DESIGN-BUILD SCOPE OF WORK

STRUCTURAL STEEL REPLACEMENT AT

NORTH GRAFTON JOB CORPS CENTER

I. GENERAL

The work involves design and construction services for the replacement of structural steel at the elevated walkway and landing of Dorm/Admin/Med/Dental Building 17, repair of the elevated walkway surface and landing surface at the Grafton Job Corps Center. The work includes, but is not limited to, replacement of two structural steel beams and one two-story column where the elevated walkway meets Building 17. It also includes resurfacing of the exterior concrete elevated walkway and sandblasting and repainting the elevated walkway supporting steel structure.

“Contractor Quick Reference Checklist,” Attachment 1, is a required form that identifies a simplified but not all inclusive list of issues that the Contractor needs to address as due diligence items during the design phase. The JCH-814, September 2013 paragraphs shown provide an initial design reference;

however, reference to other sources may be required to fully address the issue.

“Suggested Language for Quality Control, Testing, and Inspection Services”, Attachment 2, provides suggested language for consideration to ensure the Contractor develops and uses effective quality control, testing, and inspection procedures to ensure construction meets contract requirements.

II. DESIGN REQUIREMENTS/ SPECIFIC INSTRUCTIONS

A. LEGALLY MANDATED STANDARDS

The Contractor shall conform to:

Code of Federal Regulations

a) Safety and Health ………………………………………..OSHA CFR Part 1926.62

b) Historic Preservation……………………………………………...36 CFR Part 800

Dorm/Admin/Med/Dental Building 17 which was constructed in 1996 was designed to be consistent with the historic character of the Grafton Job Corps Center. Any modifications to the building need to be done ‘in kind’, and need to be consistent with the Secretary of Interior's Guidelines for Rehabilitation of Historic Properties, to the extent practicable and as deemed reasonable by the U.S. Department of Labor (DOL)

c) The Contractor’s Solicitation Procedure ………………… 48 CFR Part 36

d) Disability/Accessibility……………………………………28 CFR Part 36

C-5

The design must be in strict conformance with the Architectural Barriers Act Accessibility Standard (ABAAS) of 2007 from the General Services Administration.

The Contractor shall conduct a thorough research of these guidelines and, without exception, comply to the fullest extent, including those guidelines pertaining to the visually and hearing impaired.

No deviations from these guidelines are allowed. However, if the Contractor, at any Design Review Submittal, demonstrates that the compliance requirements would be technically infeasible or that compliance will cause an undue burden as defined by the guidelines, the Contractor is obligated to notify the Contracting Officer, in writing, for a final decision on such requirements.

(These standards can be printed from the website at http://www.access.gpo.gov/nara/cfr/cfr-table-search.html).

e) Life Safety Code………………………………………………………NFPA-101

The Contractor’s responsibility for safety related requirements extends to all impacted areas and access ways affected by the work.

National and State Building Codes

The Contractor shall conform to all applicable construction codes, ordinances, and regulations including the national building code used in the local area, laws and local ordinances. Deviations and interpretations will be subject to the approval of the Contracting Officer. Consider whether special requirements should be included because of the geographic location, i.e. hurricane, heavy wind, or storm features for the United States Northeast Region.

Permits and Licenses

The Grafton Job Corps Center is leased from the State of Massachusetts, but Building 17 is owned by the Federal Government. Prior notice of all major projects should be issued to the State before beginning the project.

The Contractor shall research, and be responsible for obtaining, all regulatory, permitting (including State Permitting requirements), and licensing requirements required to perform this work in North Grafton, MA and in accordance with JCH-814, 2013, amended September 2015, Section 1.7. No drawings or specifications will be submitted for building permits unless express notification in writing is received from the Contracting Officer (CO).

B. JOB CORPS GUIDELINES

1. JCH-814, September 2013

C-6

Planning, Design, and Construction Administration Guidelines for Architects and Engineers. Job Corps publication JCH-814, September 2013, "Planning, Design, and Construction Administration Guidelines for Architects and Engineers," is a companion document to this scope of work. The JCH- 814/2013 can be found at Uhttp://www.solicitationattachments.com. UIt presents the Contractor additional design criteria not specifically stated in the scope of work. Where conflicts occur between the contract and JCH-814/2013, the requirements of the scope of work will take precedence.

