors are obligated to operate at the contracted OBS; any OBS levels above the contracted
OBS level would require an equitable adjustment. Does this mean contractors are authorized to accept students/arrivals exceeding the contracted OBS? 2.
The reduction for sustained decreases in OBS of 10 or more students cannot be quickly calculated using the per student price in Section G.7. a.
This procurement does not include the OA component, so the responsibility to provide arrivals and meet the OBS level is primarily contingent on another contractor’s performance.
b. Job Corps policy and program changes significantly impact the OBS levels and student retention (i.e., enrollment freezes, student retention policies, behavior discipline guidelines, etc.), which are not within the contractor’s control. c. The per student price is comprised of both cost-reimbursable components
(food, other medical, etc.) and firm-fixed-price (FFP) components (academic supplies, clothing, etc.). Any modification to the contract, must be identified by each CLIN, identifying the cost reimbursable CLINs separately from the FFP. d. The per student price includes many fixed costs that are not eliminated or reduced simply with the decrease of 10 students; not all costs are variable. With a decrease of 10 students, staff in several areas and other direct costs would not be reduced proportionately with the OBS change, or at all. For example, the PRH mandates certain staff-to-student ratios (1:18 in academics, 1:15 in certain CTT trades, medical services, etc.); support staffing (food services, administrative, etc.) does not fluctuate by small OBS changes; and other costs such as utilities, facility maintenance costs, etc. are not impacted. Additionally, the decrease in students likely would not affect only one classroom or one dorm. e. If the contract has significantly low OBS, staff positions may be vacant. The reduction for the decrease in students and assessment for staff vacancies result in a double charge to the contractor for some of the same costs. f.
As described in Section G.8 about improperly retaining students, the government acknowledged by applying a percentage to the Student Per Day Cost
(15% x Student Per Day Cost x # of days) that many of the costs are fixed. A percentage of the total cost is more reasonable for low OBS.
The solicitation is clear on it's face.
31.
Page 38, Section G.15.A
In #3, please confirm the reference to “arrival” should be replaced with “placement”.In #4, please confirm the reference to final acceptance of placements refers to the 6 month/Q2 CLINs-0010, 0012, and so forth in the option years.
#3 reference to "Arrival" Should be replaced with "Placement". In #4, the final accpetance of placements does refer to the information that will be found on the 6-month/Q2 survey report.
32. Page 42, Section H6.B Please confirm the reference to Attachment J.14 should be corrected to Attachment J.16 for the Davis-Bacon wage determinations. The solicitation is clear on its face.
33. Page 42, Section H6.C The Prevailing Wage/Minimum Required Occupational table is blank. Please provide the required minimums. These are not provided due to fluctuation. Offerors are expected to adhere to minimum prevailing wages at all times.
34. Page 52, Section H.27 Please confirm the Limits on Compensation clause is not relevant to this procurement as the personnel lines are firm-fixed-price. H.27 Still Applies.
35. 53, Section H.28 The center director is the only key personnel position listed however on page 86 it also states the project director is key personnel. Which is correct? Center Director and Project Director are both key personnel for this requirement, letter of commitment and resume required
36.
Page 56, Section I
Reference FAR 52.216-4 Economic Price Adjustment – Labor and Material. Please confirm whether this procurement/contract is subject to adjustments in all fixed costs under CLINs 002, 1002, 2002 and 3002. This clause is not aplicable to this requirement.
37.
82, Section L.6.I
Normally in the RFP there is a section after the chart that specifies the proposal format to include how to bound the proposal and the criteria for electronic media.
This is not included in the RFP. Does that mean the offeror can choose how to bind and format the proposal? The solicitation is clear on its face, see L.6.
38.
84, Section L.7 Factor 1 Subfactor 1F & 1G
Should subfactor 1F & 1G be omitted since the Maryland OA contract has already been awarded which included the recruitment of 597 students for
Woodstock with a period of performance until 2022? 1F & 1G are N/A for this procurement as they deal with Outreach and Admissions and is not proposed in this RFP.
39.
Section I & Page 91, Section L.7, Factor 5.e
FAR 52.245-1 – Government Property is not included in the listing. The RFP is incomplete regarding the transition in regarding supplies and materials for the FFP contract. The government must clarify the transition processes for the change in the contract type from the current cost reimbursable contract to a firm-fixed-price contract (i.e., title passage for materials/inventory on hand, identification of property/materials, etc.). As some inventory items will be chargeable to the Fixed
Price lines, how will the supplies/materials be transferred between contractors during transition?
1. What will be available to a contractor in the new contract? In order to properly estimate the transition in costs, contractors must be provided estimated values of the following supplies at the time of transition-in:
a. Academic & CTT supplies & materials – Line 02 & 04
b. Residential & recreation supplies & materials – Line 06
c. Student clothing – Line 08
d. Other Support Services supplies & materials (kitchen non-food supplies, dorm supplies, etc.) – Line 10
e. Other CP/CTR supplies & materials – Line 14
f. Other Admin supplies & materials (office, classroom, computer supplies & materials) – Line 16
2. Will the materials/supplies on hand at time of transition be available at the stated guaranteed value at no charge to the new contract/contractor?
Please confirm due to the absence of specific language in the RFP and according to FAR 52.245-1 (e)(2), the Contractor will retain title to all property acquired by the Contractor for use on the contract in the FFP CLINs.
The solicitation is clear on it's face.
40. Please confirm the washers and dryers at the Woodstock Center are still leased. If they are government-owned, are they all operable? There are 32 washers and 32 Dryers that are leased by the current operator. The offeror may decide to continue this arrangement or propose a different solution.
