The work involves services for the design and construction for roof and window replacement and repairs at the Barranquitas Job Corps Center. The project entails the tear-off and replacement of the roofs on Buildings 2 (Dormitory/Medical Building); the replacement of the low roof on the north end, the main roof, and the replacement of 42 metal operable jalousie windows in Building 7 (Gymnasium Building). Window sizes and quantities are indicated in Section IV / B / 1.c herein.
The physical work necessary for the roofing will include the demolition and disposal of the existing roofs and installation of the new roofing products including all flashings and accessories necessary for a complete system. Roof design will meet current allowable wind loads for Puerto Rico and comply with the Job Corps Sustainability Guidelines for Projects of Limited Scope, v.3.16.15. All work will be accomplished in accordance with the National Roofing Contractors Association (NRCA) guidelines.
“Contractor Quick Reference Checklist”, Attachment 1, is a required form that identifies a simplified but not all inclusive list of issues that the Contractor needs to address as due diligence items during the design phase. The JCH-814 paragraphs shown provide an initial design reference; however, reference to other sources may be required to fully address the issue.
For detailed description of requirements, refer to Section III—Extent of Work, herein.
II. DESIGN REQUIREMENTS/ SPECIFIC INSTRUCTIONS
A. LEGALLY MANDATED STANDARDS
The Contractor shall conform to:
1. Code of Federal Regulations
a) Safety and Health………………………………………..OSHA CFR Part 1926.62
b) Historic Preservation …………………………………..…….…….36 CFR Part 800
c) Contractor Solicitation Procedure …….…….……….48 CFR Part 36
d) Life Safety Code……………...…………………………………………NFPA-101
C-5
The Contractor’s responsibility for safety related requirements extends to all impacted areas and access ways affected by the work.
2. National and State Building Codes
The Contractor shall conform to all applicable construction codes, ordinances, and regulations including the national building code used in the local area, laws and local ordinances. Deviations and interpretations will be subject to the approval of the Contracting Officer.
3. Permits and Licenses
The Barranquitas Job Corps Center is a leased facility, whose Lessor is the Future Entrepreneurs and Workers Training Administration (FEWTA).
The Contractor shall research, and be responsible for obtaining, all regulatory, permitting and licensing requirements in accordance with JCH-814, 2013 Section 1.7. No drawings or specifications will be submitted for any permits unless authorization, in writing, is received from the Contracting Officer.
B. JOB CORPS GUIDELINES
1. JCH-814, September 2013
Planning, Design, and Construction Administration Guidelines for Architects and Engineers. Job Corps publication JCH-814, September 2013, "Planning, Design, and Construction Administration Guidelines for Architects and Engineers," is a companion document to this scope of work. The JCH- 814/2013 can be found at http://www.solicitationattachments.com. It presents the Contractor additional design criteria not specifically stated in the scope of work. Where conflicts occur between the contract and JCH 814/2013, the requirements of the scope of work will take precedence.
C. OTHER STANDARDS
1. Sustainability Design and Building Requirements
The design for the new roofs will, to the extent possible, be in accordance with the requirements of ASHRE 189.1, Job Corps Sustainability Guidelines for Projects of Limited Scope v.3.16.15, and will comply with the criteria for the EPA’s Energy Star Program Requirements for Roof Products. “Green Sheet” or JOB CORPS SUSTAINABILITY GUIDELINES FOR PROJECTS OF LIMITED SCOPE
OF WORK V.2.26.2015.
2. Energy Conservation
All new work is to be designed in accordance with energy conservation opportunities and applicable federal directives. In response to energy conservation concerns, all proposed construction will conform to the current edition of ASHRAE 90.1, Zone 1.
C-6
All work must be designed to meet or exceed the requirements of the Energy Policy Act of 2005 (or latest version), which includes Sections 103, 104, 109, 131, 553; Executive Order 13423; and all other applicable federal, and local codes and directives.
All new roofing must be Energy Star rated.
3. Environmentally Preferable Products
The Contractor shall evaluate options for the use of environmentally preferable products and environmentally preferable building design and shall include a description of recommended options in the DESIGN NARRATIVE (see JCH-814 for requirements).
4. Asbestos-Containing Materials
An asbestos survey of the Center’s buildings was conducted in March, 1990. The results of the survey and subsequent lab tests confirm the presence of asbestos-containing materials (ACM) in certain locations of the buildings. A copy of the report will be made available to the Contractor. The Contractor is to conduct an asbestos survey to include testing for the areas to be affected by the work.
It is not intended that all asbestos identified in the report be removed. Asbestos containing materials will only be removed as necessary to complete the work described in this Scope of Work.
All asbestos abatement will be done by licensed, trained asbestos workers, supervisors, and contractors. An asbestos abatement work plan will be prepared by a licensed, trained asbestos project designer for submission and approval by the COR. The asbestos abatement work plan will include the list and location of materials to be abated, methods of abatement, containment setup and location, decontamination procedures, respiratory protection, all worker licenses, training certifications and medical certifications, and disposal plan including transportation and final disposal location. All asbestos work must be done in accordance with applicable federal, state, and local regulations. The Contractor shall provide the services of an independent industrial hygienist or environmental consultant to conduct on-site project monitoring and air monitoring services during asbestos abatement, including laboratory services as needed. The consultant shall:
a. Conduct a field investigation to identify ACM affected by the activities required by this Scope of
Work. The field investigation will include destructive testing as required to identify and quantify the presence of ACM. Because the requisite field investigation and testing will be performed in occupied buildings, the Contractor shall coordinate with DOL and the Center Operator to determine the appropriate after-hours schedule for conducting the subject investigations. It is not intended that the ACM previously identified be retested. However, suspect ACM not previously identified should be sampled to determine asbestos-content. The Contractor shall inspect the flashing used when the Building 2 roof was installed. Suspect ACM may have been used in the flashing application. The Contractor shall inspect the Building 7 windows for presence of lead paint and PCBs. Provide a testing schedule for all ACM investigations, and coordinate the schedule with the Center Director or his designated representative.
b. Conduct on-site project monitoring and air-monitoring services during asbestos abatement including laboratory services as needed, including but not limited to:
C-7
Baseline air sampling (prior to abatement) with Phase Contrast Microscopy (PCM) laboratory analyses.
In-progress air monitoring and sampling with PCM laboratory analyses.
Final visual clearance inspections and final clearance air sampling using aggressive air sampling techniques. Sampling must be conducted in compliance with all applicable Federal, State, and Local requirements.
Submit a final abatement report certifying that asbestos abatement work has been completed in accordance with all applicable Federal, State, and Local regulations.
Note: The Contractor shall pay for all costs for additional sampling and analyses resulting from improper execution of the asbestos removal or final clean up. All tests must be done in accordance with the Asbestos Hazard Emergency Response Act (AHERA).
5. Existing Facility Investigative Survey
If the work is to be performed on an existing building for which plans are not available, the Contractor shall perform an investigative survey to determine if there are hidden conditions or elements which may impact the proposed design.