C. OTHER STANDARDS

1. Life Cycle Cost (LCC) Analyses – Not Applicable

2. Sustainability Design and Building Requirements

The project will use design methodologies, materials, systems and components that will minimize negative environmental impacts, increase energy efficiency and make use of renewable energy technologies. Within budget constraints the project will embody best current sustainable design and building practices. The project team is to propose the highest possible implementation of these strategies for consideration by the Department of Labor, the Regional DOL office, and the Job Corps Center.

To the extent possible, the Contractor shall reference, use, and procure materials, components, equipment and services noted in the attached “Green Sheet” or JOBU CORPS SUSTAINABILITY GUIDELINES FOR PROJECTS OF

LIMITED SCOPE OF WORK V.2.26.2015.

The Contractor shall verify construction phase sustainability measures as detailed in the Green Sheet and provide noted submittals substantiating compliance. Any specifications or proposals will include requirements to provide documentation and comply with the Green Sheet as far as practicable.

3 Energy Conservation-NOT APPLICABLE

4 Environmentally Preferable Products

The Contractor shall evaluate options for the use of environmentally preferable products and environmentally preferable building design and shall include a description of recommended options in the DESIGN NARRATIVE (see JCH-814 for requirements).

5 Asbestos-Containing Materials AND PCB Fluorescent Light Ballasts-NOT APPLICABLE 6 Commissioning- Not Available

7 Existing Facility Investigative Survey http://www.solicitationattachments.com/

C-7

If the work is to be performed on an existing building for which plans are not available, the Contractor shall perform an investigative survey to determine if there are hidden conditions or elements which will impact the proposed design. Demolition may be required to expose suspected unknown elements. The survey’s objectives will include, but not be limited to, the following:

a) Determine if multiple ceilings exist or if there are multiple layers of floor covering.

b) Determine the extent of any hidden structural elements. The design and spacing of hidden structural elements shall be investigated.

c) Locate any hidden mechanical or electrical components, the presence of which would impact the proposed design.

Any openings in the exposed finishes created to perform the investigative survey shall be sealed and restored in all areas where there are occupants. Any opening hidden by the exposed finish ̧ such as a drop-in ceiling, need only be sealed.

Care shall be taken to avoid disruption of suspected or known ACM.

The investigative survey will be submitted for the record 14 calendar days before start of construction and will include appropriate photographic and/or video records to illustrate its findings and existing conditions.

D SPECIFIC INSTRUCTIONS

IV. EXTENT OF WORK

A. SITE IMPROVEMENTS AND UTILITIES

1. Design Objectives.

The work includes, but is not limited to, replacement of two structural steel beams and one two-story column where the elevated walkway meets Building 17. It also includes the resurfacing of the exterior concrete elevated walkway concrete walking surfaces and sandblasting and repainting of the elevated walkway supporting steel structure.

This walkway and balcony are exposed to the elements and subject to icing during winter, and are treated with ice salts. The joint between the walkway and landing is also stressed by the fact that the concrete walkway’s structural framing below has an expansion joint to accommodate thermal expansion, but the rigid concrete surface above does not have an expansion joint. Over time this lack of continuity in the expansion joint design has cracked the walkway concrete surface, thereby allowing melting salts and water to soak and corrode the supporting steel structure below.

2. Walkway Surface Improvements

a. Exterior access bridge surface concrete spalling

i. Resurface the elevated exterior concrete access bridge walkway as follows:(approximately 6'-0" by 81'-0", field verify exact size prior to submitting proposal).

ii. Patch any damaged concrete areas with new concrete (approximately 10% of the floor deck.

iii. For concrete deck preparation to resurface the pedestrian bridge, remove the top of concrete surface in order to remove the saw cuts, use a scarifier to scarify the concrete deck or roughen the concrete surface with a shot blaster.

iv. Exterior Resinous Flooring System: Abrasion-, impact-, and chemical-resistant, aggregate-filled, and resin-based monolithic floor surfacing. Provide expansion/control joints in the floor material to match those on the existing