41. Section I FAR 52.222-62, Paid Sick Leave Under Executive Order 13706 is not included in Section I. Please clarify whether this clause is applicable to subcontractors for this solicitation. Clause has been added and is applicable to requirement.
42.
Page 99, Section M.2.A.5
The evaluation section describes a Price Analysis. Will the government conduct a cost analysis for the cost reimbursable sections-CLINs 0004, 1004, 2004 and 3004, or does the government intend to provide the amounts in the RFP? The solicitation is clear on its face.
43.
Attachment J-1
When does the government expect to provide the required Attachment J-1 form? Should offerors submit both the Pricing Schedule and the J-1 attachment, or just the J-
1? J-1 is attached to this amendment.
Attachment J-5
The J-5 Attachment is blank. Please confirm the following trades with corresponding slots are eligible for CTST funding at $500/training slot:-Bricklaying –
20-Carpentry – 20-Electrical – 24 -Building Construction Technology (Facility Maintenance) - 24-Landscaping – 24-Network Cable – 30 -Stationary Engineer -
20 -Welding - 24 As CLIN 0002, SubCLIN 04 is FFP, the offerors must have confirmation of this additional funding for costing purposes. CTST funding is determined on year to year basis by the Government.
45.
Attachment J-9
The Facility Survey provided is from 2015. Is a more recent survey available? If not, please disclose any material facility changes that would be included in a subsequent report that are not provided due to the age of the report.Have changes been made to the center water supply? Does the center have to truck in water as described in the report? The report describes a Waste Water Treatment Facility managed by Maryland Environmental Service. Is this information still accurate? Is the Job Corps center operator responsible for any operating costs related to the waste water facility/building? The most updated Facility Survey is attached. The Facility survey is from April 2018 and is Final.
46. Attachment J-11 Does the center maintain any DOL-owned vehicles? If so, please provide a listing for insurance purposes. Woodstock GSA vehcile log is attached.
47.
Attachment J-12
The utility costing provided is from 2016-2017. Is a more recent report available with updated costs? Please explain the Propane costs. Where is propane used on the center? The propane cost is used on center for the Kitchen Equipment and for the trade's forklift.
The utility costing that was provided is a year of utility cost. This amount will fluctuate greatly due to weather conditions.
This amount that is provided should be a baseline to the cost that is submitted with proposal as it is a good representation of what cost will be on a yearly basis.
48. Attachment J-18 Please confirm a CBA is not applicable for this procurement. The website listed in the RFP pertains to performance goals. There is no CBA at the Woodstock JCC.
Page 80:
It is unclear whether Subfactor 1F – Outreach is considered part of the
Center operations (65 page) or OA/CTS (10 page per Subfactor) page limitations.
If offerors are required to respond to Subfactor 1F, what is the written page limit for this Subfactor?
There is no Outreach and Admissions for this requirement Subfactor 1F and 1G do not apply to this requirement and should not be included in offerors proposals.
Page 85:
The Statement of Work does not include an Outreach & Admissions
There is no Outreach and Admissions for this requirement.
Page 37, G.12:
Please confirm that the staff vacancy damages are only assessed for the 4 key positions specified in the RFP.
Correct.
Page 52, H.27:
Please confirm that compensation is limited to the Executive
Level 1 amount.
The solicitation is clear on its face.
54 The 675 Graduate / 175 Former Enrollee quantity within the RFP exceeds the number of students assigned to the Maryland CTS contract. Pricing for 675 graduates / 175 former enrollees will increase the Proposed/Estimated costs. In
PY 17 the actual quantities were 513 Graduates / 128 former enrollees. Will the government reduce the CTS quantities to align with the current number of students assigned to the CTS contract? See Question #5.
B.2 Pricing Schedule:
Please clarify offerors are to propose costs for the Cost-
Reimbursable part of Center Operations, such as Food and Utilities. Correct.
B.2 Pricing Schedule:
The schedule indicates the Grand Total is CLIN 0002-
0017. This CLIN range includes Capital Line items. Does the government intend for offerors to include the NTE CLINS of these items in the Grand Totals? Yes, that is correct.
B.2 Pricing Schedule:
The RFP requires the offeror to propose a Phase-Out plan.
Should we include the estimated cost in the pricing schedule? Yes.
58 Typically the Pricing Schedule (B.2) is a worksheet inside the J-1. Correct.
59 If there are differences between the Pricing Schedule (B.2) and the J-1
Attachment, which will prevail?
The pricing schedulein B.2 will always prevail.
Page 19 ACT and OCT Slots
Who is the current provider of the 6 ACT slots and 30 OCT slots for NA/HHA training?
Contractors have been provided the available slots. The training they may propose should be based upon the existing slot levels of 6 ACT and 30 OCT.
N/A
Is there any CBA currently in place? If so, will it be provided?
There is no CBA
Page 21 E.2 Personnel
It states, ”The Contractor is required to hire counselors to oversee dorms (Residential Counselor, Senior Residential Counselor) who will report directly to the Counseling Supervisor.” Is this mandating that Residential Counselors and Career Counselors report to a central Counseling Supervisor or is it acceptable to have a Residential Counseling Supervisor and
Residential Counselors and Career Counselors can report to separate supervisors.
Page 91 E
Page 91, e. Phase In/Phase Out, it states, “This section of the Business
Management Proposal encompasses three things:” however, there are only two items identified. Are there only two items or are there three items and if so, what is the third item? There are 2 things fully outlined.
