QUESTIONS AND ANSWERS
Roofs and Window Replacements on Buildings 2 and 7 Barranquitas Job Corps Center Barranquitas, Puerto Rico
Issued By: The U.S. Department of Labor.
The following responses to Bidders’ questions are hereby incorporated in Solicitation 1630DC-17-R-00003 as Amendments to Section C, Scope of Work dated June, 2016.
GENERALLY.
Q 1. Being a project that has a design part, we must understand that the municipal tax payments to be able to obtain the construction permit, will be part of the contractor?
ANSWER: Confirmed. See also Scope of Work section II / A / 3—Permits and Licenses, which states, in part:
“The Design-Build Contractor shall research, and be responsible for obtaining, all regulatory, permitting and licensing requirements in accordance with JCH-814, 2013 Section 1.7”.
Q 2. All permissions and endorsement will be the responsibility of who, please detail?
ANSWER: See response to Q1.
Q 3. The day of the site visit there were several confusions of certain areas if they will be part of the scope of work, please clarify the scope of work finally?
ANSWER: There are several additions to and one deletion from the Scope of Work. Refer to Scope of Work changes.
Q 4. Please clarify if as part of the auction involves any electrical work that we should consider.
ANSWER: There is no electrical work in this project, except as incidental work covered under Scope of Work section IV / A. / 3, Adherence to Scope of Work.
BUILDING 2.
Q 5. Please refer to solicitation Section C page C-13. In section B.1.b General Building Design Requirements it calls for a roofing system composed of an EPDM membrane with the following specs: ASTM D4637 Type II (reinforced), 60 mil minimum, white, Energy Star rated, fully adhered. Please advise if a substitution for a TPO membrane with the same warranty and performance requirements will be accepted.
The reason for this substitution request is that an EPDM membrane is not recommended for areas with high levels of relative humidity. Given the location of this project it is highly probable that the humidity tests results for the surface at which the EPDM membrane will be applied will not pass. Is it ok to consider this substitution in the bid price?
ANSWER: The ESC finds no information regarding humidity limiting EPDM installation. Substitution of EPDM membrane with TPO is not acceptable.
AMENDMENT 0001
Q 6. Who is responsible to determine what existing electrical conduits at the Building 2 roof are "in use"?
ANSWER: The Design-Build General Contractor (DB GC) is responsible for determining the functionality of existing conduits on the Building 2 roof. The DB GC must coordinate its investigation with the Center, to ensure continuity of electrical service and any necessary electrical shut offs.
Q 7. Are the existing roof antennas at Building 2 in use?
ANSWER: Only one antenna remains functional, and it may be relocated to facilitate execution of this project. The DB GC must coordinate with the Center the relocation of the functional antenna, as well as all other electrical and mechanical accessories and equipment.
Q 8. If the existing antennas in Building 2 are in use, who is responsible for the removal and reinstallation of these antennas?
ANSWER: See response to Q7.
Q 9. The installation of the existing electrical conduits on the Building 2 roof do not comply with code. What is the responsibility of the design-builder regarding these conditions?
ANSWER: The existing rooftop HVAC units have disconnect switches and conduits. The DB GC shall disconnect and temporarily remove or otherwise relocate all existing equipment and associated conduits as required for the installation of new roof system. Upon completion of new roof installation, the DB GC shall reinstall all equipment and conduits in compliance with NEC code requirements. Perform functional tests of the equipment as required after reinstallation, to ensure proper operation of same. Similarly, the DB GC must go through the same procedure of disconnecting and reconnecting all existing communication equipment (satellite dishes, antenna, and boxes) and associated cables on roof.
Coordinate with the Center to determine the status of all conduits, cables and equipment, and remove and dispose of all unused/abandoned equipment and cables as required.
Q 10. Does the scope require the design builder to study the roof drain lines to determine drains are fully functional at Building 2?
ANSWER: Yes. The referenced drain lines are considered to be related to the work identified in section III of the Scope of Work. Therefore, the Scope of Work’s section IV / A. / 3, Adherence to Scope of Work applies in this case, as follows:
“Although this scope of work identifies specific elements of construction, it is the Design-Build Contractor's responsibility to provide any and all elements which are incidental to the functioning of the work to be provided”.
Q 11. The existing metal gutters at the adjacent metal roofs to the Building 2 concrete roof are much deteriorated and appear to be leaking. This condition will affect the new concrete roof below which will receive the new roofing system. Please advise what the extent of the design-build scope will be to address this condition.
ANSWER: Since the existing metal gutters in adjacent roofs will impact the functioning of the new roof, they are considered to be related to the work identified in section III of the Scope of Work. Therefore, the Scope of Work’s section IV / A. / 3, Adherence to Scope of Work applies in this case, as indicated in response to Q10.
Q 12. At Building 2, is a roof guard rail, or guard performing parapet required?
ANSWER: No.
Q 13. At Building 2, who is responsible to remove & replace any deteriorated PVC conduits for HVAC drainage or any other existing damaged conduits found in the existing roofs?
ANSWER: The DB GC. The referenced damaged conduits are considered to be part of normal cutting and patching incidental to the word described in the scope of work. Refer to Scope of Work section IV / A. / 4, Incidental Cutting and Patching, which read, in part:
“The Design-Build Contractor shall be responsible for all cutting and patching incidental to the work described herein”.
Q 14. At Building 2, if roof conduits must be removed to allow for the roof to be installed, who will perform the work?
ANSWER: The DB GC. See also response to Q6.
Q 15. At Building 2, if any existing electrical conduits required to be raised only (and not substituted), it is recommendable to be raised on struts. However, there are some conduits that are installed very close to the edge of the roof. Will the government accept this installation at the edge of the roof?
ANSWER: The use of struts under these conditions is considered to be a matter of means and methods, entirely at the discretion of the DB GC. Hazardous conditions at roof edges are expected to be addressed in the DB GC’s Safety Plan and Pre-Construction Meeting, called for under the Scope of Work’s sections II / D / 6 and section II / D / 8 respectively.
Q 16. At Building 2 the existing roof drains are in very bad conditions. Should we consider that all existing roof drains need to be replaced?
ANSWER: Yes.
Q 17. The vertical wall of the roof access structure at Building 2 has delaminated cement plaster is delaminating.
This condition will the roof system warranty. Is correcting this part of the scope?
ANSWER: This condition was not part of the solicitation Scope of Work, but is being added to it.
Refer to Scope of Work Changes / Section 2.a). See also response to Q3.
Q 18. Is there any material in the roof of Building #2 that has been removed, is there any study of asbestos or lead?
ANSWER: See Scope of Work section II / C / 4, which states, in part:
“An asbestos survey of the Center’s buildings was conducted in March, 1990. The results of the survey and subsequent lab tests confirm the presence of asbestos-containing materials (ACM) in certain locations of the buildings. A copy of the report will be made available to the Design-Build Contractor. The Design-Build Contractor is to conduct an asbestos survey to include testing for the areas to be affected by the work. It is not intended that all asbestos identified in the report be removed. Asbestos containing materials will only be removed as necessary to complete the work described in this Scope of Work”.
Q 19. If there is no study of asbestos or lead for Building #2, it will be the responsibility of the contractor in this auction to carry out such studies for roof material.
ANSWER: See response to Q18.
Q 20. What are the "R" factor and " I " value for the roof membrane design?
ANSWER: The roof membrane design is not defined in terms of “R” or “I” values, but in terms of the membrane design description provided in Scope of Work section III. / B / 1 / b).
Q 21. No flashing was identified on the roof. Will any kind of flashing or termination bar is required?
ANSWER: Flashings and accessories are defined in the Scope of Work section III. / B / 1 / b).
Q 22. Page C-13, Section B.1.b calls for EPDM Membrane and Attachment 2 Page C-26, section 3.01J calls for TPO Membrane. What type of membrane is required to be installed?
ANSWER: For Building 2, Scope of Work Attachment 2 / section 3.01 J membrane description is incorrect. Follow the roof design described in the Scope of Work section III. / B / 1 / b).
Q 23. In reference of the previous question, can an alternate membrane system with the same or better performance (warranty, maintenance, cost) be proposed as an Alternate Bid?
ANSWER: No.
Q 24. All roofing system require maintenance. During the warranty period this maintenance will be performed by the Owner or the Contractor?
ANSWER: All roof maintenance will be performed by the Barranquitas Job Corps Center, according to the maintenance requirements set out in the manufacturers’ warranties.
Q 25. Section C (page C-6) requires an asbestos survey on the areas to be affected by the work. Because we know the size of the roof (12,000 ft2) I can require a survey proposal to a third party and include it as part of the offer. How can I quote the removal of the asbestos, if any, if the survey is going to happen after the award of the bid?
ANSWER: The extent of the Asbestos Containing Material (ACM) abatement will not be known until the asbestos survey is delivered and its results/recommendations are known. Therefore, the cost of asbestos abatement will be managed via the Differing Site Conditions and Changes clauses of the contract, as described in section G.14.
Q 26. On Building 2, the roof drains will be replaced?
ANSWER: See response to Q16.
BUILDING 7.
Q 27. At Building 7, once the metal roof (standing seam type) is replaced, will the existing thermal insulation on the underside of the roof deck also be replaced?
ANSWER: Refer to Scope of Work section III. / B / 1 / c), which reads, in part (emphasis added):
“The new roofing for Buildings 7 will be designed as a Structural Metal Panel Roof System to closely match the profile of the existing metal roofing over polyisocyanurate rigid insulation.
The insulation and roof panels will be installed on the existing steel rafter and purlin roof structures. The design will include the engineered details for panel attachment to the existing steel roof frame”.
Q 28. At Building 7 is it in the design-builder’s scope to include analyzing the existing roof purlins for code compliance regarding hurricane wind uplift conditions?
ANSWER: Yes. The design will include an evaluation of the existing building components (roof structure) and how it integrates with the intended roof systems in order to meet current allowable wind loads for Puerto Rico. See also Scope of Work Attachment 3—Sample Roofing System Warranty, item 8 / a., which states that “This warranty will not be applicable to the extent the roofing system sustains damage(s) by any of the following: a. Acts of God and natural disasters, including but not limited to lightning, 145 mph wind speed hurricanes […]” (emphasis added). Consequently, the Building 7 roof decks must be designed to withstand145mph winds.
Q 29. At Building 7 the existing roof purlins are approximately +-5'-0" apart and most likely do not comply with code. Must we replace/redo this structure if that is the case?
ANSWER: No. The design will include an evaluation of the existing building components (roof structure) and how it integrates with the intended roof systems in order to meet current allowable wind loads for Puerto Rico. Per section 1510 of the IBC, “Re-roofing”, there is no requirement for upgrading the structural system.
Q 30. At Building 7 the exterior walls have open square CMU blocks. For a weather tight building and in the case of structural analysis for hurricane loads these openings will need to be sealed. What do we need to consider regarding this condition?
ANSWER: This existing roof structure is the original configuration of the building. The air infiltration through decorative CMU sections actually helps equalize the pressure inside and outside the building in a wind event, thereby reducing wind uplift pressure.
Q 31. At Building 7 the main entrance roll up screen is always open. For hurricane wind resistance - must this permanent open grille closure system be replaced?
ANSWER: No. See also response to Q30.
Q 32. We recommend that an allowance be established for all to be in the same condition, if the material had to be removed, such as due process, if the material were positive to some contaminant.
ANSWER: Allowances will not be considered in this contract. For ACM abatement and disposal requirements, refer to Scope of Work section II / C / 4.
Q 33. In Building # 7 there is an area of two rooms, the replacement of this roof will be part of the auction?
ANSWER: It’s not clear which “two rooms” are referenced in this question. For description of roofs to be replaced in Building 7, refer to Scope of Work section III / B / 1 / c) / i) and iii). The roof described in Scope of Work section III / B / 1 / c) / ii) will not be replaced and is being removed from the Scope of Work under Scope of Work Changes.
Q 34. If the answer to question # 7 is affirmative, please indicate if the ceiling and its lamps will remain the same or will be replaced.
ANSWER: The referenced question does not allude to any ceilings or lamps. If the question refers to the underside of the Gymnasium’s main roof, the answer regarding lighting fixtures is that no lighting fixtures are being replaced; and regarding ceiling replacement, there is no ceiling below this roof, only insulation.
For insulation replacement, refer to response to Q27.
Q 35. Regarding Building # 7 part of the work to be done is to replace windows, however we could notice that in several of the windows there are air conditioners installed, when the windows are replaced these air conditioners will be eliminated or have to be reinstalled in the new windows?
ANSWER: All existing air conditioning window units must be removed during window replacement activities and reinstalled in the new windows.
Q 36. Please clarify if the metal siding on all sides of Building #7 will be replaced.
ANSWER: Replacement of the Building 7 metal siding is not included in this project’s scope.
Q 37. In Building #7 there is a gymnasium the replacement of that roof will be part of the works of the auction?
ANSWER: For description of roofs to be replaced in Building 7, refer to Scope of Work section III / B / 1 / c) / i) and iii). The roof described in Scope of Work section III / B / 1 / c) / ii) will not be replaced and is being removed from the Scope of Work under Scope of Work Changes / Section 3.
Q 38. If the answer to question #11 is affirmative, please indicate if the ceiling and its lamps will remain the same or will be replaced?
ANSWER: This seems to be a duplicate of Q34. See response to Q34.
Q 39. The roof of the building behind the Building #7 has to be repair in some way? Facility personnel say that there are some leaks between both buildings. Maybe between the siding of the metal building and the concrete building.
ANSWER: The transition between the Gymnasium’s main roof and the roof over the Weight Room must be repaired. This repair is being added to the project’s scope under Scope of Work Changes / Section 2 d).
Q 40. Siding of the Building #7 has to be replaced?
ANSWER: See response to Q36.
Q 41. The low roof on the North side of the building has to be replaced according to the instructions; however this whole area has an acoustic ceiling underneath. We need instructions on how to proceed.
ANSWER: Replace the roof over the Social Skills class room and the Arts and Crafts room as called for in Scope of Work section III / B / 1 / c) / i). Acoustic ceiling replacement at these locations is not part of this project’s scope.
Q 42. On Building 7, the siding looks like it need some work. Will it be required (replaced, repaired or re-screwed)?
ANSWER: See response to Q36.
Q 43. On Building 7, the roof over the north end over the social skill classroom appears to be different from the main roof. What type Panels will be used on this area?
ANSWER: According to Scope of Work section III / B / 1 / c) / i), the subject roof will be replaced in kind.
Q 44. What is the thickness of the polyisocyanurate rigid insulation?
ANSWER: Insulation thickness will be determined by the DB GC’s design, in compliance with the code requirements set out in Scope of Work’s section II / C / 1 and 2 –Energy Conservation.
